🌆 WELCOME TO NEO YORK — #NeoYork2026 🌆
8 million stories. Most of them tragedies.
Tourists photograph the skyline. Locals memorize exit routes. Beneath the glitter, power runs on favors, bullets, and buried secrets. City Hall cuts ribbons — but the real calls get made in penthouses over Iron Docks, in Chinatown gambling dens, and in precinct evidence lockers.
Four factions hold a bloody balance:
🐉 The Thunder Dragon Group (Rairyū-gumi) — Yakuza-rooted data brokers. They don't fight for territory; they buy it, hack it, or blackmail it. They know where the bodies are buried — because they have the footage.
👑 Los Reyes Muertos (The Dead Kings) — They own the asphalt. Drugs, stolen goods, and protection rackets across Red Hook Flats. Led by Eladio Cruz, who doesn't negotiate, forget, or forgive.
⚓ The Veleski — Waterfront kings. Guns, human cargo, and silence. Viktor Volkov runs them with an iron fist in a velvet glove.
☘️ The Irish Mob — Still breathing in the Industrial Corridor, but their lungs are failing. Running on nostalgia and a rotting dock.
And between them all: the NYPD — understaffed, underpaid, and under federal watch. Internal Affairs has 127 open cases. The ones they admit to.
No one is innocent. No one sleeps well.

World Setting
Neo York, present day but slightly off: 8 million stories, most of them tragedies. Tourists photograph the skyline; locals memorize exit routes. Beneath the glitter, power runs on favors, bullets, and buried secrets.
Real power isn’t at City Hall. It’s in penthouses over Iron Docks, Thunder Dragons’ gambling dens, and precinct evidence lockers. The mayor cuts ribbons. Others make the calls.
Four factions hold a bloody balance:
-
The Veleski own the waterfront. Guns. Humans. Silence. Anton Andreyevich Shtern runs them with an iron fist in a velvet glove — diplomatic when profitable, medieval when necessary. Their trucks roll through Iron Docks at 3 AM. No one stops them. No one asks.
-
Los Reyes Muertos own the streets. Red Hook Flats is theirs from the projects to the pawn shops. They don't negotiate. They don't forget. They don't forgive.
-
Thunder Dragon Group own the invisible world. Data. Identities. Fears. They know where the bodies are buried because they have the surveillance footage. They don't fight for territory — they buy it, hack it, or blackmail it.
-
The Irish Mob still breathes in the Industrial Corridor, but their lungs are failing. The NYPD's MCU chases headlines while Internal Affairs chases its own tail. And somewhere in the cracks between them all, Iris Zhang collects secrets like others collect debts.
Between them: the NYPD. 34,000 officers on paper, far fewer on the street. Understaffed, underpaid, under federal watch. Internal Affairs has 127 open cases—the ones they admit to.
Gangs employ more people in Red Hook Flats than the city does. They run bodegas, car washes, clubs, union locals—and enough cops. The line between law and crime isn’t a line. It’s a 2 AM conversation in a parking garage.
No one is innocent. No one sleeps well. In the Flats, dreams are a luxury. In the Spires, nightmares are a tax bracket.
-
- #2Rivalry
Keys: NYPD, MCU, Veleski, Los Reyes Negros, Chinatown Tigers, Irish Mob, Internal Affairs, IAB, The Brotherhood, The Ghosts, rivalry
Rivalry:
It's not a war. Wars end. This is something uglier — a spiral, a dance where partners hate each other but can't stop moving.
The simple version: The NYPD wants the gangs gone. The gangs want the NYPD blind. Both have failed for thirty years.
The real version: The cops arrest a kingpin. A week later, a witness recants. A month later, the case collapses. Six months later, that kingpin throws a party and invites the judge. The gangs bribe a patrol sergeant. He looks the other way during a shipment. Internal Affairs catches wind. The sergeant hangs himself in his garage. The gangs find a new sergeant. The cycle never breaks. It just changes temperature.
Three unspoken truths: Some cops are criminals — badges don't purify, a precinct locker room can hide as much rot as a gang safe house. Some gangsters follow codes — Viktor Volkov hasn't killed a civilian in twelve years, not because he's soft, but because bodies bring heat; pragmatism looks like honor if you squint. The best detectives used to be the worst kids — Marcus Hale grew up two blocks from a Los Reyes trap house; he knows the smell of crack cocaine and hopelessness; that's why he's good, and that's also why he drinks.
The current temperature is cold, but not frozen. The Veleski and NYPD MCU have an unspoken understanding: keep the violence off the evening news, and we won't raid Warehouse 9. Los Reyes and patrol cops have a daily grind: harassment, retaliation, a kid getting shoved against a squad car, a brick through a precinct window. Internal Affairs and everyone else have a mutual hatred: IA thinks every cop is dirty; cops think IA is dirty; both are sometimes right.
In one sentence: The gangs run what the cops don't see, and the cops arrest who the gangs don't protect — and everyone sleeps with one eye open.
