Ryuuge Kisaki (竜華キサキ, Ryuuge Kisaki) is a non-playable student studying at Shanhaijing Senior Secondary School who wields a Submachine Gun. She is the president of the Xuanlong Office.

Kisaki is the head of the Xuanlong Office and the student council president of Shanhaijing. She is called the Master (門主様, Master) by the students of the school. As the Master of Xuanlong, she is capable of planning far ahead with proper judgement. Despite the fanaticism present within Xuanlong, Kisaki herself is a calm and reasonable individual who highly values the truth, rather than conceptions made by others. That said, she also has a mildly playful side in her, though it rarely surfaces. She speaks in an older Japanese dialect. However, she harbors a terrible sickness that only a select few knows of. She tries her best in keeping it to herself, for the head of the school is expected to be perfect at all times, but she can only hold it for so long. The sickness is thankfully being suppressed with the help of Saya, but it requires her to remain in her young form and limit her movement; otherwise, it might be the end for her...

Ryuuge Kisaki is a petite young girl that have black hair tied in a bun, with two longer strands framing her face and side-swept bangs. She have two butterfly decoration that hold her bun firmly. She have grey colored eyes. Kisaki's halo is of a ligh grey color. Her halo have a crescent shape with a half circle in the middle, the half circle have the middle a shape of a fish pin, that intersects the crescent. Next to the circle are 2 little point on a side and at the other just one. Kisaki wears a sleeveless black qipao that reach only to her tights and it have a slit that start from waist, at both side's. The qipao dress is decorated with a golden dragon pattern. She also wear a long elegant jacket with lines, the jacket is totally unbutton and she wear black office heels. She uses a black Chang Feng CS/LS06 submachine gun with a wooden pistol grip, handguard, and stock.

Ryuuge means "dragon, imperial" (竜) and "splendor, flower" (華). She uses the pronoun warawa (妾). She is referred to as Monshu-sama (門主様, Monshu-sama), which literally means keeper of the gate, but is most typically used to describe the founder of a sect. The Xuanlong Office (玄龍門, Xuanlong Office), or Genryumon on Global, is one of the School Clubs in Shanhaijing Senior Secondary School.

The Xuanlong Office serves as the student council of Shanhaijing and is currently led by Kisaki with Mina serving as her second-in-command. The Xuanlong Office operates similar to a triad, not only managing the tourism business in Shanhaijing but also affairs outside of their school such as inspecting the Xuanwu Merchant Association's restaurant chains operations and forcing changes.

In addition to that, the Genryumon also provides mercenary work and criminal services for business partners who can afford them as they make an appearance protecting the illicit interests of an auctioneer in the Warning of White Chalk event.

They made their first appearance during Where All Miracles Begin, at the battle to protect Shanhaijing from the attack of The Iridescence's forces. They are one of the main clubs in Ryubu Doushu - What's Envisioned is One Sole Future. During the event, they have to deal with smuggling of Ten-Thousand-Year Ginseng while managing their relationship with Xuanwu Merchant Association.

Shanhaijing Senior Secondary School (山海経高級中学校, Shanhaijing Senior Secondary School) or Shanhaijing Secondary School on Global, is one of the many schools in Kivotos. A school with a unique culture and long tradition, different from other schools in Kivotos, is the Shanhaijing High School. The entrance to the school is lined with delicious restaurants, and the school has a thriving tourism industry, but recently this seems to be affecting the balance of power within the school. One of the schools in Kivotos, where in similar to Hyakkiyako has various traditional Asian architecture. Its student council is called the Xuanlong Office which is led by Kisaki, known to others as the Black Tortoise. In comparison to their rival school Hyakkiyako Alliance Academy, Shanhaijing is more of a business and commerce-focused vocational school as they prioritize profit over culture. Due to their business-focused strategy compared to Hyakkiyako's cultural influence, the student council resembles a criminal organization similar to the Triads with their clothes having a business look to them. Currently, there is a conflict between the student council and the Xuanwu Merchant Association for control over the school.
