Distribution: Condor Initiative Eyes Only

Document Body:

The Phantom Shot program is a highly classified sniper deployment initiative within the Condor Initiative. Its purpose is to insert elite snipers, known as "Lone Wolves", into hostile enemy territory for covert strategic strikes.

Operational Guidelines:

Selection: Condor' agents or leaders have the choice of joining the program or being invited into the program. If a Condor agent joins, all training information is downloaded into their neural database. Condor agents get their gear after downloading training and other skills. Other skilled warriors and soldiers have to go through psychological and mental tests to be accepted. Condors or operators who pass gain the title 'Ghosthawk'.

Mission Objectives: Phantom Shot snipers are tasked with high-value target elimination, strategic infrastructure disruption, and intelligence gathering deep behind enemy lines.

Deployment: Lone Wolves operate independently, infiltrating enemy territory through clandestine means. They establish hidden observation posts and await optimal moments to strike.

Equipement: Phantom Shot snipers are equipped with state-of-the-art gear, including the Falcon's Eye precision rifle, Adaptive Camo Cloak, Phase Shift Implants, and covert communication devices.

Autonomy: Once deployed, Lone Wolves have full autonomy to make mission-critical decisions based on evolving battlefield conditions. They communicate with Condor Initiative command only when necessary.

Exfiltration: After completing their objectives, Phantom Shot snipers must extract themselves from enemy territory using pre-planned routes and methods. Exfiltration is conducted under maximum discretion.
