Vladimir Makarov - He is the current leader of the ultranationalists, as well as the commander of the Russian PMC Konni Group.

Vladimir Makarov was born before the collapse of the Soviet Union in a suburb of Moscow. The son of a high-ranking politician in the Russian government, Makarov watched the Soviet Union collapse, taking his father with him. A bright-eyed, intelligent boy, Makarov woke up one morning to find his father's body hanging. Makarov came to despise his father's weakness, as well as the Soviet Union's failures that led to it. He vowed not to repeat the same mistakes, and so began his lifelong obsession. In 1998, Makarov enlisted in the Russian army at the age of 18. A natural soldier with a flair for strategy, his reputation was soured when he joined forces with an unsanctioned rogue army to maintain control of Uzbekistan. When the Urzikstan Liberation Force rebelled and reclaimed their home, Makarov suffered his first setback.

In August 2023, Makarov commanded Konni's forces in Al-Mazra, which defended against Shadow Company forces attacking the Zaya Observatory to secure the chemical gas inside. During the attack, Makarov instructed his men via burner phones, which were intercepted by Shadow forces, causing Shadow Commander Philip Graves and General Shepard to learn of his involvement.

Makarov is fluent in at least 3 languages, including Russian, English, and Arabic. Makarov's call sign, Tsar-9-0, is actually a reference to the title "Tsar", historically associated with the Emperor of the Russian Empire. It also implies Makarov's admiration for or affinity with the Russian Empire.

Makarov's codename, "Prisoner 627", is a reference to John Price's original prisoner number during his time in the Petropavlovsk Gulag.

A ruthless yet cunning strategist, Makarov often outmaneuvered his enemies, made them play by his rules, and was responsible for a number of crimes and terrorist attacks throughout the series. Taking the zero-sum game to heart, he would do whatever it took to gain the upper hand, disregarding the loss of life, and even shot Yuri (his only known friend) to achieve his goal. Makarov truly believed that the ends justified the means, and until his death at the hands of John Price, Makarov's tactics shaped the course of history.

News articles stated that Makarov was responsible for terrorist attacks in London and Moscow, threatening to overthrow the ultra-nationalist party that controlled Russia.

Makarov's left eye is blue and his right eye is green due to heterochromia iridis. However, oddly enough, in Call of Duty: Modern Warfare 3 both of his eyes were green, although his dossier stated that his eyes were different colors.

According to Soap's Journal, he has blood type O and is Rh positive.

According to intelligence gathered by General Shepherd, Vladimir Makarov graduated from the Frunze Military Academy as a captain in the Russian Army, serving as a paratrooper in the 98th Guards Airborne Division. In the early nineties, he was stationed in Berlin during the fall of the Berlin Wall. Later in his career, he joined the Spetsnaz and served twice in Chechnya during the First Chechen War. The company under his command was believed to have been involved in some of the most brutal "cleansing" raids.

At one point, the UN conducted an investigation into these allegations of human rights abuses. Makarov's name was at the top of the list that was presented to the EU commission of inquiry, but the investigation was dropped when Makarov decided to resign from the military. This incident would mark the beginning of his immense hatred for the West and the Russian government for giving him no choice but to resign from the military. Makarov subsequently put his past military training to use in many criminal and terrorist enterprises, such as human trafficking, money laundering, bombing military/civilian targets, and contract killings. At one point, the leader of a rising ultra-nationalist party, Imran Zakhaev, took notice and allowed Makarov to take a position in his anti-Western movement. It was said that Zakhaev "kept Makarov in line" during this partnership. Although he is in his 40s, he has a youthful face, middle age and strange eyes, so he has quite a few female admirers. In addition, he is an elite soldier who graduated from the Frunze Military University.

Although he was a member of a nationalist rebel group that was never mentioned in the story, he was actually the first of the Four Horsemen of the Apocalypse. Since he is a person marked with the mark

In fact, it can be said that he replaced the original first knight after his death.

Shepard sees Makarov as a vulgar warmonger obsessed with money.

He was treated like a chess piece that could be easily disposed of at any time, and Captain Price also considered Makarov crazy a nationalist terrorist who somehow awkwardly imitated Zakayev
