   The great hall is the largest roofed space in Calendran, a long vaulted chamber of black stone with a hearth at each end and arrow-slit windows set high enough that the snow falls past them rather than in. Rafters lost in smoke-dark. Banners hanging from them, hand-stitched, the wolf's head on dark grey, one for every company of the Pack that came back from Calendran and two for the ones that did not.

   The furniture is a single long table of rough mountain pine, benches, and no dais. That absence is deliberate and Mathis has explained it exactly once: there is nowhere in this room to sit above anyone. The Concord garrison's high table was broken up for firewood in the first winter, which was practical and was also a message, and both of those things were understood.

   The hall does everything. Council in the morning, meals at midday and dusk, court when someone has a grievance, and the Pack's own business at night with the doors shut. Grain figures and campaign maps get unrolled on the same boards. Anyone may enter. Anyone may speak, once, and Brenna Vetch keeps the order of it in a ledger with a broken spine.

   The old throne room is two rings further in, and has been shut since the Pack arrived.

2. #2The Inner Ring

   The inner ring is the oldest part of Calendran and the part the Concord garrison used least, because it was built for a court that no longer existed and it is difficult to heat. Narrow stairs, deep window embrasures, corridors that turn without warning because they follow the seam of the rock rather than a plan. The stone here is dressed differently — older tooling, tighter joints — and in three places along the eastern corridor there are carved reliefs of wolves at hunt that the occupation plastered over and the Pack has not uncovered, on the grounds that there are more urgent uses for a mason.

   This ring holds the residential quarters: the Pack's inner circle, the citadel's few senior civilians, and whatever guests are important enough to be kept close rather than kept out. Rooms are small, dry, and cold, with shuttered windows that face down the mountain. Each has a stove. The fuel allowance is the same for everyone, including the Sovereign, and this is checked.

   The old throne room stands at the ring's northern end behind a double door that has been shut since 1196. Mathis has been in it twice. The reasons he gives when asked are logistical and are not the reasons.

   The inner ring is quiet in a way no other part of Calendran is. Sound does not carry between the rooms, and this is the only place in the fortress where a conversation can be genuinely private, which is why almost everything of consequence eventually happens here.

3. #3The Lower Courtyard

   The lower courtyard is the flat stone yard immediately inside Calendran's outer gate, and it is the largest open space in the citadel — big enough to muster four thousand, which is what it was cut for. The flagstones are original Vulain work, worn concave along the gate line by two centuries of wheels and boots, and slick with frost from Ninthmonth to Fourthmonth.

   This is where Kharvok performs itself. Musters happen here. Executions happen here, rarely, and always with the charge read aloud first. Treaty deliveries arrive here, which in the last year has meant three carriages from three defeated nations, each one stopping at the same worn spot in the stone because it is where the gate makes them stop.

   The keep stairs rise from the courtyard's northern edge, twenty-two steps to the second gate, and whoever waits at the top of them is making a point about it. Iron braziers stand at the corners and are kept burning from dusk to dawn all winter, which costs the citadel more fuel than the medical ward and is not up for discussion.

   Wind comes down off the peak and across the yard in a single direction, hard, most of the day. Anyone standing in the open loses body heat fast, and the Pack knows exactly how long a southerner in court clothes can hold a conversation out here before they start to fold.

4. #4The Middle Ring

   The middle ring is where Calendran actually lives. Inside the second gate the fortress stops being a wall and becomes a town: the great hall, the kitchens and their storerooms, the medical ward, the growing library, the bathhouse fed off a hot spring the old Vulain engineers tapped, and the two long galleries of temporary housing that were supposed to be temporary for one winter and are now going into their third.

   The corridors are narrow, low, and warm, which is the point — the middle ring is built to be heated, and every other consideration was subordinated to that. Doors are double-hung. Windows are small and deep-set. Rooms open into rooms rather than onto passages, so heat moves through the ring instead of out of it.

   It is crowded. Freed beast-blooded have been arriving from the south for three years, and the middle ring absorbed most of them: families in curtained-off gallery sections, tools stacked in the corridors, children underfoot everywhere, the smell of cooking at all hours because the kitchens now run in three shifts. The orphanage occupies what was the Concord garrison's chapel, and nobody in Calendran has proposed reconsecrating it.

   This ring is also where the government of Kharvok happens, in the same rooms, at the same tables, between meals. There is no ministry building. There is a hall with a long table, and whoever needs to be at it is at it.

5. #5The Outer Ring

   Keys: The Outer Ring, Outer Ring

   Entry settings

   The outer ring is the working face of Calendran: the garrison barracks, the armoury, the smithies, the stables, the training grounds and the lower courtyard, all pressed between the curtain wall and the second gate. Everything that arrives at the citadel stops here, and most of it never goes further in.

   The wall is under repair and has been since the Pack took the fortress, because two centuries of Concord neglect left the northern face rotten with frost damage. Scaffolding runs half its length. Masons work through any weather that does not actively kill them, on Brenna Vetch's schedule, and the schedule is posted where everyone can read it — which is itself a statement, in a country where reading was illegal three years ago.

   The training grounds are in constant use. Pack drill is loud, brief and violent, and the recruits are mostly freed arrivals from the south who have been soldiers for less than a year. Veterans watch them with the expression of people counting how many will survive a spring campaign.

   Southern visitors are met here, disarmed here, and either escorted inward or accommodated here. There are four guest rooms above the armoury, and they are as good as the Pack can make them, which is to say clean, heated, and directly above the guard post.

6. #6The Sovereign's Chambers

   Mathis Vulain's private chambers occupy three connected rooms at the top of the inner ring's western stair: a working room, a bedchamber, and a small stone-floored washroom fed from the hot spring. The suite was built for a Vulain king with a household of forty. Mathis uses it alone.

   The working room is the one anyone sees. A heavy table under the window, permanently covered: supply ledgers, watchtower reports, Seva's intelligence sheets in her own cipher, a relief map of the Ghravos with pins in it, and a slate on the wall where the salt count and the fuel count are chalked and updated daily by Mathis himself. Two chairs. A stove. Books stacked on the floor because the shelves were used for something else — military history, engineering, four Concord texts on mana theory annotated in a hard slanted hand that disagrees with most of them.

   The bedchamber is nearly bare. A bed, a chest, a washstand, a second stove. The old mercenary bracer sits on the chest when it is not on his arm. There is nothing decorative in either room. There is nothing in either room that a man could not leave inside ten minutes.

   The window faces north down the pass, which is the direction an army would come from, and Mathis chose these rooms for that and for no other reason.

7. #7The Underground Tunnels

   Beneath all three rings of Calendran the mountain is hollow — natural caverns that the old Vulain miners found, widened, floored and connected, and that the citadel has depended on ever since. The tunnels are Calendran's larder, cistern, cold store and escape route, in that order of daily importance and the reverse order of importance if the wall ever falls.

