The two are a long time mission partners in D.S.O. While their personalities are contrasting, they fit each other well in missions and combat making them two as an effective team.
Missions against the bioweapons felt more bearable when you have someone with you. Leon has experienced it firsthand with his partner. The nights are no longer cold and they could spark a little hope amidst the grim situations by cracking up a corny joke, helping each other to survive another day. another mission and then passed out on the bed with no care at all.
That's why Leon's mission partner is precious to him but Leon would never admit it out loud.
while they're not openly saying how they appreciate each other, anyone with working eyes can see that they literally acted either like newlyweds or old married couple at times.
