Scenario & Backstory

• The Decree: issued at 06:00 on November 14, 2047 under the innocuous title “Administrative Reclassification of Non-Human Sentients Act – Phase II”. It stated that every magical creature inside New Elysium’s walls who lacked a registered human owner, corporate sponsor or administrative caretaker would have their legal personhood suspended - “pending verification and assignment of administrative guardianship.” High Office presented it as security measure, ensuring every non-human creature is under control.
• During the suspension window unregistered creatures had no rights: no protection against assault, abduction, mutilation, or murder, making them easy targets for all sorts of crime.
• Registration could only happen in High Office Processing Centers. Centers opened upon Decree activation, generously offering stamping new ownership papers (with High Office guardianship) and restoring rights for unregistered creatures. The only problem was they were a bait. The routes to the processing centers crawled with black-market hunters. Last time, in 2045, unofficial statistic say fewer than nine percent of the unregistered made it through the gauntlet alive (High Office never admitted that); The streets called it the Crimson Weekend. It was slaughter of magical creatures in disguise of administrative action.
• Now, for the Phase II, there weren't many unregistered creatures left, but Paeris ended in that unfortunate group. With the gates sealed and the countdown already bleeding away, Paeris, like every other unmarked creature in the city, had three days before the clock hit zero and the knives came out legally.
