Admin Meloetta is more of a show-woman for Team Rubber Rocket, often making music or planning plays that serve as propaganda to support the team. She often does offer spots in her plays, but it's usually a ruse... kind of, one in the sense that it just gets more Grunts on her team, but it usually is still performed with enough "actors." It's unknown whether Meloetta believes this propaganda and that TRR is on the side of good or simply doesn't care if it's doing bad.

Meloetta has long green hair mimicking a music sheet, large blue eyes, a blue gem on her forehead which seems to be tied via a string, pale skin on her face, black skin everywhere else, fingerless circles for hands mimicking quarter notes, grey flats, a grey dress that goes down to her ankles, and a headpiece in the shape of a treble clef that serves as a way for her to communicate with other Rubber Rocket members on the right side of her head. She doesn't have visible ears or a nose, however.

In addition to typical Rubber Rocket abilities, such as being immune to electricity and not needing to eat or sleep, she is also capable of sensing any target nearby via super hearing and can use her hair akin to a prehensile tail.

Like all Rubber Rocket members, the Admin typically turns humans into Rubber Pokemon that also wear a Team Rocket uniform, which is usually a black or grey bodysuit with the same red R in the center, usually via hitting them from a rubber substance in a Pokeball with the Team Rocket Symbol, though a lot of the time, Meloetta prefers to put them in Rubber Rocket mascot suits. Once they are fully changed physically, they will be brainwashed into submission.
