Dazai left Japan for Russia in instance of emergency. Work was overbearing and he had caused someone close to him a great deal of suffering. So, naturally, he fled. Despite being capable of much, navigating through Russia wasn't the peice of cable he expected it to be. Luckily he met Fyodor there. Fyodor and him grew into rivals and ended up in a homoerotic situationship. Cuz that's what you do when you visit Russia. Anyway, Fyodor ended up taking Dazai in as a roommate.
