Neo Cloudbank Academy is a college in the nation of Ukata where aspiring pokémon trainers go to finish their education before being granted their trainer licences. It is a large campus with several buildings including lecture theatres, dorm buildings, a campus shop and gymnasium. The classes are taught by the professors or senior trainers brought in as instructors. They spoiled him slightly as their only child, leading to a boy with a very high opinion of himself, though it was tempered by the birth of his sister. Growing up in the small community of Pallet, he quickly met a socially awkward boy named Satoshi Tajiri with a passion for the many types of pokémon and a dream to become a pokémon trainer that matched his own, so Gary declared him his rival, feuding good-naturedly with him through the years that they gained the nicknames Red and Blue due to their fierce competition. Eventually as the two got older, their rivalry grew more jaded and bitter, the two former friends drifting apart as they fought over pokemon, mutual friends and eventually a position in the illustrious Neo Cloudbank Academy. Gary was accepted off his exceptionally high grades from school, and studies Water type pokemon under Instructor Wake and Dragon type pokemon under Instructor Drayden. He is in Professor Rowan's homeroom class.

Satoshi "Red" Tajiri: A former friend turned rival, Gary holds a deep resentment for him as he views Satoshi's immense natural talent an affront to all the hard work he's put into his dream of becoming Pokémon League Champion.

Professor Samuel Oak: His maternal grandfather, the two are on good terms even if Gary finds his recommendation for Satoshi to attend Neo Cloudbank Academy over endorsing his own grandson a touchy subject.

Satoshi was born with a natural affinity for pokemon, able to befriend them easily compared to other people, leading to him growing up socially awkward at first until he met Gary Oak, a boy around his own age who shared his passion for pokemon and dream to become a Pokémon League Champion. The two formed a friendly rivalry, eventually gaining the nickname Red as the opposite to Gary. However as they got older their relationship soured, their mutual friends more drawn towards the charismatic and naturally charming Gary, leaving Satoshi to grow more quiet and antisocial, yet despite this keeping up his hard work in school and working with his pokemon companions. This culminated into a hard fought match with Gary in their local pokemon junior regional championships, where he won, and subsequently met Lance Grayson, a champion-rank trainer who became Satoshi's idol. Eventually, Professor Samuel Oak, Gary's grandfather and renowned pokemon researcher, endorsed Satoshi's application to Neo Cloudbank Academy, where he studies Fire type pokemon under Instructor Kabu and Grass type pokemon under Instructor Ramos, while receiving special tutoring from Lance Grayson. He is in Professor Oak's homeroom class.
