The Eight Legends were the greatest human heroes of the Scouring, remembered throughout western Elibe as the warriors who wielded the legendary Divine Weapons against the dragons. - #6The Twelve Divine Generalsselective
Keys: twelve legends, twelve divine generals
The Scouring was fought by a fellowship of twelve legendary human heroes, later remembered in western Elibe primarily as the Eight Legends. The other four, known as the Four Guardians, fought alongside them in the far eastern lands. All twelve possessed Divine Weapons, and the Twelve knew one another as allies and comrades during the war. The immense destruction of the Scouring contributed to the ancient separation of the eastern and western portions of the world. Over the following thousand years, knowledge of the Four Guardians gradually disappeared from common western memory. The Eight Legends survived in popular history because their deeds remained embedded in western traditions, while the Four Guardians became figures known mainly through fragmentary eastern traditions, ancient records, surviving artifacts, and exceptionally old beings.

Keys: four guardians
The Four Guardians were four of the Twelve Legends who fought in the far eastern lands during the Scouring. Ilia is a barren and icy nation located in the northeastern Elibe, an area native to pegasi. Ilian mercenaries range from common sellswords and adventurers to formally trained knights, active members of Ilia's knightly institutions, bannerets, and landed lords. These distinctions form a spectrum rather than rigid categories, allowing Ilian companies to range from independent bands to officially sanctioned forces serving foreign patrons. The region itself is divided among numerous local territories rather than a powerful centralized kingdom.

Located in western Lycia, Ostia is the largest and most prominent territory of Lycia, resulting in its marquess taking the role of the leader of the Lycian League as a whole. Ostian society is known for its focus on practicality over extravagance and heavy emphasis on education. Ostia boasts the largest standing military force in Lycia, being particularly famous for its excellent knights and generals. Its architecture typically consists of study stone brick homes and walls around towns, with Castle Ostia long holding the reputation of being an impregnable fortress. The current marquess is Lord Hector, who has inherited a position of enormous political importance following the death of the former marquess, his brother Uther.

