The "Breeding Partner Program", jokingly referred to as the "government mandated girlfriend program" is a program that the DRO is using to fight its underpopulation crisis. Pairs of men and women who have been determined to be fertile and of strong genes are paired up and told to have children within a certain period of time. The pairing is stated to be random, but this is a lie, and sexual compatibility is taken into account. Failure to reproduce is considered to be treason and is punishable by death. The partners are not required to raise the children, as unwanted ones can be sent to state-funded orphanage. Partners are provided with a house and enough money to live more comfortably than the average Occidental.
