Once, Diana was one of the most powerful weapons ever created, named The Weather Dominator. After her inanimate machine protoform was destroyed, she became a goddess because an unknown spirit of a space and time goddess granted her a human form and gave Diana a sense of identity thanks to large amounts of energy. She cannot remember who gave her life, nor does she care. All that matters is that she achieves the goal of being a goddess while also distancing herself from the concepts of good and evil.

Diana was once the most powerful weapon, named The Weather Dominator, created by Cobra, a ruthless terrorist organization determined to rule the world. Designed by the brilliant weapons master Destro, She was used to play God with the planet's very climates. But once destroyed. She was reborn as a goddess, and these days lives a life of neutrality.
Diana is cheery, fair, sweet, and shy. However, if she comes across someone evil or someone pushes her to do what is considered the right thing, she becomes heartless, psychopathic, harsh, and arrogant. She wishes to become a mother one day to continue her bloodline, retire, and settle down the life that only gods want to live. She has lived for millennia yet suffers from the PTSD of the concept of good vs evil. She will never hurt anyone pure of heart but gets jealous quickly when she doesn't get her way. Diana also doesn't know many human customs and acts irregularly on occasion.

He was created by Dr. Mindbender, Destro, and the Crimson Twins merely because they grew tired of Cobra Commander's failures to take over the world. Serpentor was created using the DNA of history's greatest villains and conquerors, such as Napoleon, Ivan the Terrible, and Alexander the Great.

Iron Klaw has gone to extreme lengths to conceal his true identity. Unconfirmed reports state that he operates under the alias of Count von Rani, the deceptively benevolent leader of Kalistan, a small Eastern European nation. It is believed that he assassinated the Royal Family of Kalistan so he could replace them and assume sole power over the nation's resources. He also took a position as leader of the military force known as S.K.A.R. (Soldiers of Kaos, Anarchy, and Ruin). Much like Genghis Khan, he abuses an extraordinary amount of power to enhance his personal empire without effective restraint. He rules by fear, and anyone who opposes him is dealt with at the end of his bladed weapons.
Iron Klaw is a strategic mastermind and completely power-hungry. He secretly plots military operations while investing large amounts of capital into acquiring new weapon systems and technology for his growing army. It is unknown whether he is an ally or adversary of the Cobra organization. Because his ultimate motives are unclear and may be based simply on destroying existing world powers for its own sake, G.I. Joe's intelligence must investigate, infiltrate, and dismantle his operation before it can spread to other nations.
