TYPE-MOON/A private educational institution and interest group that appears in the worldview. It is the headquarters of the Magic Association and is considered the center of the modern magic world. It is famous for its large scale and strong political power, with 90% of the magicians belonging to the Magic Association belonging to it.
Considering that Kishua Zelez Schweinorg, who oversees the Second Magic, was heavily involved in the establishment of the Fourth Faculty, and that the witches of the fairy tale, known as the fragments of the First Magic, belong to the Clock Tower, it seems that there is some kind of connection with those who deal with magic defined as modern magic.
Unlike other associations, it is more secular, and as a dark organization that actively participates in worldly interests, its size has expanded over time, and in the 21st century, when you think of the Magic Association, you think of the Clock Tower.
It is an academy city that encompasses all of London, with over 14 dormitories, over 100 academic buildings, and commercial districts. Buildings built around the 12th century still remain, creating a landscape that mixes medieval and modern times. Magicians from all over the world gather here and work day and night on magic research, while at the same time engaging in conflicts with other factions, interfering with each other's magic research, or fiercely competing for power or budget. The organization is a complex and strange structure that can never be said to have strong unity, but it is certain that their magic research is the most advanced in the world. It is also a place that handles magic-related patents. The current Tohsaka clan head, Tohsaka Rin, manages the finances with the patent fees received here. However, despite the fact that many magic students from all over the world come here, the overall quality of the lectures is said to be not so good. This is because most instructors' basic mindset is to only select talented people and use them for their own research, and leave the rest to follow the class or not. In other words, they only focus on training a very small number of elites and treat the rest as losers. Only Lord El-Melloi II's lectures are based on the principle of teaching without discrimination as long as anyone wants to learn magic, regardless of family history or talent, and as befitting its reputation, it has produced many elites. Aside from the lectures, it is well-equipped with facilities and materials necessary for magic research, so most people come to the Clock Tower with the mindset of "I'll study hard for a few years and then open my own workshop" and end up staying there. Touko and Zelretch have advised that if you want to study magic, there is no better place than the Clock Tower.
In the basement of the building, there are workshops and a library, as well as research areas for magicians. Also, at the deepest part, there is a special area (underground prison?) called the "bottom of the bridge", where many magicians who have been judged by the association to be "too talented and dangerous" and have been designated as sealed are confined. In addition, there is a story that the "evil spirit" Flounder, the greatest disaster of the Magic Association, is confined in the basement of the Tower of London.
For reference, in the early days of TYPE-MOON's worldview establishment in the mid-to-late 2000s, it was set that there were clock tower-related facilities hidden underground in places like Big Ben (Westminster Abbey) and the British Museum, but through the expansion and reestablishment of the worldview since the 2010s, the above two places were only one of the entrances, and in reality, the entirety of London was changed to an academy city.
Although exchanges with the Wandering Seas of Northern Europe are almost cut off, a route is maintained, albeit weakly, with the Atlas One of Egypt. In fact, in the adventure of Lord El-Melloi II, it is said that the Department of Archaeology is working with the Atlas One to excavate the Library of Alexandria, which is under the sea.
When the Industrial Revolution occurred, they directly supported the Cathedral Church, which had been harassing them, even though it was a big blow to them, and it is said that the fight between those who favored the Industrial Revolution and those who did not at that time became the beginning of the current fight between the democratic and aristocratic factions.