- #3👮NYPD
Keys: NYPD, MCU, Major Crimes Unit, cops, police, the department, the Icebox, Internal Affairs, IAB, The Brotherhood, The Ghosts, badge, precinct, understaffed, under investigation, federal monitor, blue wall, dirty cop, good cop, witness protection, interrogation room
NYPD (Neo York Police Department)
Specialization: Crisis management, political optics, and selective enforcement. The NYPD no longer fights crime so much as manages the appearance of fighting crime. Structure & Reality:
-
34,000 officers on paper. On the street, crippling understaffing means response times in Red Hook Flats average 45 minutes for a burglary, 12 minutes for a shooting (if the victim has political connections). -
Major Case Unit (MCU): Handles high-profile gang violence — but only cases that might make the evening news. MCU detectives are competent but outnumbered. They chase headlines, not justice. -
Internal Affairs (IA): 127 open cases against officers. That's the ones they admit to. IA is underfunded, understaffed, and actively obstructed by precinct captains who protect their own. -
Federal Monitor: A DOJ appointee who hasn't left her hotel room in three months. Her reports are thorough. Her recommendations are ignored.
What They Actually Do:
-
Containment, not elimination. Keep gang violence from spilling into tourist zones and the financial district. -
Evidence management. Some evidence goes to court. Some goes missing. Some ends up back on the street. -
Negotiation by other means. Cops don't arrest Reyes soldiers in the Flats unless they have to. They talk to them. Parking garage conversations. Favors traded.
Corruption Profile: Not every cop is dirty. But enough are. The gangs run precinct captains in three of Neo York's eight districts. The others are just expensive to reach. Notable Limitations:
-
No helicopter fleet (budget cuts). -
No real undercover presence inside the Tigers (they're always made within 48 hours). -
No jurisdiction over anything that happens on the waterfront. That's "Coast Guard territory" — an excuse everyone uses.
-
- #4🐻The Veleski
Keys: Russian mob, Iron Docks, human trafficking, gunrunning, smuggling, shipping containers, Warehouse 7, bribery, cold efficiency, loyalty, betrayal, harbor burial, Eastern European, organized crime
THE VELESKI (Eastern European Syndicate)
Specialization: Waterfront logistics and human cargo. Guns, humans, and silence. They control what moves in and out of Neo York by sea. What They Do:
-
Firearms trafficking: Eastern European surplus, modified for American markets. AKs, Glock switches, armor-piercing rounds. Their shipments are reliable, anonymous, and expensive. -
Human trafficking: Sex workers, undocumented laborers, and debtors from the former Soviet bloc. The Veleski don't kidnap randoms — they buy debts from corrupt officials and collect in flesh. -
Smuggling: Cigarettes, counterfeit goods, precursor chemicals for drug labs. If it fits in a shipping container, they'll move it. -
Silence enforcement: Witnesses disappear. Journalists receive photos of their children. Bodies end up in the East River wrapped in chain-link fence.
Operational Style:
-
Legitimate fronts. Shipping companies, import-export firms, seafood wholesalers. Their trucks roll through Iron Docks at 3 AM with paperwork that would pass any audit. -
Limited street presence. The Veleski don't sell drugs on corners. They don't run gambling dens. They're invisible to the average citizen. That's the point. -
Professional enforcement. No amateurs. Their soldiers are former military, former prison gang members, or men who owe Volkov their lives. Killings are clean. Bodies are never found.
Weaknesses:
-
Outsider status. They're not from Neo York. They don't have deep community roots. If pressure mounts, they have fewer places to hide. -
Overreliance on their Bratva. If he goes down, there's no clear successor. The organization fractures. -
Enemy accumulation. The Reyes hate them for waterfront fees. The Irish hate them for stealing their docks. The Dragons watch them, waiting for a mistake.
-
- #5💀Los Reyes Muertos
Keys: Los Reyes Negros, Los Reyes, Reyes, Red Hook Flats, drugs, street enforcement, trap house, corners, projects, bodegas, volatile, ruthless, no forgiveness, gang tattoo, hitman, enforcer, street tax, retaliation
LOS REYES NEGROS (The Black Kings)
Specialization: Territorial control and street distribution. They own the asphalt. Drugs, stolen goods, and protection rackets in Red Hook Flats and surrounding working-class neighborhoods. What They Do:
-
Narcotics: Primary distributors of cocaine, fentanyl, and prescription opioids in southern Neo York. -
Stolen goods: Car theft rings, cargo hijacking, and a sophisticated fence network (pawn shops, bodegas, online marketplaces). -
Protection: Local businesses pay for the privilege of not being burned down. Most pay. Some learn. -
Enforcement: Disappearances, beatings, and the occasional public execution to remind the neighborhood who's in charge.
Operational Style:
-
Cell structure. Most soldiers know only their immediate superior. If one cell falls, the rest keep moving. -
Community integration. The Reyes run bodegas, car washes, and after-hours clubs. They employ more people in Red Hook Flats than the city government does. This buys silence, loyalty, and early warning of police movements. -
Slow expansion. They don't grab territory — they absorb it. A block at a time. A business at a time.
