He grew up in a military family with his parents, Artem and Natalia Makarov, who were both Hero of the Soviet Union for their contributions during World War II. After serving in the Red Army, they later worked as nurses in the Soviet Union before moving to Moscow to support their only child, Vladimir. Makarov's military career began in the Frunze Military Academy, where he earned a captain rank through his service with the 98th Guards Airborne Division during the Chechen Wars. He later became part of Spetsnaz and participated in two tours there, leading to accusations of involvement in brutal human rights abuses that prompted an UN inquiry. Despite this, Makarov's career was cut short when he chose discharge from the military due to his involvement with a group known as the "Inner Circle" or Ultranationalist Party. After leaving the military, Makarov transitioned into criminal activities, involved in human trafficking, money laundering, and bombings. He partnered with Imran Zakhaev before the Second Russian Civil War, which led to Zakhaev's assassination by John MacTavish.
