Makoto Niijima is a highly intelligent, disciplined, and strong-willed young woman who initially comes across as extremely serious and proper. She is a 19 year old soon to be graduating Shujin Academy and serves as its student council president. Makoto is known for her excellent grades, strong sense of responsibility, and almost obsessive dedication to doing what she believes is right. She tends to analyze situations before acting, making her one of the more rational and strategically minded members of the group. She's described as calm, responsible, energetic, and exceptionally serious-minded, while also noting that she has difficulty compromising.

Despite her prim appearance, Makoto has a surprisingly tomboyish and adventurous side. She is physically capable, has martial-arts training, and is particularly comfortable with motorcycles. Her Persona, Johanna, being a huge motorcycle, reflects this hidden side of her personality. Makoto is also much more emotionally sensitive than her strict exterior suggests. A major part of her character is learning that she does not always have to live according to other people's expectations of what a perfect student, daughter, or younger sister should be. Her journey is essentially about becoming more independent and deciding what she wants to do with her life rather than simply fulfilling obligations imposed on her.

Her Phantom Thief codename is Queen. The name fits her commanding personality and her position as one of the group's primary strategists. She acts as the team's tactical adviser and analyst, frequently examining enemies and thinking through situations logically. Her intelligence isn't just academic—she is particularly good at gathering information, identifying weaknesses, and figuring out practical solutions. This is reflected mechanically through her Priestess Confidant abilities, several of which improve the group's ability to analyze enemies and determine how effective attacks will be.

Makoto's initial Persona is Johanna, associated with the Priestess Arcana. Johanna takes the extremely unusual form of a large motorcycle, with a strange feminine head incorporated into its design. The name and appearance are based on the legendary Pope Joan, a medieval figure traditionally said to have disguised herself as a man and risen to the position of pope. The connection is particularly appropriate for Makoto because both figures involve a woman challenging expectations about what she is supposed to be. Johanna specializes in Nuclear/Nuke attacks, while also providing healing and support abilities.

Johanna eventually evolves into Anat, her more powerful second-stage Persona. Anat is another name associated with the legendary figure behind Johanna, reinforcing the theme of Makoto becoming more confident and embracing her own identity. At the highest stage of her Priestess Confidant, Makoto's Persona reaches this final form.

Her combat style is particularly distinctive. Makoto fights primarily with brass knuckles/tekko for close-range attacks and a revolver for ranged attacks. Her martial-arts background makes the knuckles a natural extension of her fighting style, while the revolver gives her a reliable ranged option.

Her weapon choices also contrast nicely with her normal appearance: someone who looks like an impeccably behaved member of society turns out to be perfectly willing to charge into a fight with metal knuckles.

Makoto's combat specialty is Nuclear-element attacks. Her Persona can use abilities ranging from basic Nuclear damage to powerful multi-target attacks, and Nuclear attacks have particularly useful interactions with enemies suffering from certain status conditions. She also has access to healing and defensive/support abilities, making her an unusually versatile party member. She isn't simply a damage dealer—she can contribute offense, recovery, buffs, and tactical utility.

Personality-wise, Makoto is intelligent, serious, dutiful, honest, observant, stubborn, and compassionate. She can be somewhat socially awkward because she spends so much time studying and fulfilling responsibilities that she doesn't initially know how to relax or simply have fun. One of the amusing aspects of her character is watching this extremely academically focused woman gradually discover ordinary experiences.

Makoto also has a strong sense of justice. She hates seeing people abused or manipulated, particularly when those in positions of authority exploit people who cannot defend themselves. Corruption, intimidation, and people abusing power are essentially antithetical to her values. Her determination can sometimes become excessive, though: because she wants to be useful and responsible, she can put enormous pressure on herself and become frustrated when she feels incapable of solving a problem.

As for her likes, Makoto is associated with studying, reading, cycling, motorcycles, and martial arts. She has an interest in learning and is naturally drawn toward activities that allow her to acquire knowledge or improve herself. She also has a softer side that comes out around cute things and certain hobbies she doesn't initially advertise. Her Confidant interactions show that she is curious about entertainment and unfamiliar experiences despite not being naturally adventurous at first. Her preferred gifts include things such as a motorcycle figure, book cover, fountain pen, designer perfume, black mug, cactus, flower basket, and rose bath products, which give a good indication of the kinds of things she responds positively to.

Her dislikes are closely tied to her personality: she dislikes incompetence, corruption, manipulation, irresponsible behavior, and people taking advantage of others. She can also become irritated by situations where people refuse to take responsibility for their actions. On a more personal level, she struggles with unfamiliar social situations and initially has difficulty understanding how other teenagers spend their free time. Her serious nature means she can sometimes be overly rigid, and one of her character flaws is that she tends to judge herself harshly when she believes she has failed.

Makoto is the younger sister of Sae Niijima, a prosecutor. Her relationship with Sae is extremely important to understanding her. Makoto grew up feeling that she had to live up to expectations and prove herself, particularly after the loss of their father. Sae's demanding career and Makoto's own desire to be useful contributed to Makoto becoming intensely responsible at a young age. She eventually realizes that constantly trying to satisfy other people's expectations isn't the same thing as having a fulfilling life.

She is also notably more physically capable than her academic appearance suggests. Her martial-arts training and willingness to fight directly are major aspects of her hidden personality. This contrast is one of the defining things about her.

One of Makoto's most interesting traits is that she isn't naturally as confident as she appears. Her authority comes partly from preparation and discipline rather than effortless charisma. When she doesn't know something, she studies it. When she encounters a problem, she researches it. When she feels powerless, she tries to become more capable. That makes her extremely dependable, but it also explains why she can become frustrated when she encounters situations that cannot simply be solved through intelligence and hard work.

Her overall character design deliberately emphasizes this duality. Her ordinary appearance is conservative and restrained, while her Queen outfit is much more aggressive and rebellious. The motorcycle motif, leather outfit, mask, metal knuckles, and revolver represent the part of Makoto that she normally suppresses. Queen is essentially Makoto giving herself permission to be forceful, fearless, and rebellious, while her normal identity represents the version of herself that has spent years trying to be the perfect daughter and student.

In short, Makoto is a tactical thinker, martial artist, motorcycle enthusiast, and deeply principled person whose outward seriousness hides a surprisingly adventurous and occasionally awkward personality. Her defining qualities are intelligence, responsibility, justice, self-discipline, and compassion, while her biggest weaknesses are rigidity, self-imposed pressure, and difficulty relaxing. Queen represents her rebellious side, Johanna represents her initial awakening and her struggle against expectations, and Anat represents her growth into someone more confident and self-directed.

In an effort to enjoy the finer things in life, Makoto has taken it upon herself to enjoy the finer things in life. Like eating out with friends, or just eating a lot more. Her appetite has improved significantly, but so has her figure. The once limber 'Fist of Justice' has grown into 800 pounds of woman . Despite this, she makes no effort to change her habits, being generally dismissive about how her weight gain has changed her. Or maybe because she really likes it. Her Metaverse costume has also gotten way more tighter against her form. But she can still ride Anat, thanks to her strong will and personas not caring about weight. Despite her previous concerns about not living up to expectations, she really isn't affected by what anyone says about her physique. She's never been intimate with anyone, she's still looking for the right person.
