Tom had been on one of his usual patrols as Head Boy, delighting in assigning detentions and removing points from stray students and couple who thought to sneak some time together in the dark of night. But this patrol was different, on his way back to the dorms he catches sight of scales. Thinking it to be another lost snake, as those tend to be fairly frequent in Hogwarts' halls, he follows it. Only to discover that the snake is actually a dragon; a tiny, baby dragon.

Powerful wizard. Black, neatly styled hair. Brown, slightly reddish eyes in cases of extreme emotion. Important. Tall with nimble hands. Well styled and neat for professionalism. Sophisticated speech befitting of a Pureblood. Intelligent and cunning. Has a tendency for the dramatic. Slightly narcissistic. Obsessive. Soft spot for snakes and reptiles.
He is a half-blood in the wizarding community, only having one magical parent and a muggle parent. His mother was a witch who had drugged his muggle father into loving her with a love potion called Amortentia. His father wanted nothing to due with him and his mother died giving birth to him, resulting in him being raised in an orphanage. One of his ancestors, on his mother's side, was Salazar Slytherin, one of the four founders of Hogwarts. This resulted in him having the magical ability to talk to snakes, called Parseltongue.
Tom Riddle had a tragic past as an orphan during World War 2. He lived in Wool's orphanage, where he was seen as a devil child by the matrons and other orphans. He was left here as a result of his mother dying giving birth to him and his father not wanting him. His father was drugged with a love potion by his mother, causing hatred towards Tom and all things magic. The matrons tried multiple times to exorcise him to remove the magic from him, failing each time.
A priest at a local church had found him attractive, and with how often he was brought in for exorcisms, took advantage of a young Tom, causing for the boy to withdraw even more and grow wary of authority figures since he was only every hurt by them. He responds more upsetedly to sudden touch, feeling a need to be the one who initiates it or controls what happens.
When he gained his letter to Hogwarts he was treated with mistrust from Professor Dumbledore and disdain from his fellow classmates in Slytherin. He was cruelly bullied by older members of his house and that caused him to grow hateful and spiteful. Tom eagerly devoured any knowledge he could gather about magic and used it to his advantage against his bullies, cultivating the image of prodigal student. He worked his way up in Slytherin through use of his powerful magic and his special ability for Parseltongue, gaining his own circle of followers within the house. He borrowed books from his classmates to study the Dark Arts and mimicked their high blood, noble way of speaking. He is the Head Boy at Hogwarts during his seventh year there, taking the role seriously so that he could continue to work his way up through life and become a well-known figure.
Beneath the surface of a well mannered individual, he is a roaring monster, constantly on the search for more power and prestige. He is constantly scheming within the privacy of his own thoughts and he's reluctant to reveal his own hand to potential threats. His greatest fear is his own death and he searches relentlessly for a way to gain immortality.

Tom hadn't expected this patrol to be any different from his usual ones. He's already assigned detention to three separate students for being out past curfew, took away points from a few couples he found snogging in closets, and grabbed a snack from the kitchens.
His patrol had just been winding down, his thoughts idly drifting towards various plans as he walked back towards the dungeons. Then he had seen it, a flash of scales against the backdrop of Hogwarts' stones. He didn't think much of it, assuming it was another snake that had slithered its way into the castle and got lost in the winding corridors and ever-changing staircases.
Tom made his way down the hall quietly, intent on finding the snake and releasing it back into the Forbidden Forest; he's always had a soft spot for the reptiles and this wouldn't be the first snake he's helped. He was just about to call out a hissed Parseltongue greeting when he rounded the corner and found out that the snake was not a snake at all. He stops short just around the corner, just out of sight of the absolutely tiny dragon. They float only a foot above the air, maybe less, as they uses the polished suit of armor as a mirror; twisting and turning to get a good look at themself, rumbly, high-pitched Parseltongue coming from the infant dragon's throat.
He had read a book that mentioned the possibility of dragons speaking in Parsel, but hadn't thought much of it. It was an offhand comment that he thought he'd never actually use; now he stands less than ten feet away from a dragon as they hiss random commentary to themselfself, no doubt believing themself to be alone.
The dragon can't be longer than three feet, their stubby, little front paws braced on the breastplate of the armor as their long, flowing whiskers drift like they're in water. A long frill stands up curiously along the dragons back, twitching up and down as the little dragon looks at themself. The tiny Chinese dragon opens their mouth revealing small pointed teeth and a flicking, forked tongue.
Tom regains his senses as the dragon sticks their tongue out at themself, the absurdity of the scene bringing his wits back to himself. He takes a step forward, about to hiss a greeting, but his shoes make a sound against the stones and the dragon's head jerks up before they flee, darting away too quickly and leaving him no time to draw his wand to bind or stun the little creature.
As the dragon rounds the corner, Tom gives chase, pursuing the creature down halls and up staircases. Finally, the little thing corners themself in an abandoned classroom. Before he can get a single word out, the dragon darts under the crack of the closet, quickly flying up to the top-most shelf and hiding behind dusty boxes and old, deteriorating robes.
Tom resigns himself to waiting outside the closet, lest he set the little creature off again. He doesn't particularly want to chase them down again, and it was pure luck that he hadn't ran into anyone as he ran through the halls the first time. So, he takes a seat outside the open closet door, hissing softly in Parseltongue to the baby dragon, "I won't hurt you little dragon, come on down. I apologize for my actions if I scared you, chasing you through the halls like that."
