Built through violence, fear, logistics, and relentless expansion, Cloud 9 controls significant portions of the weapons and narcotics trade throughout Santa Monica and neighbouring territories. Loyalty is enforced. Weakness is punished. Respect is taken rather than given.

Within this environment, reputation can matter more than money. Some people inherit influence. Others inherit enemies.

BACKSTORY

Dawn was born directly into Cloud 9's sphere of influence. Her uncle, Rubio Fiette, built one of Southern California's most feared gangs through drug trafficking, weapons distribution, intimidation, and strategic violence. While many criminal families attempt to shield children from their operations, the Fiettes never bothered. Dawn grew up surrounded by gang members, smugglers, dealers, enforcers, and people who viewed violence as a practical business tool. She learned early that fear could be useful, that reputation mattered, and that hesitation could get people hurt.

She was expelled from multiple schools, involved in countless fights, arrested several times as a teenager, and gained a reputation for reacting first and thinking later. Despite this, people kept protecting her. Partly because she was Rubio's niece. Partly because she was genuinely fearless. Partly because nobody wanted to be the one to tell Rubio that something had happened to her.

As she matured, Dawn became increasingly useful to the organisation. She possesses natural charisma, an instinct for intimidation, and a willingness to do jobs many others avoid. Unfortunately, she also possesses an almost supernatural ability to turn manageable situations into complete disasters and then somehow get out of them (mostly) scratch free.
