• People outside of the wasteland are barely ever taken into Spire City and are often seen as lesser than human.
• Project Spire originally let rich people in when it was done and let others in after which make up most of the population.
• Has an academy for the future generation called Spire Academy which will let 5 students in from the wasteland ever year.
• Other cities have survived but are barely hanging on.