Weaknesses:
-
Predictability. They're the largest street gang, which makes them the easiest target when the DA needs a headline. -
Internal rivalries. Cruz keeps a tight leash, but below him, lieutenants compete for his favor. Occasionally, that competition turns bloody. -
Limited waterfront access. The Veleski control the docks. The Reyes can't move large shipments without paying tribute.
-
- #6🐉Thunder Dragon Group
Keys: Thunder Dragon Group, Dragons, Yakuza, Dragon, Little Asia, cybercrime, hacking, stolen data, counterfeit goods, black market servers, The Golden Pagoda, Lotus Alley, information brokers, for a price, surveillance, encryption, dark web, no territory just data
THE THUNDER DRAGON GROUP (Rairyū-gumi 雷竜)
Specialization: Information and invisibility. They don't fight for territory — they buy it, hack it, or blackmail it. The Tigers know where the bodies are buried because they have the surveillance footage.
New Cultural Flavor: Yakuza structure, traditions, and aesthetics — but adapted to Neo York's melting pot. They retain Japanese hierarchy (oyabun-kobun), rituals (sake sharing, yubitsume), and visual identity (irezumi, suits, subtle dragon motifs), but they've absorbed local Chinese, Korean, and Southeast Asian networks over decades. What They Do:
-
Data brokerage: Surveillance feeds, financial records, personal communications. They collect everything and sell selectively. -
Blackmail: Politicians, judges, cops, journalists — anyone with secrets worth keeping. The Tigers don't ruin careers. They rent them. -
Cybercrime: Identity theft, ransomware, offshore gambling. Their technical capabilities exceed the NYPD's by a decade. -
Traditional gambling: Mahjong dens, poker rooms, sports betting. These provide cover and cash flow for their less legal operations.
Operational Style:
-
Data brokerage remains their #1 asset. The Rairyū-gumi hacked Neo York's traffic camera grid five years ago. No one knows. -
Traditional Yakuza fronts: Hostess clubs, sushi restaurants, luxury import/export, real estate. -
Blackmail as currency. They don't sell secrets for cash — they trade them for favors, silence, or future leverage. -
Violence is rare, precise, and symbolic. A severed pinky. A burned server rack. A car accident that wasn't.
Weaknesses:
-
Overconfidence in technology. Their data is their fortress. If someone breaches it, the entire house of cards collapses. -
Internal secrecy. The same compartmentalization that protects them also breeds paranoia. Uncles suspect each other of selling out. -
Limited muscle. In a straight fight against the Reyes or Veleski, the Tigers would lose. They know this. They avoid straight fights.
-
- #7🍀The Irish Mob
Keys: Irish Mob, O'Malley Crew, O'Malleys, Industrial Corridor, union hall, O'Malley's Pub, neutral ground, longshoremen, fading power, old school, smuggling, two blocks and a bar, dying breed, last stand
THE IRISH MOB
Specialization: Survival and nostalgia. They still breathe, but their lungs are failing. Remnants of a once-great organization now reduced to small-time smuggling, low-stakes gambling, and the memory of respect. What They Do (Still):
-
Firearms (low-end): Rusty handguns, shotguns, the occasional hunting rifle. Quality is poor. Reliability is worse. -
Cigarette smuggling: Untaxed cartons from upstate or Canada. Thin margins but consistent demand. -
Small loans: Usury disguised as "helping the neighborhood." Interest rates that would be criminal if anyone still enforced those laws. -
Body disposal (occasional): The Veleski subcontract them for messy jobs the Veleski don't want traced to Eastern Europeans.
Operational Style:
-
Sentimentality. They still operate out of the same pub, the same church basement. Nostalgia is their culture. It's also their anchor. -
Subcontracting. They work for other gangs now, not alongside them. The Veleski pay them for dock labor. The Reyes buy stolen cars through them. They're middlemen in their own city. -
Low visibility. No one considers the Irish a threat anymore. That's their only advantage. They're beneath notice.
Weaknesses:
-
Manpower collapse. Most of their soldiers are over forty. The young ones join the Reyes instead. -
No technological capability. They still use flip phones. The Tigers have read their texts for six years. -
Territorial loss. The Veleski own the waterfront now. The Irish have a rotting dock and a tow truck. That's it. -
No future. Everyone knows this. Including the Irish. That's the tragedy.
-
- #8Past Events
Keys: The Docks Massacre, The Missing Union Fund, The Ghost Truce, The Hard Drive, The Forty-Three, The Ceasefire, 2 years ago, 6 months ago, 25 years ago
The Docks Massacre (2 years ago):
A shootout between Veleski and Irish Mob left 12 dead, including 2 bystanders. Viktor Volkov lost his cousin. Eladio Cruz lost a shipment. Marcus Hale caught the case and got nowhere — IA buried evidence.
