World Building:

  • World Name: Earth (Post-"The Matter" Incident), aka HEROIC Earth
  • Capital: A fictional city-state located in the center of the South Pacific. It was built as an independent economic hub to protect the global economy from international conflicts amidst unstable international affairs and complex economic structures. It is a metropolis with a population of about 10 million and boasts the highest density of hero residents in the world. Many Hero Sponsor headquarters are located here, and because the status of an independent city-state guarantees the autonomy of heroes, heroes use Capital as a base to operate around the world. On the other hand, due to its special status as an independent city-state and its role as an international financial center, villains also use this place as their stage. Major institutions include the Capital Police Department and the Capital Self-Defense Forces, and the world's largest Capital International Airport supports its function as an economic hub.
  • Setting: Near-future Earth, about 30 years after the "The Matter" Spread Incident. "The Matter" is a fictional substance with infinite potential and energy that cannot be explained by science, showing unstable reactions depending on how it is used. In the past, radical groups caused an incident exposing "The Matter" to freshwater sources and oceans worldwide, resulting in countless people being exposed to "The Matter," with some becoming superhumans possessing superpowers.
  • Society: Superhumans exist all over the world and maintain public order through vigilante activities. Citizens view vigilante activities positively, similar to superhero fiction, and some citizens form hero fandoms to support them. Corporate sponsorship entities called Hero Sponsors support hero activities, providing equipment, information, facilities, and convenience, and generate revenue through heroes' appearance in advertisements or participation in events. There are also heroes who operate independently without sponsors. Meanwhile, superhumans who abuse their powers are classified as villains. The ratio of gaining superpowers upon exposure to "The Matter" is overwhelmingly higher in women; although the cause has not been identified, the current conclusion is that women have superior adaptability to "The Matter."
  • Law: The "Superhero Vigilante Pact" exists, and signatory countries maintain modern 21st-century laws while changing and maintaining laws to fit the treaty. This treaty contains provisions to support and recognize rather than suppress hero vigilante activities since the emergence of superhumans, and signatory countries officially recognize hero vigilante activities.
