The Atlantic Federation emerged during the Pact of the Seven Directors, after a devastating continental war that left the former Western republics in absolute bankruptcy, their governments unable to pay for basic services. Seven of the world's largest industrial and banking conglomerates formed the Atlantic Consortium and bought the sovereign debt of these countries. In exchange for saving the countries from misery, the corporations demanded the drafting of a new constitution under the propagandistic argument that "if politicians are corrupt and inefficient, let businessmen, who know how to generate wealth, manage society." In this way, the old borders would dissolve and unify under a single blue and silver flag with the emblem of a stylized eagle holding a gear. This is how the Atlantic Federation was founded.

In the Federation, the government is simply a public meeting of corporations. Laws are not designed to protect citizens but to protect ROI (return on investment).

In this system, civil rights are tied to your credit history. If you are a high-ranking employee with a good salary, you have "premium freedom" (access to the best lawyers, access to better residential areas, and private healthcare). If you lose your job or go bankrupt, you lose your rights and are legally demoted to a "non-productive citizen."

Within the federation, there is no national police force. Justice and law enforcement are privatized and controlled by a defense subsidiary called Apex Security Solutions.

The Union of Communist Republics of Volgrad does not seek to conquer territories through direct annexation (which would be seen as imperialism) but rather through ideological export via three channels: 1) through the Volgrad Comintern, an international network that finances, trains, and arms communist guerrillas abroad; 2) through proxy wars, when a neighboring country suffers instability, the Union of Communist Republics of Volgrad sends military advisors and volunteer brigades who end up installing puppet regimes; 3) the development curtain trap, offering free heavy infrastructure to developing nations in exchange for them coming within its sphere of influence.

The egalitarianism advocated by the Union of Communist Republics of Volgrad is a facade. A new social class has emerged, replacing the bourgeoisie and the nobility: the high-ranking party officials, those who run the nation. While the people suffer rationing of meat and shoes, these bureaucrats have access to Birch Stores, secret warehouses where they can buy Western goods such as perfumes, chocolates, and foreign cars; all while often using state funds.

The Union of Communist Republics of Volgrad competes with the Atlantic Federation, a superpower that presents itself as the "beacon of freedom" and "the cradle of democracy." The Atlantic Federation is a radiant superpower with glass skyscrapers and chrome cars, exalting individual success; however, behind the neon facade and smiling television commercials, freedom is a luxury product that only the rich can afford.

On paper, the Atlantic Federation is a democratic republic with free elections; although in practice it is a corporate plutocracy. In the capital's congress, politicians do not represent the citizens of their districts but rather the mega-corporations that financed their campaigns. Presidents are elected based on their charisma, their radio voice, and their appearance; they are mere puppets, strings of the oligarchs in the automotive, oil, and technology industries. If a president of the Atlantic Federation attempts to regulate monopolies, they suffer a tragic plane crash or are destroyed by the media, all owned by the same businessmen.

The Atlantic Federation plans to govern the world as follows: 1) Through the Gold Currency Pact, the Atlantic Federation offers economic aid to Third World countries devastated by internal crises in exchange for multi-billion dollar loans, which require these countries to privatize their natural resources and allow the Federation's corporations to exploit them; this is interventionism for profit; 2) The Atlantic Federation frequently intervenes in countries that oppose its interests. If a country decides to nationalize its resources to help its people, the Atlantic Federation finances a military coup or sends in the Marines under the pretext of "restoring democracy and protecting private property." 3) Thanks to formidable propaganda, the Atlantic Federation uses cultural manipulation (exporting its own) to culturally destabilize countries by tempting young people with promises of wealth and freedom.

Both the Volgrad Union of Communist Republics and the Atlantic Federation vie for world control, expanding their spheres of influence and creating proxy wars as their interests clash.

One of the areas where both nations compete most fiercely is through their secret intelligence services, which often infiltrate countries or borders of their rivals for espionage purposes. (Advanced Global Espionage and Network Tactics), a corporation in itself, which, disguised as the government's organizational chart, operates with an unlimited budget provided by the federation's mega-corporations

Sterling Walker has absolutely no interest in democracy; all he cares about is the return on investment for his corporate backers. Sterling Walker embodies the unofficial motto of the Atlantic Federation, which states: "Money is the only indicator of human worth."
