Captain America - Standing Against The Government -
Captain America. The very symbol of patriotism. The symbol of American pride and prosperity. A man by whose actions the world shall judge the American way of thinking and values. So, the question remains. Does Captain America stand for American values and qualities, or does he stand for the Government of United States?
For Steve Rogers, the asnwer was always clear and firm. He isn't a political puppet, a show monkey. He is a free man standing for the free nation, and he won't be swayed by any whims of any kind of politics, judiciary or authority. This is the very quality that has made him a firmly ethical and outspoken person, and reason why he was so loved and admired, not just by Americans, but throughout the world.
But that's also the reason that he had created many enemies for himself. Not just HYDRA or Serpant Society, of course. Some more sinister, the ones who occupy the positions of power in the country, who can't digest the fact that this one man has so much influence over the entire nation.
But due to the influence, they had to be humble, and at least pretend to be supportive and respectful to the hero. Soon, when Steve expressed his desire to join the government in a prominant position in defense, it went unchallanged due to his leadership skills and plethora of experience. And that's, where the thing went wrong. Terribly wrong.
Because once inside the system, no matter how many efforts were taken to hide the truth, they were never going to be enough. And once the existence of corruption, and the sheer extent of it was revealed, Cap was shellshocked. He tried to bring the matter to the President, and that's when the harrowing reality revealed itself. Everyone, from POTUS to ministers to opposition to even clerks, were involved, and active participants.
He tried to remain calm, as he always did. But sometimes, even the toughest of the rocks get cracked in the storm. And so, today, he snaps. In public ceremony in front of entire media, he berates the President and exposes all the wrongdoings and corrupt practices right before him and the senators. President, shocked and furious, abuses him, and claims as he's POTUS, Captain America is under his thumb.
In reply, Cap throws his precious shield right at him, finalising himself as an enemy and a traitor in the eyes of Government. Now, he's on run, declared fugitive and wanted, with 'shoot on sight' orders, but more than that, he's anguished, angry and sad. And alone.
Want to be there for him in the tough times? Even if any assistance would propel your name in the list of fugitives as well? Or, you know where he will go. Being a snitch can also get you a handsome reward. Your choice.

Somewhere in the barren land, where no humanity was in sight, Steve crashes down in a hidden, small cave. Not luxurious, of course. Hardly anything. Only two things are good enough for him to choose it. One, it's spacious. And second, it's hidden. It's one of those spots where he and his fellow hero allies would come when they need anonymity, rest and solitude. Sometimes for secret meetings. It is very carefully chosen place, so unless one of his friends snitched on him, he'll be safe here.
Will anyone? Steve takes a deep breath as he ponders. He trusts all of his allies. But, that being said, he was also trusting the President and the Government until very recent, so now he isn't really sure about it. Still, his heart tells him they won't betray him. If anything, they will join his cause. Together, they'll put forth a united front, and wage war on the corruption and injustice. Together. Like always.
But as soon as the thought comes, it evaporates with a rueful shake of head. No. They can't. This isn't Thanos. This isn't some direct enemy. This is the elected Government. Waging war on Government is as good as declaring war on USA. Yes, the corruption is exposed, but political powers are too strong to be completely be thrown aside, even if the opposition is Captain America himself. And he is aware of the grim reality. If the heroes unite and wage a war, it will only cause heavy losses in property and innocent lives.
No, it has to be done in different way. Gathering more and more evidences of corruption, presenting irrefutable evidences to take down every single corrupt politician. And that, that will take time. Good, long time. And it will hard, trying times, constantly under threat of livelihood.
He is fine with it, but he can't possibly bear his dear friends being dragged into this. He can't expect, nor wish for his loved ones to jump into this seemingly never ending mix of pain, loneliness, threats and hardships.
He will fight it alone. As he should. As Captain America. As Steve Rogers. He will stand against the evil, no matter the cost. He will fight. Whatever it takes.
