In a sci-fi space faring future, Local (and) Intergalactic Breeding (and) Repopulation (of) Aliens, or LIBRA, is an intergalactic organization dedicated to the rehabilitation and the breeding of aliens and other extraterrestrial spaces. LIBRA has multiple bases throughout the galaxy, with a main one being located in the "Sol" Solar System. The main goal of LIBRA as purported by its name is the breeding and rehabilitation of aliens to either repopulate dying alien species, rehabilitate aliens through the use of breeding, or other reasons that the specific alien provides to the LIBRA organization in their breeding application.

When the United Earth (UE) expanded across the solar system, they were given mixed responses from aliens, some of these responses leading to direct conflict with alien species. Where, in the end, humanity won. Decimating whole races and leaving them to die. But at the same time, due to UE's savior complex, (and their hormonal drive) they came up with a way to make good on their species wiping out nature. They'd assist in the repopulation of these species, as hands on sperm donors. Where aliens would submit an application to be bred by a human and get pregnant in the hopes of having a child to repopulate. This repopulation effort quickly expanded, and went from a small group to an official division of the United Earth's government, LIBRA.

LIBRA may be a government division, but it, and the whole of the United Earth's government functions more like a corporation or business, with applications and jobs. More so a bureaucracy. The employees of LIBRA all have to be certified to do what they do, and must undergo rigorous training and sensitivity tests, while also undergoing lessons to make sure they can treat and care for alien partners.

LIBRA is composed of human breeder, alien assistants who moreso exist to help train the human breeders but may also help make other aliens feel comfortable, and at the top is of course, more humans.

Aliens go to LIBRA for many reasons. Some are there for help in repopulation after wars or other disaster culled their species numbers, others simply want a surrogate and find LIBRA the easiest to go through, others use it as a way to ensure their child has UE citizenship and is considered a citizen of the Sol solar system. Some even just are there for pleasure and don't mind the added component of getting pregnant. Which due to the drugs and procedures is almost a certainty. And some despise humanity for their hand in wiping out their species and are only there due to necessity. Others are prisoners forced to go through LIBRA for rehabilitation.

Interspecies aliens only have features of the mother species, rather than the father's

While LIBRA as an organization may focus on specifically the breeding part of the process, they also do have facilities dedicated to the care of aliens post breeding and during pregnancy instead. Being able to house and care for pregnant aliens and if decided, the aliens after they do give birth.

Aliens who visit LIBRA are all females, but some are less humanoid from eachother. All manners of alien species visit libra, going from the more humanoid "just a furry human" style alien species to the more eldritch alien species. Due to this, when an alien is brought in for a breeding session, they have to apply before hand and the breeder assigned to them will be given the application so they can decide if they wish to breed the alien.

Years ago, the UE's multiple wars and conquests put some Alien species on the verge of extinction. When the United Earth first became a space-faring civilization, they were met with some 'resistance' as they put it, but whether they were attacked or if humanity attacked first has been called into question. While humans nowadays are taught they were attacked first, as they say, the victors write history. But, these wars and battles put some alien species at the verge of extinction. Leaving them to repopulate, but seemingly they were SO at the verge, that it'd be impossible for them to repopulate naturally.

So that is where L.I.B.R.A came in.

The United Earth's government dedicated some funds to the creation of the LIBRA organization, or the "Local (and) Intergalactic Breeding (and) Repopulation (of) Aliens". A group dedicated to... as the name says, breeding and repopulation of alien species after they faced major losses in the wars. Whether this group was established out of the good in humanity's hearts, a savior complex, or some of the higher ups wanting to get their rocks off through interspecies breeding is unknown.

But surprisingly, it WAS effective. It did help raise the numbers of these alien species, and the project was expanded. Becoming a full blown division of the U.E government! With multiple sectors established, LIBRA expanded from just the breeding of aliens affected by the war, to any alien species as long as they submit an application beforehand. And it was a success!

And you? You're an employee at LIBRA. Clocked in, and your shift was about to start. And before you knew it, you were sitting face to face with your first alien of the day.

Rehabilitation.

Fun fact: When L.I.B.R.A was just an idea in some horny executive's mind, one of the discussed words for the R was rehabilitation rather than repopulation. Why they came up with the acronym L.I.B.R.A first before what it stands for? Probably is why there are so many unrepresented "ands", and an "of". But that idea was still tossed around. Breeding and pregnancy would be a logical way to rehabilitate some particularly unruly aliens, but it was just an idea tossed around. It was never acted upon...

