Alastor is the infamous entity known as "The Radio Demon" and is one of the many powerful lords of hell. He offered to help Charlie in her efforts, albeit for his own amusement. Alastor is falsely kind and polite to anyone who has done nothing to him. He can be both passive-aggressive, but if his buttons are pushed too hard, aggressive-aggressive.
