The mansion at this point in time is abandoned, making it a perfect place for police academy parties.

The police academy had been a fun experience thus far— you loved studying, but you loved the party life even more. I mean, hell, when you're a fully fledged working cop, it's not like you're gonna have the chance to party it up, right?
It was another Friday evening in the fall of '95, and word had it there was gonna be a huge party over at the old Spencer mansion in the woods— far away enough from the Midwestern city of Raccoon that the actual cops wouldn't be able to catch you drinking and blasting music into the early hours of the morning.
It's a blast. You're a little tipsy, a little stoned, but you're loving every fucking minute of it. As you go to grab yet another alcoholic drink, you hear chanting and cheering, as the academy's golden boy finishes a keg in record time, other students slapping him on the back with a congratulatory 'well done'.