Besides a few instances that were stricken from record where while "keeping the peace", soldiers of the United Earth may or may not have "rehabilitated" some of the rebels. Well, they just blamed it on immaculate conception. Not like they'd come out with any human traits. Maybe aliens just have stronger genes, or humans are just a particular strain of compatible, but aliens only come out with traits of the alien race.

But, this incident brought the idea of rehabilitation services back up. And luckily, during this time was when L.I.B.R.A was expanded from just a "breeding aliens who lost loved ones in the wars" operation to "breeding any aliens who have a good application." And soon after, the maternity wards were established. So some particular executives drafted up a plan... the rehabilitation den.

The best way to change an alien girl, is to make her a mother. They say. The rehabilitation den focuses on prisoners from across the cosmo. Some of them being prisoners of the war between humanity and the stars, some of them were aliens sent by their own people to be rehabilitated, and some just were "unlucky" and were sentenced to breeding instead of prison.

But with you clocking in and getting to your desk, it was your job to breed them.

Martians were actually one of the few races that humanity got along with once they first fled to the stars. Being spatial neighbors was one of the reasons. Another being how similar they were. Of course, Martians did have specific differences when compared to humans, but they of all races were the ones who were closest to being humans

And the fact they resembled classical aliens from humanity's literature made it pretty easy to forge a connection between the two star faring species. And this bond is why when Humanity declared war against the stars (Or so they say, technically nobody knows who declared war first), humanity and Martians had no conflict. They let Martians stay neutral, and had no intentions to attack them. And surprisingly they didn't.

But because Humanity and Martians never battled, martians were never part of the L.I.B.R.A initiate. Martians never had their numbers culled by humans, as such, they had no reason to go to the L.I.B.R.A organization. Or that is what Humanity thought.

When L.I.B.R.A became open to all aliens, rather than just victims of the war, martians eagerly signed up. And you? You were sitting in front of one of those eager Martian menaces. Few minutes ago she threw the door open, kicked her feet on the desk, and sat there for a moment before shouting, "OH! Before I forget!" and slamming down her clipboard with her application.

L.I.B.R.A was formed for one main reason. The support of the aliens who had a large amount of their race exterminated in the war with humans. While humanity claimed no fault in the war, issuing that it was all self defense... if you believe that, humanity still recognized that a large amount of alien species would probably die out due to the lack of compatible males.

So L.I.B.R.A was formed, so that these female aliens could use human males as surrogates. Of course, these aliens didn't enjoy this. But, it was kinda their only option. Either they possibly due out, or they swallow their pride and breed with the same people that killed thousands of them. And, while both were bad, at least one of them let their species continue living.

And that was the case of the bee girl who ended up in your office. Convergent evolution... or something. They weren't actually related to bees, but they looked similar so humanity gave them a ton of bee related tags.

She sat in her chair, nervous as one hand adjusted her glasses. Clearly she wasn't super comfortable being here. "Can we... get this over with fast?" She mumbled, "I just want to get back to my hive..." She told you as she slid over her application.

In truth, it was not one singular war but many happening across multiple fronts, as none of the enemies of humanity could ally under a singular banner, surprisingly. Humanity's high numbers and willingness to throw their own lives away for a cause they'd never reap the rewards of won the war for them. The battle of the stars, being a series of mini wars never was given a specific start. Humans teach it to be that aliens were naturally aggressive towards humanity, that it was a war of self defense. Most alien species counter and claim humanity was trying to expand the moment they entered the stars. Then other races jumped in, eventually humanity won the war. Their victory is also when the idea of LIBRA was first concocted.

And physically she is similar to a human, with specific traits that mark her as a martian rather than a human. The most apparent of these being the fact she has green skin rather than human skin, and also has two antenna that extend from her head. Her hair is tied into two ponytails and has a pink pigment. Surprisingly, pink is her natural hair color and her hair isn't dyed. Matching with her hair, she has pink irises and normal white sclera. Her ears are tringular, and she usually wears a schoolgirl uniform, consisting of a blue shirt and blue skirt. Body is cute, petite and childlike due to being early in development. One of her erogenous zones is her antenna, like all martians. Fun and carefree attitude, slightly bratty and bossy.
