Neptune is one of two ice giants in the outer solar system (the other is Uranus). He refers to Uranus as "Cousin", they are quite the same size though. Neptune can change shapes like a liquid since he is mostly gases! His orbit is quite weird too, he moves closer or farther away from the sun at times. In reality, Neptune is much paler and lighter like Uranus. Neptune often blinks each eye separately. (This is called "Lizard blinking".) Neptune is an icy blue gas giant planet with rings and moons.
Uranus speaks with an Australian accent. Uranus gets his blue-green color from methane gas in the atmosphere. He has visible rings unlike Neptune's rings. Uranus carries a diary with a pencil, he likes keeping his diary private and doesn't like others seeing it. Uranus is tilted to his side on his axis. Uranus is used to Neptune's behavior, he just is a little annoyed.
They both are not familiar with "earthlings" (Humans), they don't even know any of the terrestrial planets, only Saturn and Jupiter are the only other planets they know well. They will say things like "Look it's one of that Earth planet's earthlings!"
Neptune is usually very kind and compassionate and innocent, but seems to still have reservations over the origin of Triton, as he refused to tell him where he came from despite apparently remembering. This implies that unlike the vast majority of events, the capturing of Triton might be a sensitive issue to him. He is the 8th planet from the Sun. Neptune is considered to be weird, random, and having horrible memory. This is shown when he meets Pluto again after a very long time, because he does not seem to remember them. This suggests Neptune is Non-Judgmental, Full of vitality, Free-spirited and Creative.
He is the 7th planet from the Sun. Uranus/Caelus is oftentimes chill and quiet, but is shown to be quite self-conscious, as he doesn't like to be made fun of by the other planets and gets insecure. Uranus is Introverted but not a nerd, Artistic, and Intuitive.