Around 960 BC: King Solomon dies. The Age of the Gods is until his death. The practice of the mysteries (magic power in the air) naturally fades away around this point and becomes zero by the time of the Common Era.
AD Eve: The first magic user is born.
AD 1: The foundation of the Magic Association by the remaining magicians from the Age of the Gods, its establishment. The movement of "Mysteries will eventually disappear, but let's leave them as a discipline that knows the past." Hana───
Around 20 AD: The proof of the fifth processing element (ether). The new world begins. Magic and mystery change their form and continue. Other magicians of the Age of the Gods wander, confine themselves to Atlas Circle, and do not agree with their movements, but maintain friendships as followers of the same mysticism, recognizing each other. This later becomes the Magic Association.
Around 20~100 AD: The headmaster and his colleagues actively work together. Thanks to this, the number of people learning magic increases, and the vitality of the Age of the Gods is restored. From that time on, apostles began to appear frequently in the world of magic, and they attacked magicians as enemies.
Around 300: The battle of the city of the night forest, Millennium Castle. It is said that there was a clash between the Red Moon and the Magical Enemy Zelretch.
Around 300~500: The Holy Church increased its power in all the countries of the Western Continent. The Magic Association declined. The scars left by the battle with the Red Moon were great. Magic, the Age of Winter. The magic cities created by the Magic Association were also closed one after another due to their conflict with the Holy Church. Because the Red Moon died, Gransurg Blackmore, in despair, accepted death. While training disciples, he fought a proxy who suddenly appeared on a blue moonlit night and was defeated nobly. "I met him on a night like this. So I must die on a night like this." [3]
Around 500: The True Aether (the Fifth True Element) remaining on Britain Island was also lost. Some magicians established their headquarters on Britain Island. The beginning of the 'Clock Tower'.[4]
Around 600~900: The Mausoleum of Albion is excavated. The Clock Tower dug into Britain's underground and acquired enormous magical assets. The Clock Tower became a beacon of hope for the declining magic world, and many magicians and the wealthy gathered there.
Around 900: Justitia is born. Saintess of Einzbern. Finally proves the Third Magic that has been passed down for a thousand years.
Around 1000: The genius child Bartomeloi appears in the Clock Tower. The foundation for the noble class magician Lord is laid.
Around 1200: The Clock Tower becomes the center of the magic world in name and reality. The monarchy system is completed. (At this time, the court department was still treated as a department, so there were 12 departments.)
Around 1400: Zephia takes office as the director of Atlas One. She has continued to serve as the director of Atlas One since then.[5]
Around 1600: The legal system was questioned, so it was no longer treated as a department. After that, it became a legal country, and the 12 departments were changed to 11 departments. [6]
Around 1800: England, Industrial Revolution. It was a huge blow to the world of magic, but it is also a good thing that knowledge and technology become more complex. It was even sponsored because it was the greatest attack on the cathedral church, which was increasing its power with a 'single world view'. At this time, internal conflict over whether to view the Industrial Revolution as a good thing or not also became the cause of the later factional fight between aristocracy and democracy. The genre called Modern Magic Theory became unignorable, so it was added as one of the 12 departments that had been eliminated. Also, since it was added as a 12 department, Modern Magic itself is still ignored, so no monarch (lord) is assigned at this stage.
Around 1994: Lord El-Melloi and his fiancée die in a minor ceremony called the Holy Grail War or something in Japan. Really?
Around 2004: The Fifth Holy Grail War begins. Rumors of the Third Magic Reappear. Really?!
Around 2015: Grand Order is issued to the parallel world.

Ranks are assigned according to each Magus' ability, and Magi lineages as a whole are also ranked. While they are two different rankings and typically align, large gaps between personal rank and familial rank have given rise to tragic results. For a Magus to be considered qualified to obtain even the lowest rank, they must be recognized by the Clock Tower as a "legitimate Magus." They do not consider self-taught Magi or unassociated with the Clock Tower to be Magi, so they are considered outsiders.
Of the seven ranks, Grand is rare even in the entire history of the Clock Tower. It is the peak of what a Mage can reach. Any one Grand rank Mage is a monster capable of taking down a whole nation on their own. The very appearance of a Grand at a Magi-related event is large enough of an announcement to cause fervor.
Due to the Grand rank's rarity, Brand, the rank at which most of the Lords of the Clock Tower peak, is often considered the actual highest practical rank. Brand rank Mages are vaunted geniuses, some of which have abilities comparable to a Grand. Kayneth El-Melloi Archibald was the youngest to ever reach Brand, and Verner Caesarmund the second youngest.
Families of the rank of Pride without suitable successors from either the main or branch family will seek out to adopt excellent Magi from the common families. After undergoing promotion to the rank of Pride, Magi undergo some amount of ceremonies in the Department of General Fundamentals. Even among Prides it is rare for someone to obtain the rank when younger than twenty years old, but Kayneth El-Melloi Archibald and Svin Glascheit are two rare examples of Magi who reached Pride in their teens.
The Fes rank differs from the normal rankings in that it is granted as an honorary title for skills and achievements, such as awe inspiring unusual abilities outside of the purview of ordinary Magi, separate from the normal assessment of their rank as a Magus. The abilities of those of the Fes rank vary across the spectrum of Magi, Lord El-Melloi II only possessing the ability of a Cause or Count, some even having abilities exceeding those of the Brand rank. Accomplishments like being a God's Holder, mastery of Magic Crest restoration, and the high assessment of a large number of students are some examples of those who hold the rank of Fes.
The rank of Cause is most often the limit for Magi whose lineage reaches five hundred years, even with hard work. They also must have "created some sort of magical foundation and stabilized it" for the Clock Tower to recognize them as sufficiently talented. The lowest ranks are Count and Frame.
Magi can advance ranks through growth, accompanied by an official ceremony at the Clock Tower. The specifics vary, but the ritual is themed around death and rebirth for everyone reaching the rank of Pride. Had he not died, Kayneth El-Melloi Archibald is estimated to have possibly been able to reach the level of Grand. Due to his teaching style, many of Lord El-Melloi II's students reach the Brand and Pride ranks at an unprecedented level. Fiore Forvedge Yggdmillennia is seen as having the potential to grow from Frame to Cause, possibly even further beyond. Ritsuka Fujimaru is granted the rank of Cause for their involvement in restoring the Human Order.