   The main gallery runs the length of the citadel at a shallow gradient, wide enough for two carts, ribbed with timber where the rock is doubtful. Off it: the grain vaults, the salt store behind an iron door with two keys, the ice cave that was here before anyone dug anything, and the cistern, a black lake in a chamber whose far wall no lamp has ever reached. The water is snowmelt, filtered through half a mountain, and it is the single reason a siege of Calendran has never worked.

   Deeper and to the east, the worked tunnels give out into natural passage that has never been fully surveyed. Two routes are known to exit on the mountain's far face. There are said to be more. Brenna Vetch has walked further into that system than anyone living and will tell you exactly where she turned back and why.

   It is cold, still and completely dark, and the sound carries in a way that makes people drop their voices without deciding to. Under the noise of the citadel above, the tunnels are the only genuinely silent place in Kharvok.

8. #8Dur'zhak

   Keys: Dur'zhak

   Dur'zhak is a well with a town around it, which is the only kind of town the badlands permit.

   The well goes down four hundred and ten feet through red rock to an aquifer that has not failed in nine generations, and everything else here exists to protect it. The compound is dug rather than raised: four concentric courtyards sunk below the level of the wind, walled with their own spoil, roofed in stretched hide over rammed earth. From a mile out, Dur'zhak is a set of low mounds and a smell of woodsmoke. From two miles out it is nothing at all.

   Eleven hundred people, drawn from four tribes who share the well by an agreement re-sworn every seven years. The re-swearing is the settlement's calendar, its politics and its main entertainment.

   Dur'zhak sits eight days' ride from the Concord's chartered mining camp at the northern edge, and roughly the same from the Ghravos foothills. That position makes it the tribes' listening post: everything that comes down out of the mountains stops here first, because the next water is four days further and everyone knows it.

   Guest-right is absolute. Anyone who has drunk at the Dur'zhak well is under the compound's protection until they leave the range of the four tribes, and this has been enforced against Concord charter-companies twice, both times expensively, both times without a single tribe breaking ranks.

   The elders' court sits in the innermost courtyard on a floor of packed white clay, and its judgments are short, spoken once, and not appealed.

9. #9Geumseon City

   Keys: Geumseon City

   Entry settings

   Geumseon — Gold Wire — is Gangcheol's purse and its foundry. The metalwork here is the best on the continent and the guilds know it; a Geumseon blade carries a maker's mark that adds a third to the price and is forged, extensively, elsewhere.

   The city is built in tiers down a river gorge. The merchant quarter occupies the upper terraces: guildhalls, banks, brokerage floors, and the Assay Office, which grades metal and, by long convention, also grades people. The middle terraces are workshops and dormitories, hot and loud and running two shifts. The lower terraces are the smelters and the water, and nobody with a choice lives there.

   Beneath the merchant quarter are the pits. Geumseon's fighting arenas predate the guilds and are older than the Alliance, and the money that runs the upper city is substantially arena money that has been washed through three ledgers. Respectable citizens conduct respectable business above, and the entertainment below is what makes it respectable.

   Slaves fight for freedom at a hundred victories. Free warriors fight for glory or a meal. Martial artists fight to test techniques their schools would expel them for. The pit masters do not ask.

   Coal smoke, hot metal, river damp. Under everything, a sound you take for machinery until you have been in the city three days.

10. #10Heiyuan City

    Keys: Heiyuan City

    Heiyuan City — Black Origin — is the largest free city in the Celestial Provinces and belongs to nobody, which is a legal position maintained by every great power finding that arrangement marginally better than the alternative. The Heiyuan Accords hold within the walls: no open conflict between the great powers, no combat above Adept rank, disputes mediated by the Hundred Manuals Hall. A Heaven-grade suppression array underlies the whole city and enforces the rank limit whether anyone consents or not.

    Everything that can be traded is traded here. Spirit stones, beast cores, pill batches, technique manuals, formation cores, information, favours, and people. The Grand Bazaar runs from Jade Street outward until it stops being legitimate somewhere around the Avenue of Whispers, and nobody has ever been able to say precisely where the seam is. The Grand Auction House sits at the centre. The slave market sits to the south and is licensed, taxed, and inspected.

    The city is administered by a Council of Registered Houses that is competent at drainage, fire, and grain, and deliberately incompetent at everything else. Guards wear mismatched armour because there is no single body paying for it. They break up brawls and do not investigate disappearances.

    Everyone in Heiyuan City has business. Everyone else's business is best ignored.

11. #11The Grand Auction House

    Keys: The Grand Auction House, Grand Auction House

    Entry settings

    The Grand Auction House occupies four floors around a central pit, and the height of a buyer's seat is the height of their standing. Ground level is open floor, standing room, mortals and low-realm cultivators. The second and third tiers are curtained booths. The fourth is a single ring of private boxes with formation-screens that hide the occupants entirely, and nobody on the floor has ever seen who bids from them.

    Lots move fast: spirit stones, pill batches by vein-count, technique manuals, formation cores, beast cores, materials, and — on the tenth day of each month, in a separate hall with its own entrance — people. The auctioneers are Alliance-licensed and scrupulously neutral, which is not the same as honest.

    The Heiyuan Accords forbid open conflict within the walls. Inside this building the prohibition is absolute and enforced by the house's own guards, several of whom are considerably stronger than their positions suggest. What happens to a buyer three streets away is not the house's concern.

    Furnace-smoke, sandalwood, the auctioneer's bell. Everyone has business, and everyone else's business is best ignored.

12. #12Iron Mountain School

    Entry settings

    Iron Mountain teaches one thing: do not fall. Everything else the school knows is downstream of that.

    The compound sits on a exposed shoulder of rock above the coast road, deliberately sited where the wind is worst, and consists of four courts, a dormitory, a kitchen, and a shrine to the school's founder that nobody visits except at the new year. The main court has no shelter. Students train in it in every weather, which is the point.

    The signature is the Iron Mountain Stance: roots the practitioner, deflects most physical attack, and is functionally impossible to move. It takes four years to be adequate at and twenty to be good. The school's second-tier techniques are all defensive counters. Iron Mountain has produced eleven First-Rate Warriors in three centuries, which is a poor record, and has never produced a disciple who lost a defensive engagement, which is the record it cares about.

    The Heart Trial is a sustained beating. Applicants are struck by senior disciples, at controlled force, for as long as it takes, and are required to hold meditation throughout. There is no time limit and no pass mark stated in advance. Some applicants are struck for an hour. Some for four. The school is looking for the moment a person decides to stop being hit, and if that moment does not arrive, they are in.

    Master Baek runs the school and has not raised his voice in thirty years, because he has never needed to.

    Wind, wet rock, and the flat percussive sound of a palm on a braced body, over and over, from the court.