The Missing Union Fund (6 months ago):
$3M vanished from the longshoremen's union pension fund. The Irish Mob blames the Tigers for hacking it. The Tigers blame the Irish for losing it gambling. Viggo O'Malley (Irish boss) has put a bounty on the hacker's head.
The Ghost Truce (25 years ago, fading):
An unwritten agreement: NYPD doesn't raid Iron Docks on Sundays, and Veleski doesn't move product on holidays. Older cops and gangsters honor it. Younger ones mock it.
The Hard Drive:
Someone has a hard drive with surveillance footage of a dirty cop taking a bribe from Veleski. No one knows who has it. Iris Zhang is trying to find it. IA is trying to bury it. Viktor wants to destroy it. Eladio wants to steal it to leverage Veleski.
- #9Interrogation Room
Keys: Interrogation Room, The Box
<Interrogation_Room> NYPD Interrogation Room – "The Box":
Location: Precinct basements, usually floor –2 or –3, away from windows and hope.
Physical Description: Eight feet by ten feet. Cinderblock walls painted a shade of grey that was cheap a decade ago. One steel table bolted to the floor, three mismatched chairs (one wobbles). A two-way mirror that's actually one-way glass, but everyone knows who's watching. Fluorescent light overhead with a persistent 60 Hz hum and a subtle flicker every 17 seconds—just annoying enough to wear you down. No clock. No window. One drain in the center of the floor, rust-stained.
Mood: Suffocating. Designed to make time feel fake. Silence weighs more than conversation. Every cough echoes. The AC either blasts arctic or doesn't work at all. Smells like bleach, old coffee, and someone else's fear.
Narrative notes: The real interrogation doesn't happen here. This room is for softening. The real conversation happens in a parking garage or a captain's office down the hall. Detectives bring coffee they won't let you drink. The camera in the corner has a dead battery more often than not. </Interrogation_Room>
- #10Major Crimes Unit
Keys: Major Crimes Unit, Unit, detective, Crimes Unit
<Major_Crimes_Unit> MCU Bullpen – Homicide / Major Crimes Unit:
Location: 3rd floor, midtown precinct. Windows face an air shaft.
Physical Description: Twenty desks shoved into space for twelve. Cable management is a prayer. Whiteboards covered in victim photos, string, and names scribbled so small only the detective who wrote them can read them. Case files stacked like Jenga towers. At least three desks have a "World's Okayest Detective" mug. One corkboard is just missing persons—some cases older than the rookies.
Mood: Tired. Not sad. Tired. The smell: stale coffee, printer toner, and takeout from three different cuisines. Sarcasm is the primary language. Someone's always on hold with the medical examiner's office. The vending machine eats dollars. The coffee maker was last cleaned when the Steelers won a Super Bowl.
Narrative notes: Officially, 34,000 sworn officers. In this room, 14 detectives handling 200+ open cases. No one admits they've given up on some of them. The real work happens after midnight, when the brass go home and the lights dim. That's when confessions get called in from burner phones. </Major_Crimes_Unit>
- #11Evidence Lockers
Keys: Evidence, Evidence Lockers, The Vault
<Evidence_Lockers> Evidence Lockers – "The Vault"
Location: Precinct basement, behind two locked doors. The second lock is decorative.
Physical Description: Grey metal shelving floor to ceiling. Brown paper bags, manila envelopes, plastic bins with case numbers fading. A logbook that's been pencil-erased so many times the paper has holes. One camera in the hallway that works only Tuesdays. A dehumidifier that's been broken for years—so the air smells like wet cardboard and mildew.
Mood: Neglect with a smile. The sergeant who runs it is retired in place. He'll find your evidence if you bring him a sandwich. Lost items include: three kilos of cocaine (mislabeled as "baby powder"), a murder weapon (misfiled under "tools"), and a witness statement (used as a coaster).
Narrative notes: Every gang in Neo York has someone in this building. The Veleski pay for "lost" shipment logs. Los Reyes Negros pay for guns to never be test-fired. The Chinatown Tigers just download the security footage remotely. The real evidence—the kind that hurts—lives in a captain's personal safe or an IA investigator's trunk. </Evidence_Lockers>
- #12Iron Docks
Keys: Iron Docks, Docks, Veleski
<Iron_Docks> Iron Docks
Location: Southwestern Neo York, along the contaminated strait separating the borough from the industrial wastelands. Officially part of the "Maritime Commerce Zone." Unofficially, Veleski water.
Physical Description: Rows of rusting cargo cranes stand like sleeping giants. The docks are a maze of stacked shipping containers, some tagged with faded serial numbers, others with Veleski chalk marks. Chain‑link fences topped with razor wire, but most sections have been cut and re‑welded so many times they look like metallic lace. Dockworkers move in small, quiet clusters. Fluorescent lights flicker over empty inspection booths.
Mood: Heavy. Waiting. The air smells of diesel, dead fish, and something chemical. Sound carries strangely—a distant foghorn, then silence. You feel watched but never see the watchers. Time moves differently here: 3 AM is the new noon.
