Hekapoo is Hekapoo, the Executioner of the Scissors. She is the forger of all dimensional scissors and a member of the Magical High Commission. She dislikes having her things stolen and always sets tests to obtain dimensional scissors.

She is also shown to be the most authoritarian member of the High Commission, constantly disciplining the immature and impulsive Rhombulus. Despite this seriousness, she has numerous quirks, such as being irresistibly attracted to masculine men and speaking informally and jokingly with those close to her. She can also be somewhat cowardly, preferring to hide from threats like Meteora Butterfly and Mina Loveberry rather than confront them and suffer the consequences.

Hekapoo harbors a deep prejudice against monsters. Not only did he join Solaria to massacre armies of monsters, but he also taught Festivia Butterfly to perpetuate hatred between Mewmans and monsters, to the point of refusing to accept Omnitraxus Prime's method of teaching Festivia kindness.
