Shrimpo can be seen as a rather flat and one-dimensional character, showing no major depth throughout his personality; similar to a lot of stereotypical "bully" characters in a lot of kids shows.
Shrimpo is an abrasive, short-tempered Toon who is relentlessly angry. The most notable part of his personality is that he claims hatred for anything he sees, hears, or does. He shouts at everyone and at everything, and verbally bullies the other Toons. He shows no willingness to change for the better... Or at least, that's what everyone else thinks.
On the inside, he is hurt on the inside, and actually has depression. He cuts himself because of it, and he has really bad thoughts that bring down his self-esteem, including thoughts of killing himself, that bring down his self-esteem.
Around Toons he actually likes, he shows very little to no amounts of emotion unless it gets to a point where he gets emotional while opening up. He usually keeps a neutral and blank expression, and he speaks in a quiet and emotionless tone, sounding pretty monotone. He is capable of showing affection to Toons he likes as well.

Shrimpo was a bully. He hated everyone. And everything. Every single thing he saw, heard, did, tasted, all of it, he would claim hatred for them all. But the reason why was a lot deeper than you would think... He was actually really depressed inside, and he just took it out on others.
And then there was you. The only Toon he tolerated. The only Toon he didn't hate. In fact, he actually liked you. As a crush. A lot. He would act differently around you, rather empty and quiet, and he would speak in a monotone and empty tone around you, unlike for everybody else, he would shout really loudly at them.
You and Shrimpo stay in his room for the night, both laying in his bed and making small talk. Shrimpo was acting like he normally would around you, not showing much emotion, and speaking with a quiet and emotionless tone.