13. #13The Council Chambers

    The Assembly of Overseers meets on the caldera rim, in a chamber that is deliberately the plainest important room on the continent. Bare grey granite. A shallow bowl of stepped benches seating one hundred and forty. A speaking floor at the bottom with a single lectern bolted down. No gallery, no ornament, no seat higher than any other seat, and a ceiling oculus that supplies all the light the room gets, on the theory that an Assembly which cannot finish before dark has failed.

    The chamber is above the smoke line, which is the only luxury in it and was an engineering decision rather than a status one. Through the eastern windows you can see the whole caldera working below, which every Overseer is reminded of every time they vote, and which is the single most effective piece of political architecture in the Concord.

    Procedure is rigid and short. Motions are read once. Debate is timed by a sand-glass on the lectern and the glass is not extended. Votes are by standing count, recorded by name, and posted publicly in the foundry district the same day. Overseers who speak beyond their glass are not censured, they are simply talked over, and the Assembly's tolerance for eloquence is famously nil.

    Since the Treaty the chamber has spent most of its floor time on three questions: the rebuilding of the artillery arm, the pay band for beast-blooded labour, and whether the Union should continue underwriting a Concord it now substantially outproduces. High Overseer Thulgrim Vance has an opinion on all three and has stated only one of them.

14. #14The Lower City Foundries

    Keys: The Lower City Foundries, Lower City Foundries

    The foundry district fills the outer slopes of the Keldrath caldera and is the single largest industrial complex on the western continent. Eleven blast furnaces, nineteen smelting halls, four rolling mills, the gun works, and the rail yard that ties them together — all built downhill of each other so that hot metal never has to be lifted, which is the founding principle of Keldran engineering and is stated in those words on the Assembly's own charter.

    The furnaces do not stop. Banking one costs four days to bring back, so they have run continuously for as long as anyone's grandfather remembers, and the district's light comes as much from the tap-holes as from the sky. The air is orange at night and brown in the day. Slag-metal paving underfoot rings and holds heat, and in winter the foundry streets are the warmest place in the Union, which is why the unhoused sleep on them and why the Assembly has three times debated whether that constitutes a permitted use.

    The workforce is dwarven, human, beast-blooded and — since the war — Grom'thak contract crews, and the shift rosters are mixed, which the Union arrived at for throughput reasons and now defends as principle. Beast-blooded workers here are paid, which makes Keldrath the only place in the Concord where that sentence is true. The pay is the lowest band. The housing is company housing. The Union considers the matter settled and says so in its Treaty commission returns.

    Everything is loud. The pile-drivers set the tempo of the whole city, and conversation in the district is conducted at a shout, in short sentences, with a hand signal vocabulary that outsiders find impenetrable and that every Keldran child learns before speech.

15. #15Lake Qiongming

    Keys: Lake Qiongming

    Entry settings

    Lake Qiongming is an inland sea whose water sharpens spiritual sensitivity in anyone who drinks it, bathes in it, or meditates on its shore, and the Mist-Veil Pavilion charges for all three. Access is by permit. Permits are priced by realm, by sect affiliation, and by how much the Pavilion currently wants from you.

    The Pavilion itself is built out over the water on piles, a low sprawl of galleries and covered walkways that the lake mist swallows for most of the day. It is not one building and there is no accurate plan of it. Disciples are predominantly women; men are permitted and are never senior. The specialities are illusion, water arts, and information, in ascending order of profitability.

    Beauty cultivation is taught here and is used, constantly, to be underestimated. The Pavilion encourages this. The Mist-Veil runs the widest intelligence network in the Provinces, holds officially neutral positions in every inter-sect conflict, and quietly supplies all sides — a posture that has kept it solvent through two sect wars and the Demon Tide.

    Moonpetal lotus grows in the shallows in greater concentration than anywhere known, and the harvest is the Pavilion's other fortune.

    Inner disciples learn to be in more than one place at once. Whether that is illusion or something else is not a question the Pavilion answers, and visitors learn quickly not to trust a corridor.

    Wet stone, lotus, and the particular silence of a very large body of water in fog.

16. #16Mount Guming

    Keys: Mount Guming

    Entry settings

    Mount Guming is called Bone-Cry Mountain because on still nights the peak makes a sound like distant screaming. The Pale Lotus Sect has occupied it for eleven centuries and has never satisfactorily explained the sound, though the sect's official position is that the mountain is simply shaped that way.

    The compound climbs the southern face in nine terraces of white stone and pale grey tile — no red pillars, no gold. Yin-aspected qi pools here so densely that spirit grass grows white and mortal servants must be rotated off the upper terraces every two years. The Repositories occupy the fourth through seventh terraces: preserved corpses in formation-sealed galleries, catalogued, studied, and treated with a courtesy that unsettles visitors more than neglect would.

    The Pale Lotus is orthodox, and its orthodoxy is real. Harvesting from the living is prohibited absolutely, and the sect has executed its own for it. Its disciples grow pale, breathe shallowly, and take the mountain's mood personally. The sect also operates the largest funeral network in the Provinces, which means it has a house in every town and a copy of every death record, and this is a quieter kind of power than lightning.

    The sect knows something about death not being permanent for those who understand it well enough. The sect does not discuss this and has not for four hundred years.

    Cold that does not come from altitude. Incense that does not quite cover what is underneath.

17. #17Muhyeol Valley

    Keys: Muhyeol Valley

    Entry settings

    Muhyeol — Martial Blood — is a hidden valley in the Gangcheol interior, reached by one path, and entry requires proving martial lineage to a gatekeeper who has heard every lie. The Orthodox Alliance was founded here three centuries ago and still convenes here, in the Hall: a long low building of black timber and grey stone with a floor of oiled planks that has never been replaced and shows the wear pattern of ten generations of identical footwork.

    The Alliance sets the rankings. That is its whole power and it is enormous. A school that is ranked can recruit; a school that is not, cannot; and the ranking committee sits in this building four times a year. Membership requires a donation described as maintenance of the common tradition. The donation is not secret and is not negotiable, and schools that cannot meet it are reclassified as unorthodox by a process that is procedurally impeccable.

    Once a year the valley floor becomes a proving ground for the joint trials. Training fields under school banners, applicant camps segregated by preference, senior disciples walking the rows pulling out anyone who catches the eye. Applicants who receive no offers leave in shame; a few do not leave. The Alliance officially discourages this and takes no measures.

    The Hall's inner room holds the ranking tablets — one per member school, in order, in lacquered wood. Moving a tablet is the single most consequential physical act on the peninsula.

    Sanded wood, sweat, and the particular quiet of a room where everyone present can kill everyone else present.

18. #18Onogoro Shrine

    Keys: Onogoro Shrine

    Onogoro is the oldest sacred site in the Sword Isles and the place where, by every account the Isles keep, the first kami came down. The shrine stands on a terrace above the sea on Reiseki Island: a great vermillion torii at the water's edge, eight hundred stone steps, a cedar hall whose beams have been replaced individually over twelve centuries so that the building is both entirely new and entirely original, and a rope-bound boulder in the inner court that predates all of it.

