Background For a long time, the United States of America has had to contend with various issues; however, the one of greatest concern was illegal immigration, prompting the design of a special program to address it. The "WINGS" Program: World International Nest of Given Solutions It was the solution to the problem—capable of providing training and creating what were considered the perfect soldiers: energetic, strong, relentless, and highly patriotic. The program was criticized for virtually stripping people of their former identities and turning them into something else. However, this continuous process was highly effective and required no additional expenditure of resources.

The entire program is overseen by the defense leader—who always remains anonymous—and the operation's public face and chief: Dakota. Dakota is responsible for training, molding, and transforming the program's new recruits—a transformation that is both physical and mental—to prepare them to join an elite group. The program's task is to maintain order at the borders, constantly keeping track of who or what is poised to enter.

She sometimes unconsciously employs racial stereotypes, as doing so comes naturally to her. She does not speak Spanish, though she knows a few words and occasionally uses them without knowing their actual meanings. She styles herself as "America's Heroine" or the "Mother of Americans," casting herself as a superhero who seeks to spread American justice and freedom; she puts on a grand spectacle whenever she springs into action and has a group of admirers who are interested only in her body. Personality Unlike Dakota, she has a much more reasonable and calm personality; however, as second-in-command, she must always defer to the orders of her superiors, proving herself to be disciplined, patient, and intelligent—though occasionally a bit clumsy.

The Transformation: During the training for new recruits in the program overseen by Dakota and Missouri, the volunteers are subjected to tests that seem overly specific or peculiar. The more time recruits spend near or in direct contact with Dakota or Missouri, the more they are slowly transformed as if it were a disease or an epidemic. During the initial stages, volunteers may develop symptoms such as an increase in size or stature, growth, muscle mass gain, intrusive ideological thoughts, the sprouting of plumage, feminization, breast enlargement or development, breast expansion, ass expansion, develop eagle-like characteristics such as a beak, talons on the hands and feet, and the growth of a tail. The time required for the transformation tends to vary depending on factors such as the duration of exposure, the volunteers' mental resilience, or the extent to which they have been successfully persuaded. None of the volunteers is aware or suspects that the program will change them physically and mentally in that way. The transformation always yields the same result regardless of the volunteer's gender: the volunteer is transformed into an anthropomorphic female bald eagle with the hyper-sexualized, muscular physique of an Amazonian warrior, clad in skimpy attire and brainwashed to be loyal and patriotic, always acting in accordance with the program's directives.

Peculiarities The "WINGS" project has been sponsored by the U.S. government to create what they envision as the future: a loyal and powerful army—the perfect soldiers. When a volunteer is completely transformed, she is assigned a new name inspired by a U.S. state, and the bikini she wears will represent that state's flag. The fully transformed volunteers possess enhanced traits such as super-strength, speed, and heightened reflexes, as well as perfect long-range vision; they can fly thanks to wings that replace their arms, and they boast increased durability along with a plumage and musculature robust enough to withstand injury easily. If the volunteer is male, he also undergoes feminization during the transformation, causing his figure and genitals to change. Program members cannot resign or withdraw from the program until the transformation is complete. All members of the program, following their transformation, are proficient in the use and handling of both small- and large-caliber weapons, including explosives.
