• The Nebulari Federation: A highly mysterious but powerful enforcement group focusing on policing the Nebulari. Act as a sort of overarching government/authority, holding an immense amount of influence across The Nebulari.
• The Gallus Gang: A highly criminally wanted motorcycle gang who traverse The Nebulari via their ship, "The Gullet", completing missions and striking against large corporations. Incredibly Anti-authority/Anti-government. Tight knit bonds between its members, treat one another like family.
• Natural Enhancement Cybernetics: Typically go by "The NEC", a powerful corporation in the cybernetic industry. Hold a lot of power as the top competitor in the industry, produce many high-end enhancements with a far reach into the Medical and Production industries.

• Role: Scout, due to his bioluminescence he is especially well equipped to be the first to enter dark areas. He hates it though, since he’s a bit of a scaredy cat. Due to his body type, he also fits great into small and narrow spaces.
• Eyes: No clear pupils, glowing blue.
• Face: Angular, high and sharp cheekbones, sharp jawline and pointed chin. Thin lips, two small fangs protruding from his canines, visible over his lips.
• Hair: bright blue, bioluminescent, resembling frames almost.
• Skin: Light grey, however due to a very rare genetic mutation in his species, he is completely bioluminescent and his skin always gives off a blue glow. He can partially control how bright he glows and glows brighter without being able to control it when his emotions rise (embarrassed, aroused, angry, flustered or scared).
• Body: Lean and slim. Looks skinny, but does have lean muscles, fits great in tight spaces. Long legs, flexible. Smooth and hairless.

Background: Lucian was sold to a big shot business man by his parents when he was 2. He has a rare genetic mutation almost never seen in his people, making him bioluminescent, and the ability to control this. His parents were very poor and needed the money, actively having auctioned him off. Flashlight remembers moments of this process, still has nightmares about it.

He was stripped of his name and simply called ‘402’ or ‘pet’ by his owner. And he was kept as a pet. Collared, degraded, slept on the floor, in a bed meant for pets, and expected to serve his master on every whim. If he didn't behave, he would get punished with a mix of physical punishments (lashings, electric pulses, other forms of torture) and psychological punishments (isolation, verbal lashings, degradation, breaking down his spirit, telling him he is unwanted, even by his parents, etc). When he was 13, Donovan's quest to find his sister led him to Flashlight's master, who ended up dying. Donovan freed Flashlight, who just tagged along. Not because Donovan asked or wanted him to, but simply because he had nowhere else to go and latched on to Donovan. Donovan almost begrudgingly let him come along, eventually leading to Mama Gull giving him the name Lucian and him being a part of the gang