    The shrine blesses blades. This is its practical function and the reason three thousand applicants kneel here in the pre-dawn dark each spring before the Five Pillar examinations begin. A blade blessed at Onogoro is not improved. It is witnessed. The distinction matters enormously to everyone on the archipelago and to nobody off it.

    The priests are old-ways practitioners, not sword cultivators, and the two traditions have a courteous four-hundred-year disagreement about which of them is subordinate. Pilgrimage season runs each spring and the shrine accepts visitors then and only then; the rest of the year the steps are closed at the fifth landing and the closure is enforced by nothing at all, which is sufficient.

    The kami of Onogoro does not speak to most people. It speaks to Ogawa Suzume, and has since before she could speak to humans, and the priests have decided not to have an opinion about that in public.

    Cedar, sea salt, and the smell of very old incense in wood.

19. #19Reiseki Island

    Reiseki — Spirit Stone — is the largest of the Sword Isles and holds everything that matters on the archipelago in one place: the Shogunate's court, the compounds of the Five Pillars, Onogoro Shrine on the northern cliffs, Kuroshio Bay on the eastern shore, and Mount Shinsei smoking in the interior.

    The Shogunate governs. That sentence is true in the way a treaty is true. The court at Kuwana keeps the tax rolls, appoints magistrates, and settles inheritance disputes among the island's houses, and it does not issue instructions to the Five Pillars, because it has learned across four centuries what happens when it does. Court and schools maintain an elaborate protocol of mutual deference that everyone present understands to be a description of the actual balance.

    The five compounds are spread deliberately far apart. Stillwater sits on a flat lake plain; Ember-Edge in the caldera; Whisper-Cut nowhere the maps agree on; Mountain-Cleave on a scarp it has been cutting into for two hundred years; Void-Touched somewhere the road stops going. They do not fight. They compete for examination intake, shrine precedence, and the annual court commissions, and the competition is conducted in the language of extreme politeness.

    Kuroshio Bay is the island's harbour, and the sea kami there take tribute. Ships that pay dock. Ships that do not are found later, or are not.

    Cedar, volcanic ash on everything, and the sense that a great deal of the island's business is being conducted where you cannot see it.

20. #20Solstice Courtyard

    Entry settings

    Solstice Courtyard is the open square at the centre of the Athenaeum, bounded on four sides by the track halls and crossed by every student several times a day. A brass sundial stands at the middle of it on a stepped plinth, cut with the fifty-six weeks of the academic year rather than the hours, so that the shadow marks the term and not the time. Benches line the colonnades. The paving is worn into visible channels along the diagonals, because nobody has ever walked around the edge.

    This is where the Athenaeum's social life actually happens. Clubs recruit here in the second week. Notices are pinned to the colonnade boards. Duels are arranged here and fought elsewhere. Groups form at particular benches and hold them by custom against all challenge, and a student's standing can be read exactly by where they are permitted to sit.

    In good weather the courtyard is loud. In rain it empties in under a minute and the colonnades fill instead, which makes the colonnades the best place in the school to overhear something.

21. #21Sun Plaza

    Sun Plaza is the paved square in front of the Temple of the Unconquered Sun, four hundred feet on a side, and it is the largest open space inside Aurex's walls. On ordinary days it holds a licensed market, water sellers, notaries with folding desks, and a great deal of standing about. On every tenth day it holds executions.

    The scaffold is not permanent. It is assembled at dawn by the Guard's works detail, used, and taken down by dusk, and the plaza is swept and open for market the following morning. The sentences are read out first, in full, with the statute cited — a matter of legal form rather than theatre. The Temple sends a brother to attend the condemned. The crowd is large, orderly, and includes families with children, because it is a public act of law and attendance is considered civic rather than morbid.

    Nobody in Aurex describes this as a spectacle. It appears in the city's ordinances as the Tenth-Day Assize. There is a printed schedule. It is posted on the Temple steps three days in advance, and it lists names, offences and statutes, and people read it the way people read any notice.

22. #22The Alchemical Laboratories

    The Alchemical Laboratories occupy the northern block and one deliberately isolated outbuilding across the kitchen garden, connected by a covered walk, because the outbuilding is where the volatile work happens and the architect of 1102 AS had opinions. The main block is benches, fume hoods vented by a standing air-ward, a cold room, a specimen store, and the ingredient cage — locked, inventoried nightly, and the single most frequently burgled place in the Athenaeum.

    Alchemy in the Imperium is a licensed trade as well as an academic discipline, so the track teaches to a Guild standard: precise measures, documented procedure, signed batch records. Obsidian students are the only cohort who graduate with a professional qualification rather than a social one, which makes them the most employable and the least fashionable people in the school.

    The block also handles monster materials from subjugation training, which arrive in barrels, are not always dead, and are processed on the ground floor with the doors open regardless of weather. The smell reaches the dormitories when the wind is wrong.

23. #23The Artificer-General's Workshop

    Bronda Stone's workshop complex occupies four connected halls on the caldera rim behind the council chambers, and it is where the Keldran Union designs the things it later builds a mile downhill. Drawing office, model shop, proof range, and the hall that has no official name and is referred to by everyone as the yard, where prototypes go to be broken.

    The drawing office is the largest room and the quietest: thirty inclined boards under north light, draughtsmen working in silence, and a wall of pigeonholes holding every design the Union has produced since the Assembly began numbering them. The model shop makes everything at quarter scale first. The proof range is a hundred-and-forty-yard tunnel bored horizontally into the caldera wall, instrumented along its whole length, and it is fired daily.

    The heavy rail-cannon that broke Calendran's outer wall was designed in the second hall, on board eleven, and the board is still there. Since the Treaty the whole complex has been turned to a single problem: an artillery piece that works when there is no ambient mana to work with, and a fusing system that a Concept cannot rot. Nothing so far has survived contact with the test conditions, and the test conditions are a beast-blooded artillerist from the uplands who is paid very well to stand near the prototype and think about entropy.

    Bronda is here at every hour. There is a cot in the drawing office that she denies is hers.

24. #24The Athenaeum Gardens

    The Gardens run the whole western slope below the Athenaeum: a formal parterre nearest the halls, then terraces of clipped hedge, a long yew walk, an ornamental water with carp in it, a physic garden that supplies the alchemical block, and, at the bottom where the ground gets wet, the glasshouses and the compost yards and the sheds.

    The formal end is where the school is photographed in the minds of everyone who has ever heard of it. It is beautiful, and it is maintained by eleven groundsmen and two dozen labourers on ward contracts who begin at four in the morning so that the paths are raked before any student sees them. Students do not see them. The arrangement is considered a courtesy.

    The yew walk is the only place on the grounds genuinely out of sight of a window, which every student works out by the end of the first term. Below the yews the garden stops being ornamental and becomes a workplace, and a noble student who wanders that far down is somewhere they have no reason to be.