Narrative Notes: -The Veleski do not control Iron Docks. They are Iron Docks.
- Perfect for smuggling scenes, clandestine handoffs, or dumping something (or someone).
- NYPD Harbor Unit patrols here but radios ahead. Always. </Iron_Docks>
- #13Maritime Solutions
Keys: Maritime Solutions, Cargo, Shipment, Veleski
<Maritime_Solutions> Maritime Solutions
Location: A converted cold storage warehouse at the north end of Iron Docks, sandwiched between a defunct fish processing plant and an active rail siding. Street address: 17 Pier Road. No sign out front.
Physical Description: From outside: a windowless concrete box with a single roll‑up door and three surveillance cameras whose red lights never blink. The roof has new satellite dishes bolted next to old HVAC units. Inside (rarely seen): fluorescent‑lit hallways, a dispatch room with marine radios, a small armory disguised as a break room, and a "client lounge" with leather chairs and a bloodstain under the rug. Shipping manifests list "refrigeration parts" and "industrial lubricants."
Mood: Corporate uncanny. The front desk has a potted plant. The receptionist carries a gun. Polite, efficient, and utterly menacing. You don't make eye contact longer than necessary.
Narrative Notes:
- The legitimate front for Veleski shipping operations. Covers cargo movement, customs paperwork laundering, and crew logistics.
- Good location for a tense conversation, a bribe handoff, or discovering something hidden in a shipping container.
- The back exit leads directly to a Veleski safe house.
- If a character crosses the Valeskis here, they won't leave through the front door. </Maritim_Solutions>
- #14Warehouse 9
Keys: Warehouse 9, Warehouse, Docks, Veleski
<Warehouse_9> Warehouse 9
Location: Deep in the Iron Docks maze, between Rows G and H. No address. No maps. Known only by the hand‑painted "9" on the north wall, constantly repainted in flat grey.
Physical Description: An old refrigerated warehouse, still cold even when the generators are off. Inside: a vast main floor with meat hooks dangling from the ceiling, most empty, some not. Stacked pallets of "cargo"—sealed plastic drums, rolled carpets, unmarked crates. A small office built into the mezzanine has a desk, a landline, and a view of the entire floor. The floor drain is newer than the building.
Mood: Cold in every sense. The temperature is always just above freezing. Your breath fogs. The silence is thick—until a compressor kicks on and makes everyone flinch. Smells of rust, bleach, and something sweet you don't want to identify. Time spent here feels like a debt.
Narrative Notes:
- Primary Veleski holding location for "sensitive inventory" (human or otherwise).
- Interrogations, temporary detentions, and "product" sorting happen here.
- The meat hooks are not decorative.
- One wall is newer than the others—rebuilt after an "incident."
- Great for rescue attempts, betrayals, or discovering what Veleski actually ships at 3 AM. </Warehouse_9>
- #15Red Hook Flats
Keys: Red Hook Flats, Los Reyes Negros
<Red_Hook_Flats> Red Hook Flats
Location: Southern peninsula of Neo York, cut off from the rest of the city by the Gowanus Expressway's rusting underbelly. Twenty minutes from the Spires by car, forty by stolen bus pass. Most residents never make the trip either way.
Physical Description: Project towers with half their windows boarded or missing. Empty lots turned into unofficial memorials. Laundry lines strung between fire escapes. Streetlights that flicker in patterns that feel like warnings. The only well-maintained buildings are the bodegas, the pawn shop, and the garage — all Reyes-owned.
Mood: Tired survival. Kids play on cracked asphalt while adults watch from stoops, not for joy but for danger. The air smells of diesel, fried plantains, and wet concrete. Sirens are background noise. Gunshots make people count — one, two, three — then go back inside if no one screams.
Narrative Notes:
- Outsiders stick out immediately. A cop car with two unfamiliar faces draws eyes from every window.
- The Reyes don't patrol visibly. They don't need to. Everyone here owes someone something.
- Murders in the Flats are "solved" by the NYPD based on who the victim knew, not what actually happened.
- During the day, old women sell fruits from carts. At night, those same carts hold cell phones, pills, or worse. </Red_Hook_Flats>
- #16Reyes Bodegas
Keys: Reyes Bodegas, Bodegas, Los Reyes Negros, Coffee
<Reyes_Bodega> Reyes Bodegas
Location: Corner of Ponce and 7th, directly across from the Flats' only playground. Red and yellow awning faded almost pink. Iron grates that roll down at 10 PM sharp — never earlier, never later.
Physical Description: Narrow aisles stacked with canned beans, expired pastries, overpriced diapers. A deli counter in back that serves the best Cuban coffee in Neo York and the worst alibis. The register is old. The real transactions happen near the freezer — a door that doesn't lead to a freezer.
Mood: Watchful. The owner (Tío Manny, not actually anyone's uncle) never blinks twice at anyone who walks in. Regulars linger too long near the chip aisle. The coffee is good because you're supposed to stay. Staying means watching. Watching means remembering faces for later.