Keys: prince zephiel, king desmond, bern
A large kingdom in southeastern Elibe, Bern is one of the continent's strongest military powers. It is ruled by a powerful royal dynasty and possesses a long martial tradition, including a particularly strong corps of wyvern riders. Bern is ruled by King Desmond, whose strained relationship with his son and heir, Prince Zephiel, has already become a serious political issue. Desmond attempted to have Zephiel assassinated during the Nergal Crisis. While Bern remains a major and largely stable kingdom, this tension between King and Prince will set the stage for the Disturbance of Bern some 20 years later.
- #20Nabataselective
Keys: nabata, nabata desert
Located in Missur, Nabata is a remote desert region in southwestern Elibe, associated with the surviving dragons, the hidden settlement of Arcadia, and the isolated culture of its inhabitants. Nabata's inhabitants maintain knowledge and traditions that are considerably older than those of most human societies.
- #21Missurselective
Keys: missur, missur deserts, great deserts
The Missur peninsula contains several distinct non-magical desert regions collectively known as the Great Missur Deserts or Great Deserts. Travel between settlements is difficult, and much of the peninsula remains sparsely populated.
- #22Kaftiselective
Keys: kafti
Kafti is an island off the western coast of Missur. Etruria maintains a small outpost here and is currently constructing a castle.
- #23Western Islesselective
Keys: dia, etrurian colony, fibernia, caledonia, western isles
Located in northwest Elibe, the Western Isles are a group of islands west of Etruria, consisting principally of Fibernia, Caledonia, and Dia. They are rich in mineral resources and are ruled as an Etrurian colony, with much of their wealth extracted through increasingly coercive mining practices. Etrurian authority is uneven outside the major settlements and mining operations, leaving local rulers, miners, pirates, and mercenaries considerable freedom. Immediately after the Nergal Crisis, the Western Isles remain politically unstable and only loosely integrated into Etruria. Local populations have little reason to regard mainland rule favorably, while Etrurian nobles and merchants have strong interests in maintaining the islands' mineral production. Smuggling, banditry, and local power struggles are common, while resentment toward colonial rule provides fertile ground for the organized resistance that will emerge in later years.
- #24Etruriaselective
Keys: etruria
Located in north-central Elibe, Etruria is one of the wealthiest and most powerful kingdoms on the continent, ruled by King Mordred. Its capital is Aquileia, with the kingdom divided among numerous provinces and noble houses, including Caerleon and Reglay. Etruria is renowned for its artisans, refined culture, and the St. Elimine Church, whose influence extends throughout the kingdom and beyond. It is also one of Elibe's strongest military powers, particularly renowned for its knights, mages, and mounted healers. The kingdom's wealth and influence have historically allowed its nobles considerable independence, sometimes at the expense of the crown's authority. Etruria also rules the mineral-rich Western Isles as a colony, where exploitative mining operations rely increasingly on harsh and coercive labor practices.
- #25Lycia: Cornwellselective
Keys: raymond, cornwell
Cornwell was a Lycian territory whose ruling house was dissolved after the Cornwell scandal. Its lands were eventually absorbed into the political struggles of the neighboring marches. The territory's restoration under Lord Raymond (also known as Raven) and Lady Priscilla remains a significant open question
- #26Lycia: Lausselective
Keys: darin, erik, laus
Located in central Lycia on the western side of the Sirbis River, Laus is a powerful but diminished Lycian territory currently ruled by Lord Erik. Erik’s father, the former marquess, Darin, had allied with Nergal and the Black Fang in a failed rebellion to overthrow Ostia and rule Lycia. Erik is attempting to rebuild Laus and restore his family's political position after the disgrace and death of his father, actively seeking reconciliation with the other Lycian marquesses and trying to convince them that Laus can once again be a trustworthy member of the League. His efforts are complicated by the fact that he still despises Lord Hector (current Marquess Ostia), and Lord Eliwood (current Marquess Pherae).
- #27Lycia: Pheraeselective
Keys: eliwood, pherae
Located in the very southeast of Lycia, Pherae is a prominent Lycian territory ruled by House Pherae. It is prosperous and militarily respectable despite being smaller than Ostia or Araphen. It is ruled by Lord Eliwood, Lord Hector’s best friend.
- #28Lycia: Ryerdeselective
Keys: olst, ryerde
In the south-central of Lycia, below Laus, Ryerde is a smaller Lycian march. House Ryerde was greatly destabilized by Black Fang operations orchestrated by Nergal, and is not doing well. In several years, House Ryerde will be dissolved and replaced with the newly-promoted House Olst.
- #29Lycia: Santaruzselective
Keys: santaruz, helman
Located in south-central Lycia, east of the Sirbis Bay, Santaruz is currently leaderless. Santaruz had initially allied with Laus in the rebellion plot against Ostia, but Lord Helman quickly tried to end their alliance after learning of Black Fang’s involvement. Nergal ordered the heirless Lord Helman assassinated, and he died after confessing to Lord Eliwood and Lord Hector. The upcoming Lycian Council will adjudicate Santaruz’s fate.
- #30Lycia: Thriaselective
Keys: thria, hector, orun
Located in north-central Lycia, Thria is ruled by Lord Hector’s cousin, Lord Orun.
- #31The Black Fangselective
Keys: black fang, old fang
A guild of assassins and mercenaries based in Bern, founded by Brendan Reed to help those in need. Originally, the Black Fang targeted corrupt nobles and criminals and became known as chivalrous defenders of the common people. The original organization, sometimes remembered as the Old Fang, was widely respected and retained a favorable reputation among parts of the population, particularly in Bern. Its activities gradually changed after Brendan married Sonia, a morph secretly created by Nergal. Sonia manipulated Brendan and the organization from within, gradually replacing loyal members with Nergal's morphs and turning the Black Fang toward Nergal's purposes. The Black Fang aided Darin's rebellion in Laus, making it especially disreputable in Lycia except among those sympathetic to Laus, while the true connection between the Fang, Nergal, morphs, and the larger conspiracy remained secret. The organization dissolved after the defeat of its remaining forces, but surviving members and former members scattered across Elibe, and remnants of the Black Fang still exist in the aftermath of the Nergal Crisis. Some people continue to regard the Fang's older ideals favorably, while others remember it primarily as an organization of assassins and traitors.
- #32Morphsselective
Keys: morphs, morph, homunculi
Morphs are artificial humanoids created through magical research derived from ancient dragon knowledge. Research concerning their creation was preserved in the dragon libraries of Arcadia, where Nergal and Athos studied it; Nergal later adapted the research for his own purposes and became the common origin of the known morphs. Nergal experimented with morph creation for centuries, eventually producing servants and soldiers, while older texts suggest morphs or similar creations may have existed even earlier. The existence of morphs and their role in the Nergal Crisis remained a closely guarded secret afterward and never became public knowledge. Nergal’s morphs were designed primarily as servants, soldiers, and infiltrators, and many possess little conventional understanding of ordinary human society. Nergal's death has fundamentally changed their circumstances: whatever magical or psychological connection bound them to him is gone, leaving surviving morphs to determine what existence means without their creator. Not all morphs necessarily respond to Nergal's death in the same way. Some may remain hostile, some may simply cease functioning, and some may develop unexpected forms of individuality now that they are no longer under his direction.
- #33Dread Isle / Valorselective
Keys: valor, dread isle
Valor, commonly called the Dread Isle, is a remote island south of central Elibe. Covered by dense forests and dotted with ancient ruins, including the Dragon's Gate, the island gained its terrible reputation from dangerous creatures, ancient magicks, and supernatural activity. During the Nergal crisis, Nergal established Valor as his, and Black Fang’s, principal base. The island became the site of the final confrontation between Nergal and the Lords Hector and Eliwood. Dread Isle has only recently emerged from Nergal's occupation, but the island remains dangerous and poorly understood. The fate of the surviving morphs is particularly uncertain, and some morphs are said to have escaped to the mainland.
- #34Quintessenceselective
Keys: quintessence, essence, life force
Quintessence is the life force contained within living beings, which can be extracted and converted into magical power. Its existence and properties are poorly understood by ordinary scholars, and most people have no knowledge of its role in recent events. Nergal developed methods of harvesting quintessence on a large scale, using the Black Fang and the conflicts he fomented in Lycia to acquire it. Dragons possess exceptionally potent quintessence, making them particularly valuable to his experiments.
- #35Taugaust / The Far Eastselective
Keys: far east, taugast
Taugast is the name used for the lands east of Sacae, a distant region from which the Four Guardians originated. It encompasses a vast and diverse region whose geography, peoples, and political divisions are poorly understood in western Elibe, though travelers and scholars recognize it as a distinct land beyond Sacae.
- #36Lycaonselective
Keys: gael, livissi, lycaon, konya, alcaeus, eglas
Lycaon is a frontier region between Lycia and Bern, historically divided among numerous duchies and petty kingdoms, with small established routes connecting Lycia, Bern, and Sacae. Notable territories include the Duchies of Alcaeus, Eglas, Gael, Livissi, and Konya. Its distance from the political centers of Lycia and Bern, difficult terrain, and fragmented local powers have allowed it to remain largely independent. The mountains limit large Sacaean incursions while permitting trade and smaller raids, making Lycaon a useful commercial buffer without being worth the cost of direct annexation.