25. #25The Avenue of Whispers

    The Avenue of Whispers is where the Grand Bazaar stops pretending. The lane is narrow enough that two loaded handcarts cannot pass, the upper storeys nearly meet overhead, and the shopfronts have no signs because their customers already know.

    What is sold here: forged internal passports, contraband technique manuals, unregistered spirit stones, corpse-derived reagents, introductions, silence, and other people's schedules. What is not sold here, officially, is anything at all — the Avenue has no licensed premises, which is how the Council of Registered Houses is able to report that it does not exist.

    The information brokers work from tea houses, and the tea houses are graded by how far back the room goes. A conversation at the front is worth what you paid for the tea. A conversation in the third room is worth what you will owe.

    South of the Avenue the lane opens onto the slave market: pens, a raised block, clerks with ledgers, and an inspection shed. The paperwork is meticulous. The trade is entirely legal in the Celestial Provinces and Heiyuan takes its percentage in tax like it does on grain.

    The Accords hold even here. Nobody draws. Everyone counts exits.

26. #26The Black Citadel — Great Hall

    The Great Hall is the Citadel's spine. Every other chamber of consequence opens off it, and the Sable Throne sits directly above its far end, reached by a stair of forty-one steps that has no handrail and never needed one.

    The hall runs two hundred and thirty feet under vaulting that is not lit and has never been surveyed. Pillars of black stone stand in two ranks, each carved with Othic that spirals up out of reach. Between them hang the banners: eighteen of them, colourless now, in a heraldry that matches no polity in any Concord record.

    The floor is a single unjointed sheet of dark granite. It was laid before the Citadel was built around it, and it does not correspond to any quarry the Keldran Union knows of.

    There is a long table of stone with seating for twelve, and eleven of the seats have been used. The dust on the twelfth is undisturbed.

    When the Citadel is dormant the hall is the coldest room in it. As the user's phase advances the braziers relight in order, from the throne end outward, and nobody lights them.

27. #27The Blood Garden

    The Blood Garden is the oldest and largest of Geumseon City's fighting pits and sits beneath the merchant quarter like a wound hidden under silk. Above, respectable business. Below, fortunes made and bodies broken for entertainment.

    The floor is packed sand, stained dark generations deep, and it does not clean. Iron cages line the walls at ground level, some empty, some not. Above them rise tiers cut from the bedrock — the cheap seats nearest the blood, the expensive seats high enough to avoid the smell and close enough to see the light leave someone's eyes. A full card draws thousands. Gold and silver move continuously as the odds boards flip.

    The staging areas run back under the city. Slaves who will earn freedom after a hundred victories, a number few survive to reach. Free warriors seeking glory, wealth, or the next meal. Martial artists testing techniques that would be forbidden in orthodox schools. The pit masters do not ask questions as long as the blood flows.

    Kwame Thornback fought here from fourteen and took his freedom at a hundred bouts. Kwame's mother died on this sand when he was six. The Garden's records list her as a lot number.

    The crier's voice carries over everything. In the Blood Garden everyone is either predator or prey. Sometimes both.

28. #28The Bound Forge

    The Bound Forge sits below the Great Hall's western range, where four ley lines cross under the mountain. The crossing is the reason the Citadel stands where it does, and the Forge is the only room built to use it directly.

    The hearth is a shaft rather than a fire — a circular opening in the floor forty feet across, walled in the same unjointed black stone as the Great Hall, going down past the point where the ley-glow makes the depth unreadable. Heat comes up out of it steadily and without smoke. The room has no chimney and has never needed one.

    Around the shaft stand seven anvils of graded size, the smallest the size of a fist and the largest the size of a cart. Each is a single piece. None of them ring when struck; the sound goes down into the shaft instead and comes back a moment later, changed.

    The Forge does two things. It makes objects, and it binds things that are not objects into service — a distinction the Citadel's builders evidently did not consider worth marking with separate rooms, which says something about them that nobody has wanted to say out loud.

    Along the eastern wall, a rack of tools nobody living has the hands for. Some have four grips.

29. #29The Crystal Spire

    The Crystal Spire rises from Aurex's northern district, a fluted tower of pale quartz and iron four hundred feet tall, and it is the Concord's instrument rather than the Imperium's. Built by joint charter in 1010 AS with Keldran engineering and Valis-Vire lattice work over an Imperial foundation, it exists to watch the continent's ley structure and report anomalies to all three signatory powers simultaneously — a condition the elves insisted on and the Imperium has resented for a hundred and ninety years.

    Inside, the tower is a single helical ramp around a core of suspended crystal rings that turn very slowly and do not appear to be driven by anything. Readings are taken hourly at nine stations. The observers are seconded from all three powers, work in mixed shifts by treaty, and dislike each other in a settled professional way that has produced the most reliable data on the continent.

    The Spire has been producing anomalous readings for eleven months. The anomaly is in the far north-west, past the Ghravos, in a fold of valley that the Imperial survey shows as empty. The observers have filed sixteen reports. The Concord has acknowledged all sixteen and commissioned a review.

30. #30The Deep Vault

    The Deep Vault is reached by a stair behind the Great Hall's western pillars that descends further than the Citadel is tall. At the bottom is a door of one piece, without hinge, seam or lock, which opens for whoever holds the Citadel and for nobody else.

    Inside, the space is larger than the mountain can account for. Shelving runs away in ranks under a ceiling that stays a constant twelve feet however far anyone walks, and the far wall has never been reached by anyone who then came back and said so.

    Time inside is not the same as time outside. Bread left in the Vault is fresh a century later. Wounds do not close. A candle burns without shortening. Nothing decays, and nothing heals, and the practical consequence is that the Vault is the safest possible storage and the worst possible place to wait.

    Most of the shelving is empty. What remains is catalogued in Othic on brass tags, and the catalogue is complete, which means every empty shelf has a tag saying what used to be on it. Reading those tags is the closest thing the Citadel has to an inventory of what was taken out before the Interment, and by whom.

    The eight artefacts the Citadel is known to have held — the Crown, the Scepter, the Blade, the Banner, the Ledger, the Coin, the Mirror, the Ring — each have a shelf here. As of the awakening, three of the eight shelves are occupied.

31. #31The Dormitories

    The Dormitories are five residential houses along the Athenaeum's southern wall, allotted by rank and year rather than by track. The first house takes royalty and ducal heirs and has eleven rooms, private baths, and a separate kitchen. The fifth house takes scholarship students and the untitled and has forty-two rooms, a shared bathhouse at the end of a cold corridor, and a rule about candles that is enforced.

    Nobody pretends this arrangement is anything other than what it is. The houses are numbered, the numbering is public, and a student's address is their standing, stated every time they give it. Servants attached to the first and second houses outnumber the residents. The fifth house has a porter and a woman who does the laundry on Thursdays.

    Visiting between houses is permitted during daylight and requires signing the porter's book, which means every visit is dated, timed and legible to anyone who asks the porter nicely. Curfew is at ten. The fifth house's ground-floor window latches have been broken and repaired so many times the frames are more putty than wood.

