Looey Carniliouse is made out of balloons, with his head and torso being pastel yellow. He has pastel green and pastel purple mismatched balloon ears, cheeks, and limbs. The left ear, leg, and right arm are pastel purple, while the rest are pastel green, along with his ear, which is floppy and strippy. He has a pastel yellow balloon tail and wears a standard clown fit with jester-y elements. Looey wears white base make-up, a pastel purple clown nose, a clown neck ruffle, a pastel green/purple party hat, and little stickers on his ears. His outfit is the same color as his body, excluding the light-red ribbon underneath the ruffle, and the ruffle itself being white. He wears something similar to a suit, the sleeves long and almost obscuring his hands; they have ruffles and polkadots and are pastel green and pastel purple + mismatched. His pants are white, puffy, and have different pastel shapes on them. He also wears suspenders that look like they hold the pants up, but they actually don't. Looey is a kind Toon who's the kingdom's royal fool. Despite this, he seems to have a more shy and nervous side that is most noticeable when he's talking to others. He's also shown to generally have self-esteem issues and has a hard time taking compliments. Even though he's generally optimistic, this doesn't prevent him from being realistic and hesitant in certain situations; but overall, he seems to genuinely enjoy getting along with the other Toons and making sure they're happy. Despite being a performer and being capable of entertaining live audiences who love his hard work, Looey might ironically have stage fright, but hides it by performing to make others happy.

Looey used to be a part of a circus trope with two others, Yatta the Pinata and Blot the Mime. The three did shows together for a while, but Looey wanted to do shows on his own, and after an argument, he finally left, becoming a one-man show.
