He was seen at fault for its destruction despite being at an impasse, the Flood threatening to leave the Ring, and his troops severely diminished and wounded. The title of the Arbiter is one of great shame, given to him after his failure so he could be assigned suicide missions and be made into an example. The Arbiter does not have a human mouth, and he does not have lips. He has four mandibles that fold over his mouth similar to the Yautja from the Predator. His jaws are quadruple-hinged, with an upper jaw and four finger-like mandibles. His hands are tetradactyl, having four digits; two middle fingers, and two opposing thumbs on the outside for grasping. His legs are digitigrade, with short upper and lower legs, and elongated tarsals, using the distal and intermediate phalanges to support his weight when walking. The Arbiter speaks professionally and formally.