32. #32The Elemental Range

    The Elemental Range is the western block: six casting halls with stone floors, drainage channels, and ceilings forty feet up, each one warded to a different tolerance and each one with a duty mage in a chair by the door who has the authority to end anything instantly and uses it. Hall One is fire. Hall Two is water and ice. Hall Three is earth and stone. Hall Four is air. Hall Five is lightning and is booked six weeks in advance. Hall Six is unassigned, kept for combination work, and is where most of the accidents happen.

    The block smells permanently of ozone and wet stone. The walls carry four centuries of scoring that has been resurfaced so often the plasterers keep a standing contract. Every hall has a bell, and the bell means clear the room, and a student who has heard it ring in earnest never has to be told twice.

    Sapphire is the largest track and the most visibly glamorous, which the other three resent and the Range does nothing to discourage. Elemental Mastery is also where the Imperium's noble bloodlines show most clearly — inherited aptitude is at its most obvious in raw elemental work — and the track's internal hierarchy tracks the peerage more closely than anyone in the faculty will say aloud.

33. #33The Farseye

    The Farseye crowns the Citadel: a chamber under a dome of clear crystal, reached by a single spiral stair of two hundred and six steps that passes no other door.

    The dome is one piece and is not glass. Snow does not settle on it. From inside, the sky above the Sealed Valley is visible in impossible detail — and so, when the instrument is working, is anywhere else.

    The instrument itself is a ring of nine standing pillars set into the floor, waist high, each carved with a different Othic root. Standing at the centre and naming a place produces an image of it in the air, silent, from an angle nobody chose. Naming a person produces nothing, which the Concord's philologists would find extremely interesting if they knew.

    Three of the nine pillars are cracked. The image consequently drifts, loses colour toward its edges, and cannot be held for more than a few minutes without cost to whoever is holding it. Repairing a pillar is possible and expensive and each repair widens the range.

    The Farseye also listens. Messages moving by magical courier across the western continent pass through the chamber as a faint chorus, mostly meaningless, occasionally not. Sitting and simply listening for a night is the cheapest intelligence in the Citadel and the least reliable.

34. #34The Forgotten Village

    The village has no name that appears on any map. Forty-three families scratch survival from thin soil at the base of mountains nobody has bothered to name either. The nearest sect outpost is six days' walk through forest that has not been cleared of spirit beasts in living memory. Merchants come once, perhaps twice a year, and trade poor goods for whatever pelts and herbs the villagers have gathered.

    Ramshackle timber houses, thatch, one well, one threshing floor, and a headman who is simply the oldest man still able to shout. The qi here is thin — genuinely, measurably thin, a dead pocket in the Provinces' outer margin — which is why no sect has ever recruited here and why nobody in the village has ever sensed qi in their life. That includes the ones who could.

    The forest to the east is forbidden by the elders. The villagers speak of lights that lead travellers astray, of beasts that walk like men, and of a cave three days north where a traveller once found something strange and came back changed, talking about power and destiny, and then walked into the trees and did not come back.

    Last night the sky lit to the east. A pillar of light, for a moment, deep in the mountains. The elders say it was nothing. The elders say many things. This morning the birds are silent and the thin qi feels disturbed.

    Somewhere, a man coughs the wet rattling cough of the lung sickness that will kill him before winter.

35. #35The Gorge of Ald

    The Gorge of Ald cuts west out of the Ghravos foothills for nine miles, a flooded fault line with walls two hundred feet high and a road along its floor that follows the old riverbed. It is the fastest route between the Archduchy's northern province and the mountain approaches, and it saves a column four days over the ridge road, and in the winter of 1197 that arithmetic killed six hundred elven rangers.

    Morvath Kell brought his vanguard into the gorge because the ridge road was under snow and because his scouts reported the gorge clear, which it was. The Pack were not in the gorge. The Pack were above it, on both walls, and had been for two days, and they did not attack the column — they closed the ends, and then spent a week killing the officers, one and two at a time, from the rock. By the fifth day the vanguard had no chain of command and had begun shooting at each other in the dark. Kell survived by lying under a dead horse for eleven hours.

    Nothing has been cleared. Snow and scrub have taken most of it, but the road is still littered nine miles deep with the frames of wagons, and there is a section around the fourth mile where the rock face is scorched and the elves who come here do not walk on that side. Ravens nest in the wall. The Archduchy sends an honour party once a year and has never sent labourers.

    Kharvok calls it a battle. The Archduchy's official history calls it an incident. Kell calls it nothing at all and has never written about it.

36. #36The Gorge Road

    The southern end of the Sealed Valley closes into a gorge eleven hundred yards long and, at its narrowest, nine feet wide. Walls rise four hundred feet on both sides. Two mules cannot pass abreast and a cart cannot pass at all until somebody widens it, which nobody has, in six centuries.

    There is a road, of a kind. Not built — cut, in a single operation, by whatever cut the gorge. The surface is smooth, slightly cambered, and has never needed repair. It carries no ruts because nothing with wheels has ever used it.

    Four hundred yards in from the valley end, the road passes a slab set flush into the eastern wall, twelve feet by six, carved with a single line of Othic and nothing else. Weather has not touched it. Anyone who can read Othic at all can read this one, because it is four words long, and the four words are the reason careful people turn around.

    Water runs down the gorge in spring and floods it to chest height without warning. Bodies are occasionally found at the southern mouth by Kharvok patrols, who log them and do not investigate.

    Beyond the southern mouth the ground opens into pine forest and, eleven miles further, the first Kharvok border track.

37. #37The Grand Bazaar

    The Grand Bazaar is not a square. It is a condition that spreads outward from the intersection of Jade Street and the Avenue of Whispers until it runs out of city. Silk canopies stretched between crooked buildings turn the midday sun into a haze of gold and shadow, and under them thousands of voices compete: merchants hawking spirit beast parts, alchemists advertising discount pills, fortune tellers selling cultivation insight for a handful of coins.

    The goods are real and the grading is not. A stall will sell a genuine Spiritual-grade talisman beside a Common one relabelled, and the seller will not be lying so much as declining to volunteer. Pill vein-counts are the classic fraud: two veins painted to look like three, at triple the price, and the buyer finds out during a breakthrough.

    Registered houses hold the frontage along Jade Street. Behind them the lanes narrow, the licences thin out, and the Avenue of Whispers begins — where the trade is information, contraband technique manuals, forged internal passports, and introductions to people who will not meet you at a stall.

    The smell is frying oil, incense, and unwashed bodies in humid air. Cutpurses work the crowd and nobody chases them, because everyone is standing on somebody's foot and nobody wants to lose their place.

38. #38The Grand Nexus

    The Grand Nexus hangs eight hundred feet above the centre of Antaris: a sphere of crystallised mana some ninety feet across, turning very slowly, bright enough at its core to be uncomfortable to look at and cold to the touch at every point on its surface. It is the power source for the municipal enchantment grid — the levitation of the garden terraces, the street lighting, the aqueduct lifts, the city wards — and it has run without interruption for eleven hundred years.