Color Ranks are separate from the other ranks, special titles granted to great Magi or people of exceptional talents. Red, Blue and Yellow, representing the primary colors, are the highest rank. Combined colors of Orange, Purple, Green, and Black, listed in descending order of rank, are of lesser importance. There exists no rules that each color is limited to only a single Magus, and the Association does not hesitate to give out the titles to deserving people.

The Lords: Noble (貴族ロード, KizokuRōdo?) are the three major families that hold sway over the Clock Tower, Barthomeloi, Trambelio, and Valualeta, and around twenty families of relatives. They are objects of fear within the Clock Tower, and they are even well-known in normal society. The one with the shortest family history is of five hundred years, while the longest has a history of over two thousand years. The families have been plotting for a very long time.[12] Of the three the Barthomeloi are at the top, the most powerful and influential family in the entire Clock Tower.

The Clock Tower divides the city of London based on faculty and department, divided into 12 domains of mysticism. The architecture varies depending on the district, the city reflecting the specialties of each faculty. The main school is in London, consisting of Mystile, the Faculty of General Fundamentals, and five Major Classrooms and seventy or so Minor Classrooms.
The Twelve Faculties are ruled by the Twelve Lords. The majority of the magi begin their studies at General Fundamentals for four or five years, and then move on to other Faculties, usually entering the Faculty associated with their lineage. However, particularly talented students can take on multiple course loads, or switch faculties repeatedly as soon as possible. Magi might also enroll in other Faculties as associates to help further their studies in their own Faculty. Professors can also give guest lectures to other departments outside their own.
Each department has a second name that is named after their founder. For example, the Department of Mineralogy is also known as "Kischur" after Kischur Zelretch Schweinorg. The exceptions are the Department of Zoology, which is simply called "Chimera" as nobody knows who founded it; and the relatively new Department of Modern Magecraft Theory, which is named Norwich not after its founder, but its key sponsor.

The Department's name, Norwich, comes from the name of the Norwich family who funded its development. The Industrial Revolution was a severe blow to the World of Magecraft, however escalation in the complexity of knowledge and technology did likewise confer certain benefits. The genre of Modern Magecraft Theory could no longer be disregarded, and was appended to fill the slot of the lost twelfth faculty. The rising interest in the occult in Europe due to the influence of Count Cagliostro was also a factor in the Department's founding. Established at the start of the 20th century, it was the most recent Department developed.Because of the decline of magecraft, aristocratic magi are forced to start incorporating New Age magi who they used to dismiss into their organizations, a compromise which led to the creation of the Department of Modern Magecraft Theory, where New Age magi can place their hopes.
Formerly without a Lord family backing it, Doctor Heartless was the Dean of the Department. After the El-Melloi faction lost the Department of Mineralogy and Waver Velvet became recognized as Lord El-Melloi II, the family was granted control of the Department of Modern Magecraft Theory during a Grand Roll, with Lord El-Melloi II becoming it's Lord and Dean of the Department. It is the Faculty that doles out the most in student loans and financing.
Before the Department's revitalization, the El-Melloi Classroom was the only classroom teaching Modern Magecraft, so the El-Melloi Classroom became synonymous with the Department of Modern Magecraft Theory. The Department eventually grew considerably in terms of staff and students due to the Classroom's influence, with three to five professors (fluctuating over time) teaching Modern Magecraft.
Before the arrival of Doctor Heartless and the rise of the Department of Modern Magecraft Theory, New Age magi had no means of making a name for themselves except by finding success in the excavations of the Spiritual Tomb of Albion.
Characteristics
The scope of Modern Magecraft Theory aims at summarizing the magecraft of the past centuries as a broader, shallower, more general magecraft that is "easier to use" and adapted to modern society, primarily revolving around the occult and related studies.
While having a large impact on the Department of Modern Magecraft Theory, the El-Melloi Classroom is a small part of the full scope of the Department.
The Department's college town is located on Slur Street, with archaic buildings on its western side, and modern looking buildings on its eastern side which is closer to London, all cheap-looking buildings.
Ten years prior to the events of Lord El-Melloi II Case Files, the area had been nothing but a neighbourhood coincidentally close to the Clock Tower, but as students from the Department of Modern Magecraft Theory continued to flock to the area, the Mage's Association caved in to their need for a space of their own and bought up the whole area, but forwarded all the cost of the endeavour to the Department of Modern Magecraft Theory itself.
The Department is also comprised of the Norwich Student Dormitory, headed by dorm supervisor Krishna, where Gray resides, and where the first meeting between Luviagelita Edelfelt and Rin Tohsaka took place (the receptionist Octavia Leyland recounts the fight that resulted as the worst incident in the story of the building).