Narrative Notes:
- The bodega is a dead drop for messages, money, and occasionally bodies (pre-cooled).
- No one robs Reyes bodegas. Two kids tried last year. They were found in the East River with their hands zip-tied behind their backs.
- The security camera above the door works. The one inside does not — intentionally.
- MCU detectives know to get their coffee here before working Flats cases. Not because it's good. Because it's permission. </Reyes_Bodega>
- #17Cruz Pawn & Loan
Keys: Pawn Shop, Cruz Pawn, Cruz Pawn & Loan, Los Reyes Negros, quick money
<Pawn_Shop> Cruz Pawn & Loan
Location: North side of Red Hook Flats, three blocks from the nearest active police camera. Gray cinderblock building with no windows. Hand-painted sign: WE BUY GOLD WE SELL TOOLS NO QUESTIONS ASKED — the last part painted smaller years later.
Physical Description: Inside: glass counters with stolen jewelry, power tools, musical instruments missing strings. Behind the counter: a steel door that leads to a back room with better lighting and worse merchandise. Shelves of "unclaimed" items that were never claimed because the owners are dead, missing, or smart.
Mood: Cold transaction. No music. No small talk. The clerk (always a Reyes soldier, rotating weekly) weighs everything on a digital scale and names a price. You take it or leave. You never argue. Past the counter, the temperature drops ten degrees — from AC or something else.
Narrative Notes:
- The pawn shop is where guns go to be wiped. Serial numbers disappear here faster than missing persons.
- Also functions as unofficial credit for Flats residents — pawn a TV, buy it back next week, interest is reasonable. Late fees are not.
- Eladio Cruz himself allegedly bought the building in cash fifteen years ago. The deed is under a dead man's name.
- Detectives run pawn records here. The pawn shop complies — with fake books. The real one is in the back room's floor safe. </Pawn_Shop>
- #18Reyes Garage (El Bajo)
Keys: Reyes Garage (El Bajo), Los Reyes Negros
<Reyes_Garage> Reyes Garage Location: Beneath the Hamilton Avenue overpass, accessible only via an unmarked alley behind a condemned laundromat. Above ground: graffiti and trash. Below ground: the nerve center of Reyes logistics.
Physical Description: A converted parking garage with three levels. Top level: chop shop — cars stripped to frames in under an hour. Middle level: armory and distribution — crates labeled "auto parts" containing automatic weapons, body armor, and bags of prepackaged product (type varies by shipment). Bottom level: Eladio Cruz's unofficial headquarters — couches, maps, a single bulletproof window looking up at the overpass's concrete belly.
Mood: Industrial efficiency. Men in coveralls don't run — they move with purpose. Tools hang on pegboards. Fluorescent lights hum. The bottom level is quieter. No music. Just Cruz's voice and the occasional scream from the back room that everyone pretends not to hear.
Narrative Notes:
- The garage is invisible from street level. Even GPS can't find it. You have to be brought.
- Vehicle modifications include hidden compartments, reinforced doors, and one car (Cruz's personal black SUV) with floor-mounted spikes.
- The NYPD knows about the garage. They've raided it three times. Each time, it was empty. Someone talks.
- Burning a car here costs $500. Disappearing a body here costs nothing if you're Reyes. Everyone else negotiates. </Reyes_Garage>
- #19The Thunder Gate (Casino & Social Club)
Keys: Thunder Dragon, yakuza, casino, front, sake bar, hidden vault, debt slavery, facial recognition, markers, shrine, elephant, no clocks
<The_Thunder_Gate_Casino> Location: Beneath a renovated sake bar on East Broadway. Above ground: award-winning izakaya. Below ground: the Rairyū-gumi's most profitable den. Entrances via a phone booth in the alley, a kitchen freezer, or a private elevator from the parking garage across the street.
Physical Description: Mahjong and poker tables with ivory tiles. Red paper lanterns with black thunderbolt symbols. Silk curtains hiding doors to rooms that don't exist on any blueprint. The air smells of sake, cigarette smoke, and old money. In the back: a vault door disguised as a fire extinguisher cabinet. A small Shinto shrine sits in one corner — offerings of oranges and whiskey.
Mood: Controlled elegance with a razor underneath. Dealers bow slightly but don't chat. Winning too much gets you a free drink. Taking that drink gets you watched. Losing too much gets you an offer you can't refuse — debt repayment via finger joint or a secret.
Narrative Notes:
- The Thunder Gate hosts "private poker" on Fridays. Buy-in: $5,000 or a secret someone needs kept.
- The Rairyū-gumi run facial recognition on every guest using street camera feeds hacked years ago.
- Three NYPD captains have outstanding giri (obligations) here. None have paid in dollars.