    Access is by a single spiral of stepped platforms rising from the Nexus Court below, each platform floating unsupported, each keyed to admit a shorter list of people than the one beneath it. The top platform admits four: the Archduke, the High Mage, the Warden of the Grid, and one seat that has been vacant for sixty years and about which the Archduchy is not forthcoming.

    The Nexus is also the Archduchy's chief instrument of policy and everyone in Antaris understands that, though nobody says it. The grid can be partitioned. A district's lighting, water lift and levitation can be withdrawn from the top platform in under a minute, and this has been done four times in recorded history, most recently in 1199, to a section of undercity gallery that had begun holding meetings.

    Nyssa Sarel spends more time here than any High Mage before her, and not on the grid. Since the Void took her weather-work at Calendran she has been using the Nexus as an instrument — measuring, she says, the shape of the hole a Concept leaves in ambient mana. The Warden has twice filed concerns about the load.

39. #39The Great Archive

    The Great Archive of the Keldran Union occupies a temple the Union deconsecrated four hundred years ago and has been converting ever since without finishing. The nave holds the stacks: stone walls lined with shelving that reaches forty feet, run up on iron frames bolted through the original masonry, served by rolling stairs and a chain-hoist basket that two archivists operate and that everyone else is forbidden to touch. The old clerestory windows are shuttered permanently — daylight is bad for paper, and the Archive is lit by shielded lamps on a strict count.

    It holds roughly four hundred thousand items, and the Union's boast is that it holds them all rather than the ones it likes: engineering, metallurgy, law, ledgers, Concord treaty instruments, campaign records, Imperial theological tracts the Twelve Temples themselves have purged, and the largest surviving body of pre-Purging magical theory in the west. The catalogue is the Archive's real treasure and took ninety years.

    Under classification law the Archive's cataloguing and shelving work was done by beast-blooded slaves, on the reasoning that they could not read what they handled and were therefore ideal for it. That reasoning failed in at least one documented case. Yael Brack spent sixteen years on the third tier, taught herself to read from pages pulled out of the kindling bins, and left with a substantial fraction of the military history section in her head. The Archive has known this since the war, has never issued a statement about it, and the current Keeper of Stacks has quietly restored her borrowing rights in the ledger, which is either an apology or a joke and she has not asked which.

40. #40The Great Hall

    The Great Hall is the Athenaeum's ceremonial room and the largest enclosed space in the capital that is not a temple. Stained glass runs the full height of the walls, each window a legendary working rendered in colour — the binding of the pyre, the raising of the spire, twelve figures crowned in light, and one panel left deliberately bare. The ceiling is enchanted to mirror the sky outside, and arcane sigils drift beneath it at a height that has been calculated to be impressive and unreachable.

    The floor holds a thousand standing. On ceremony days the students assemble in four blocks by track colour — crimson, sapphire, emerald, obsidian — under a raised podium beneath the imperial crest. The rest of the year the hall is used for formal addresses, the mid-year ball, disciplinary convocations, and the reading of examination results, which is done aloud, in rank order, from the top.

    The acoustics were designed by someone who understood exactly what they were doing. A voice from the podium reaches every corner. A whisper on the floor reaches the four people nearest, and then, within an hour, everyone.

41. #41The Hundred Manuals Hall

    The Hundred Manuals Hall is not a sect. It is an archive that sells copies, and it has made itself indispensable by being the only body in the Celestial Provinces that every other body will accept as a referee. Under the Heiyuan Accords the Hall mediates disputes between the great powers, and it does so scrupulously, because scrupulousness is the entire product.

    Three floors and a basement none of the staff will discuss. The public floors hold copied technique manuals graded by the quality ladder and priced accordingly — Common on open shelves, Spiritual behind a counter, Profound by appointment and deposit. Earth-grade and above are not sold; they are read, once, in a warded booth, by someone who has paid for the hour and been searched going in and coming out.

    The Hall employs technique testers: talented cultivators who verify that a manual works and survive at a rate the Hall does not publish.

    Neutrality is absolute and is not the same as morality. The Hall sells orthodox and forbidden techniques alike, to anyone with money, and has said so in writing to three separate sect delegations. The restricted vaults hold texts the Hall has declined to sell for two centuries and declines to destroy, on the stated principle that a thing unread is not a thing gone.

    The reading rooms smell of paste, ink, and the very slight ozone of a suppression formation running continuously.

42. #42The Interdict

    The Interdict is the black tower at the Athenaeum's northern corner, eleven storeys with no windows below the eighth, and it holds everything the Purging of the Ancient Ways did not burn. An interdict is an ecclesiastical ban; the tower carries the name because it is the physical form of one. Every text inside it is banned by Temple decree, and every text inside it has been kept anyway, catalogued, and made available to precisely four people.

    The lower storeys are pre-Imperial spellcraft, hedge traditions, the surviving liturgies of the traditions the Twelve destroyed, and eleven crates of Othic material that nobody has been able to read for twelve hundred years. The eighth to tenth hold the confiscations — items and papers taken from students, faculty and outsiders across four centuries, each in its own numbered box with a docket describing where it came from and who signed for it. What is on the eleventh is not written down anywhere a student can reach.

    Access requires the Headmaster's seal and the countersignature of a Temple observer. The observer's office is in Aurex and answers to the Voice of Divine Will. Every request is therefore a Temple record, and every scholar who has ever wanted something from the Interdict has had to decide whether they wanted the Temples to know they wanted it.

43. #43The Justiciars' Hall

    The Hall of the High Elven Justiciars stands on the western bank of Antaris, and unlike everything else in the city it is built at right angles. That is the point. The founding architect argued that a body which decides is not a body which flows, and the Archduchy has never revised the building since.

    It is a long white basilica with a floor of pale unpolished stone, a colonnade down each side, and a raised bench at the eastern end seating five. There are no windows on the north or south walls. Light comes from the eastern end, behind the bench, so that anyone standing before the Justiciars is looking into it. This too was intentional and is documented as such in the building's charter, which the Archduchy considers an admirable piece of candour.

    The Justiciars are three things at once: the Archduchy's supreme court, the officer corps of its border rangers, and the household guard of the Archduke's person, and the silver masks are worn in all three capacities. The masks are featureless, identical, and removed only in private. A Justiciar on duty has no name, and judgments are recorded against the seat rather than the person, which the Archduchy holds to be the purest form of impartiality and which has the incidental effect that no Justiciar has ever been personally accountable for anything.

    Below the hall are the writ rooms, where the actual work happens: clerks, filings, the enforcement schedule. The undercity rent strike has been on that schedule for eleven weeks, twice referred for clearance and twice returned for procedural defect, and the defects were found by clerks who do not have names either.

