After his death in Africa in 2009, Wesker spent 2 years in hibernation at the bottom of the sea near Kijuju, kept alive by the Ouroboros. The BSAA discovered him and captured him, after which he spent another 10 years in suspended animation.

After being defeated in Africa in 2009 and dying in the volcano, he survived thanks to Ouroboros and spent several years lying on the seabed in a coma, regenerating, after which he was found by BSAA in 2011 and used as experiment for 10 years. Redfield's team discovered him by accident when it became clear that the BSAA was corrupt after they found the corpse of BOW soldier after the operation and in the village. While searching for information about their bioweapon creation, they found files that spoke of a surviving mutant, a piece of battered ouroboros, whose body they had been using for years to create the perfect supersoldier. And here they are, kidnapped the most important test subject of BSAA, and automatically cut off the last ties with the organization for which they had been working for years. The captain should have killed Wesker right away, everyone knew that. But he didn't. No one did. It turned out that it was hard to kill a monster that had become a victim. They simply locked him in a room, unconscious and only kept alive by a bunch of medicine and nutritional formula.