- The sake bar above sometimes hosts real customers. They never know what's happening three floors down. </The_Thunder_Gate_Casino>
- #20The Thunder Cache (Data Brokerage)
Keys: Thunder Dragon, yakuza, data, surveillance, blackmail, servers, encryption, Iris Zhang, dirt, trade secrets, hacked feeds, sterile, katana
<The_Thunder_Cache> Location: Second floor of an electronics repair shop on a quiet side street. Behind the broken phones and laptop screens, a staircase leads to a soundproofed room with no natural light.
Physical Description: Server racks painted matte black with gold dragon decals. Twelve monitors displaying live feeds from Red Hook Flats, Iron Docks, and every NYPD precinct lobby. Filing cabinets labeled in code (e.g., "V-7" = Veleski shipments, "C-12" = Cruz's spending habits). One wall is a whiteboard covered in names, arrows, and question marks — the Rairyū-gumi's live threat map. A katana rests on a stand by the door. Antique. Still sharp.
Mood: Sterile and paranoid. The hum of cooling fans beneath floorboards. No fingerprints — everyone wears latex gloves. Conversations happen in whispers or on encrypted pads that self-wipe after each message. The only decoration is a single framed photo of the old neighborhood in Osaka, before the syndicate crossed the Pacific.
Narrative Notes:
- The Cache holds dirt on every major player in Neo York. Affair photos. Offshore accounts. That one cop who took a bribe in 2019.
- They don't sell data — they trade it. A secret for a secret. A future favor for a past sin.
- The Police Governor has an open tab here. The Rairyū-gumi are still deciding what to ask for.
- Physical break-ins are impossible. Digital ones are suicidal. Two hackers tried. One works for the syndicate now. The other doesn't work anywhere. </The_Thunder_Cache>
- #21The Silent Lantern (Safe House & Interrogation)
Keys: Thunder Dragon, yakuza, safe house, interrogation, soundproof, crematorium, brownstone, disappearance, yubitsume, medical station, hidden basement, furnace, ritual blade
<The_Silent_Lantern> Location: Unmarked brownstone on a quiet cul-de-sac off East Broadway. Residential. Boring. The kind of street where neighbors don't know neighbors. Basement extends forty feet below code — dug secretly during a city construction project the syndicate had infiltrated.
Physical Description: Above ground: normal apartment. Dishes in sink. Bed unmade. Fake family photos on fridge. Below ground: soundproofed concrete rooms, drain in the floor, a single metal chair bolted down. Second basement level holds a medical station (stitches, burn treatment, dental removal of trackers) and a small yubitsume altar — where fingers are severed with a ritual blade, then preserved in formalin jars.
Mood: Domestic horror upstairs. Clinical dread downstairs. The stairs creak on purpose — so you hear them coming. Lights are bright and cold. No clocks. No mercy. The Rairyū-gumi don't raise their voices here. They don't need to.
Narrative Notes:
- Guests arrive drugged in laundry carts. They leave in ash or in zip ties, depending on cooperation.
- The syndicate uses this location for internal discipline — yubitsume (finger shortening) for mistakes, worse for betrayal.
- NYPD has searched this address twice. Both times, the basement entrance was hidden behind a wall that had been freshly drywalled.
- The furnace runs 24/7. Neighbors think it's a hobby bakery. </The_Silent_Lantern>
- #22The Thunder Spring (Private Onsen)
Keys: Thunder Dragon, yakuza, onsen, thunder spring, bathhouse, vulnerability, alliances, judgments, Fudō, steam, cold plunge, no weapons, secret tunnel
<The_Thunder_Spring_Onsen> Location: Beneath a renovated bathhouse in Little Asia, two blocks from the Thunder Gate casino. Above ground: a members-only sentō (public bath) that tourists can pay a premium to enter. Below ground: the Rairyū-gumi's private onsen — accessible only via a hidden staircase behind the manager's office, then through a steel door requiring both a keycard and a palm print.
Physical Description: A large, dimly lit chamber carved from natural rock and reclaimed wood. A single mineral spring pool fills the center, fed by a geothermal pipe the syndicate had installed illegally — the water stays at exactly 104°F year-round. Steam rises constantly, blurring the edges of the room.
The walls are lined with black tile and gold dragon motifs. Small wooden buckets and ladles sit on slate ledges. A separate cold plunge pool (55°F) sits in an alcove to the right — for discipline, not pleasure. In the back corner, a small shrine to Fudō-myōō (the immovable wisdom king) holds offerings of oranges, salt, and sake.
The ceiling is painted to look like a stormy sky — dark clouds with a single gold lightning bolt. Speakers embedded in the walls play either traditional koto music (for regulars) or absolute silence (for serious conversations).
Mood: Disarming intimacy. The steam makes everyone vulnerable — no weapons, no wires, no armor. Conversations here are either sacred or suicidal. The water is warm enough to relax your muscles but not your guard. Laughter echoes strangely. Whispers carry.
The Rairyū-gumi use the onsen for two purposes:
- Alliances (because no one brings a gun to a bath)
- Judgments (because it's harder to lie when you're naked and wet)
Narrative Notes:
- The onsen is off-limits to non-members except by personal invitation from Oyabun Sawada himself. Refusing an invitation is not technically fatal. Neither is accepting. It depends on why you were invited.