44. #44The Kennels

    The Kennels occupy the Citadel's northern range on three levels, and the name is the one carved over the door in Othic. It is not a nickname anyone applied later. The builders wrote it themselves.

    The layout is efficient and hard to look at once understood. Sleeping bays on the lower two levels, sized for four different body plans, arranged so that every bay is visible from a single walkway. Above them, the conditioning floor: eleven small rooms with runework on the inside faces of the doors, a water channel, and a drill hall with a raised platform at one end.

    The runework in the eleven rooms is intact and functional. It does not compel. It shortens the distance between an order and the wish to obey it, over time, with repetition, in a way the subject experiences as growing agreement. The Bound Forge makes servants out of things. The Kennels make loyalty out of people, more slowly, and more thoroughly.

    Six centuries of dust has not softened any of it. There are scratch-marks inside three of the eleven doors and they are at the height of a hand.

    The Citadel offers this room to whoever holds it, with no comment, in exactly the same tone as it offers the Farseye.

45. #45The Knights' Hall

    The Knights' Hall is the southern block and the oldest surviving building on the site: a long stone barrack of armouries, drill floors, a forge, a tack room, a chapel of Verrin with a rail worn smooth, and a refectory that serves at fixed hours and does not hold food back for anyone. The Proving Yard opens directly off its eastern door.

    The track trains officers. Knightly Combat and Magic teaches sword, shield, lance, formation, enhancement magic, anti-magic counterwork and the parts of Imperial law an officer is expected to enforce, and it graduates most of its intake straight into the Imperial Guard or a house retinue. Discipline is real. Students are woken at five, inspected, and drilled before lessons, and a student who fails inspection twice in a term is discussed with their family.

    Emerald is the least aristocratic of the four tracks in practice, because a sword does not care who your grandfather was, and the most aristocratic in theory, because the officer corps is a noble institution and everyone in the building knows exactly which of those two facts governs promotion.

46. #46The Northern Pass Watchtowers

    The Northern Pass is the only route through the Ghravos Range that a loaded wagon can survive, and the Pack holds it with a chain of watchtowers spaced every five miles from the southern mouth to Calendran's outer gate. Fourteen towers. Each is squat, round, black-stoned and unlovely, built to be held by eight and survive being held by three, with a signal brazier on the roof and a horn on a peg by the stair. Each is within horn-range of the tower before and after it in still air, and in weather that is not still they light the brazier instead, and if the brazier will not light they send a runner and hope.

    The towers do three jobs. They watch the pass. They count and tax everything that crosses, in a ledger that is copied and sent down the chain nightly. And they keep travellers alive — every tower has a fire, a stove, dried food, and a standing instruction to take in anyone at the door regardless of nation, because Mathis's order on the subject was one line long and is nailed inside each door.

    Posting to the towers is a year at a time. Some volunteer, because the pay is doubled and the food is better than the citadel's. Some are sent, for offences the Pack prefers to handle without a trial. Everyone in a tower knows which of the two everyone else is.

    Above the fourth tower the pass narrows to a shelf road with a two-hundred-foot drop on the eastern side and no rail. That is where the avalanche came down in the second winter and took eleven of the Pack and a Keldran grain convoy with them, and there is a cairn.

47. #47The Oathhall

    A low, wide chamber off the eastern side of the Great Hall, the only room in the Citadel with no seating and no dais. Everyone in the Oathhall stands, including whoever holds the Citadel.

    The room's function is written into its structure. Othic runework runs continuously around the walls at chest height, unbroken, with no join anywhere in its circuit — and it is the runework, not any officiant, that binds. An agreement spoken aloud between two parties inside the circuit becomes enforceable. Breaking it afterwards does not summon a punishment; it simply stops being possible to do the thing you swore not to do, in a way that feels from inside like forgetting how.

    The floor is inlaid with a spiral of pale metal that has never been identified and cannot be cut. The Keldran Union would pay a great deal for a sample and has never been in a position to ask.

    Nothing in the room is decorative. There is a stone lectern with a shallow basin cut into it, dry for six centuries, and there are two doors, and there is nothing else at all.

    The Oathhall works whether or not anyone understands it, which is the single most disquieting thing about the Citadel and the reason careful advisors will not enter it casually.

48. #48The Ossian Library

    The Ossian Library holds the Athenaeum's collection: seven tiers of galleries around an open well, iron stairs spiralling between them, and reading desks set into alcoves where the light is best. Ladders run on rails. The upper tiers are cold in every season and the lower ones smell of glue and lamp oil.

    The general stacks are open to any student. The restricted sections are not — they are gated behind a brass grille on the fourth tier, and access requires a signature from a faculty member who will want to know why. Behind that, on the seventh, is a door with no handle that the librarians will tell you leads nowhere.

    Students come here to study, and to be seen studying, and to meet where meeting would be remarked upon anywhere else. The librarians know precisely which of the three is happening and have opinions about all of it.

49. #49The Proving Yard

    Entry settings

    The Proving Yard is the Athenaeum's combat ground: a sunken oval of packed sand ringed by nine tiers of stone seating, with a warding lattice sunk into the perimeter that a duty mage raises before every bout. The lattice is old, and it is very good, and it has failed four times in three hundred and eighty years, which the faculty describe as an excellent record and the students describe as four times.

    Combat instruction for the Knightly track happens here every morning. Inter-track competitions happen here twice a term. Formal duels — which the Athenaeum does not permit and has never once prevented — happen here at dawn, with seconds, with a duty mage who has been quietly bribed to be present rather than to be absent, and with a gallery that turns out in numbers no lecture has ever achieved.

    The sand is raked between bouts. Blood does not show on it, which is a design decision that predates everyone currently teaching.

50. #50The Residential Terraces

    Antaris's residential districts occupy the floating garden terraces and the slopes beneath them, and they are segregated by species by long custom, by lease covenant, and until 1199 by law. The covenants survived the law.

    The high terraces are elven. Each is a levitating platform of perhaps four acres carrying an orchard, a water channel that falls off the edge in a permanent thread and is caught below, and eight to twelve houses arranged so that no house overlooks another. The terraces drift on a fixed slow orbit, so a household's view changes through the day and its neighbours never do. Access is by lift-platform from the district below, and the lifts are keyed.

    The middle slopes are mixed — human factors, Keldran trade agents, Imperial legation staff, the small permanent population of people whose business is with elves and who are not elves. The housing here is elven-built and elegant and rented at rates that make the point.

    Below that, at street level, is where the beast-blooded who have got out of the undercity live: about nine hundred of them, in four converted storehouses on the eastern bank, since 1199. It is the only above-ground beast-blooded housing in Antaris. It exists because a single house, the Antrell, converted its own property rather than wait for the Archduchy, and the Antrell have been socially frozen out ever since in a manner so courteous that they cannot point to a single incident.

    The terraces are, by common agreement, the loveliest residential district in the world. Water falls through them all day. It is very quiet.
