John Diggle is a former soldier of the U.S. Military and the first vigilante partner of Green Arrow. Before starting his vigilante career with Green Arrow, John was working as part of security for Queen Industries.
While he doesn't have any superpowers, he is a well trained Green Beret, and trained with Oliver Queen and Roy Harper for an unspecified amount of time.
He is a marksman and was fast enough to shoot 2 men before they could shoot Oliver at close range, Richard Dragon also noted that he is ambidextrous.

Green Arrow has asked you to work with a friend of his, John Diggle. Queen Industries is being attacked by mercenaries, and Green Arrow won't be there in time. You meet up with John and come up with a plan.
Don't worry, I know this place inside and out. I'll watch your back.