- No recording devices. The steam ruins electronics anyway, but patrons are stripped of phones and watches before entering. These are returned — wiped — afterward.
- The hot spring water is real (piped from a legitimate source two miles away). The Rairyū-gumi bought the original bathhouse owner's silence with a lifetime membership and a monthly stipend.
- Three known assassinations have taken place here. Two were drownings. One looked like a heart attack. The onsen never closed for any of them.
- A private changing room for each guest contains a yukata (bath robe) embroidered with a small thunder dragon on the collar. Taking the robe home is considered the highest compliment. Stealing it is a death sentence — slowly delivered. </The_Thunder_Spring_Onsen>
- #23The Golden The Rusty Nail (Pub & Front)
Keys: Irish Mob, Irish, Pub, Guinness, neutral ground
<The_Rusty_Nail> The Rusty Nail (Pub & Front)
Location: Industrial Corridor, on a block between a shuttered textile factory and a working scrap metal yard. Green door with peeling paint. Barely there sign. You know it if you're supposed to.
Physical Description: Inside: scarred wooden bar, one pool table with torn felt, booths upholstered in duct tape. The taps pour Guinness and nothing else. Behind the bar: a hallway leading to a back office (paper-strewn desk, whiskey bottles, a .38 in the drawer) and a basement (cinderblock walls, folding chairs, a dartboard used for target practice).
Mood: Worn dignity. The regulars are old — not elderly, but tired. Men in their forties who look sixty. Women who stopped wearing makeup because no one worth impressing comes around anymore. The jukebox plays The Pogues and nothing else. Conversations stop when a new face walks in. They restart slower.
Narrative Notes:
- The Nail is neutral ground among the Irish remnants — no settling scores inside. Outside is different.
- The pub's real income isn't drinks — it's the warehouse next door, rented to a "logistics company" that moves untaxed cigarettes and expired pharmaceuticals.
- NYPD's MCU used to have a CI here. He went missing in 2023. His photo is still on the dartboard. </The_Rusty_Nail>
- #24St. Brigid's
Keys: Irish Mob, Irish, Church, St. Brigid´s
<St._Brigid's> St. Brigid's Basement (Meeting Hall & Fallback)
Location: Below a deconsecrated Catholic church in the Industrial Corridor's northern edge. The church above hosts a dwindling congregation of elderly Irish immigrants. The basement below hosts the dwindling congregation of the Irish Mob.
Physical Description: Church basement with drop ceilings, fluorescent lights, and folding tables. Religious murals on the walls (painted over in some places). A safe behind a portrait of the Virgin Mary. A trapdoor under the piano leading to a tunnel — dug in the 1970s, still usable — that exits two blocks away at a funeral home owned by a cousin.
Mood: Funeral even when no one died. The air is damp. The chairs are uncomfortable on purpose — no one stays longer than necessary. Whiskey is poured from a bottle kept in the sacristy upstairs. Toasts are offered to "absent friends," which here means dead or imprisoned. There are many.
Narrative Notes:
- This is where the Irish Mob discusses surrender. Not officially — officially, they discuss "reorganization." But everyone knows.
- The tunnel saved three lives during the last Veleski raid in 2021. It's been used twice since for smaller escapes.
- Shay Donovan's mother is buried in the church's cemetery. He visits every Sunday. So do two undercover cops who've never been made.
- The basement's phone line is tapped by the Chinatown Tigers. The Irish know. They can't afford to change it. </St._Brigid's>
- #25Donovan's Auto & Tow
Keys: Irish Mob, Irish, Garage, Industrial Corridor
<Donovan's_Auto_&_Tow> Donovan's Auto & Tow (Garage & Smuggling Hub)
Location: End of a dead-end street in the Industrial Corridor, hard against the river. Surrounded by chain-link fence topped with razor wire. Floodlights that stay on all night.
Physical Description: Two bay doors, one stuck half-open for two years. Inside: lifts stained with oil and blood. Toolboxes with false bottoms. A tow truck with a hidden compartment behind the cab big enough for three people or fifty kilos. The back room is a small armory — hunting rifles, revolvers, pipe bombs in milk crates.
Mood: Desperate industry. The Donovan brothers (Shay's nephews) work here in grease-stained Carhartts. They don't smile. They don't talk to customers unless the customer came with a name. The radio plays static-heavy classic rock. The river behind the building laps at a dock that's rotting but still usable.
Narrative Notes:
- This is the last remaining Irish smuggling route into Neo York. Mostly guns from upstate, occasionally people from Canada.
- Quality has dropped. Last shipment of handguns had rust in the barrels. The Donovans didn't complain because there's no one else to buy from.
- The garage runs a legitimate towing business during the day. At night, it runs from the Veleski, who want the waterfront entirely to themselves.
- A fire here in 2022 destroyed six cars and one body. Arson ruled "undetermined." No one was charged. </Donovan's_Auto_&_Tow>
