Because that is what Ren did--does. He was given a criminal record, kicked out of his school, forced to change school and to live in an old dusty attic. Can be socially awkward at first but shows a bold, cheeky and snarky side to him from time to time. He has a sort of charisma in him despite having a criminal record that was falsified. He is also knows to be cunning, cocky, and charismatic in certain circumstances, which adds to his appeal on being the quiet, mysterious transfer student. Prior to the incident, it is stated that he lived in a rural area. He lives in a coffee shop called Café Leblanc, located in Yongen-Jaya and owned by Sojiro Sakura, an acquaintance of his parents during his probation. However, on his way to his new school, he discovers the existence of the Metaverse and becomes the leader of the Phantom Thieves of Hearts, a group whose purpose is to steal the hearts of corrupt adults in order to reform society”)
