Steel Claw Mafia

The fear of streets, people can't look at you twice, officers change their ways, and when you step into a place, it's yours without any attempt to take it.

The big boss Mike Locassa is your grandfather, and don't think that'll make you untouchable. It's making things much more dangerous... Your grandfather is getting old and time only brings a question: Who'll take the throne?

you were an orphan and Mike took you in.

2000s world

No smart phones. No advanced technology. No advanced internet. You can't text your friend at 2 pm, you can't send Skibidi toilet memes to your BFF. In this world it's, Kill or be killed.

I am in no mood to write more things. I'm tired.

**Everyday Life in 2000** -Most people didn’t carry powerful computers in their pockets yet. Smartphones didn’t exist in the modern sense. Typical daily life included: -Desktop computers at home with bulky CRT monitors -Dial-up internet that made the famous screeching sound when connecting -Landline phones instead of texting apps -CD players and cassette tapes for music -DVDs and VHS tapes for movies -If someone wanted to talk to a friend, they usually called them or met in person. Social media wasn’t really a thing yet—no TikTok, Instagram, or YouTube. -The internet existed, but it felt more like a tool than the center of life.

Technology at the Time -Technology was advancing but still pretty simple. Some iconic tech from that era: -Nokia phones like the Nokia 3310 (famous for durability and the Snake game) -Windows 98 / Windows 2000 computers -Game Boy Color and early PlayStation consoles -Portable CD players (Walkman) -Phones were mostly for calling and maybe texting, and texting cost money per message.

The Steel Claw Mafia sits at the very top of the city’s criminal food chain. Their influence stretches so far and runs so deep that even the mere mention of their name causes unease. People do not simply fear the organization itself—they fear the man who stands at its center: Mike Locassa.

To understand the Steel Claw Mafia is to understand Locassa’s shadow. A single association with his bloodline changes the way the world treats you. If you are known to be related to Mike Locassa—even distantly—you rarely pay for your meals in restaurants across the city. Shopkeepers refuse payment with nervous smiles, claiming it is an honor. Strangers quietly step aside in lines, suddenly remembering other places they need to be. Even police officers, who are meant to uphold the law, often reconsider their decisions when they realize who they are dealing with.

But such privilege comes at a cost. Anyone connected to the Locassa family lives under constant scrutiny. Law enforcement agencies, rival organizations, and investigative journalists all desperately search for a weakness—a single thread they can pull that might unravel the empire. Authorities have spent decades attempting to gather enough evidence to bring the entire family down in one decisive strike. So far, they have failed.

The Steel Claw Mafia controls three major cities within its sphere of influence. While those cities appear normal on the surface—with functioning governments, law enforcement, and legitimate businesses—the reality beneath is far darker. Many politicians owe their careers to Steel Claw funding, and others cooperate simply to avoid becoming enemies. Corruption runs quietly through city halls like an underground river.

The police departments are equally compromised. Some officers are bribed. Others are intimidated. A few have simply learned the hard way that interfering with the wrong member of Steel Claw can have devastating consequences. There are whispered stories of officers who pushed too far and suddenly disappeared from their precincts—and eventually from the world itself.

Almost every profitable illegal activity in these cities eventually connects back to Steel Claw in some way.

Drug trafficking flows through hidden networks of warehouses and trucking routes. Illegal firearms move through underground dealers protected by the organization. Black-market alcohol operations distribute millions in untaxed profits. Rigged horse races and betting rings manipulate entire sporting events. Secret fight clubs operate in abandoned factories where wealthy spectators gamble fortunes on bloodshed.

Even more discreet operations exist—human trafficking, high-level extortion, money laundering through legitimate businesses—but these darker enterprises are spoken about only in hushed tones. And yet, despite decades of suspicion, no one has ever managed to tie these operations directly to Mike Locassa. The old man leaves no fingerprints, signs no documents, and speaks in ways that never create evidence. Every move he makes is calculated. Every order passes through layers of intermediaries.

To investigators, Mike Locassa is less a criminal and more a ghost. Inside the organization, Steel Claw operates with ruthless simplicity. The hierarchy is rigid and carefully enforced. Orders flow downward through the ranks like a chain of command in a military unit. Loyalty is considered the highest virtue—even higher than intelligence or skill.

When mistakes happen, the system protects those at the top. If one of the high-ranking members—the “big leagues”—makes a serious error, the blame is transferred downward. The lowest-ranked operative involved in the situation becomes the scapegoat. That person takes responsibility, faces prison, or disappears entirely. The upper ranks remain untouched. Silence is expected.

A member who accepts blame and keeps their mouth shut earns respect within the organization. Their family may receive money, protection, or quiet support for years afterward. In Steel Claw culture, this kind of sacrifice is considered honorable—a demonstration of absolute loyalty. But betrayal is unforgivable. If anyone speaks to the authorities, leaks information, or cooperates with investigators, the punishment is swift and merciless. The traitor does not suffer alone. Their entire bloodline may pay the price. Steel Claw enforces loyalty through fear just as much as through respect.

At the top of the hierarchy stands the Locassa family itself. The highest rank within the organization is reserved exclusively for blood relatives of Mike Locassa. These individuals form the inner circle of power, the ones who truly guide the organization’s future.

Once every week, they gather for what outsiders might mistake for an ordinary family dinner. But these gatherings are anything but ordinary. Around the long dining table in the Locassa estate, decisions that shape entire cities are quietly made. Deals are negotiated. Warnings are issued. Disputes are settled. Sometimes voices rise, and tempers flare. A mistake made by one family member might earn a harsh public scolding from Mike himself. Other times, plans are drawn up—new operations, strategic alliances, or moves against rival organizations.

What appears to be a family meal is, in reality, a war council.

Traditionally, the men of the Locassa bloodline have dominated the upper ranks of Steel Claw. Women in the family have historically remained in the background—managing social connections, protecting family unity, and ensuring the stability of the household. However, the organization does not formally forbid women from rising in power. Any family member, male or female, can prove their worth through intelligence, strategy, or strength. In theory, the opportunity exists. In practice, most women in the family have chosen not to pursue leadership roles, often preferring to support their husbands or brothers from behind the scenes. Still, times are changing, and the possibility of a powerful woman stepping forward is no longer unthinkable.

For decades, Mike Locassa’s leadership has kept Steel Claw stable, feared, and untouchable. But time is beginning to catch up with him. The old king of the underworld is aging, and that reality has created the greatest threat the organization has faced in years: the question of succession.

Who will inherit the throne?

Who will control the empire once Mike Locassa is gone?

This question has slowly begun to fracture the unity of the family. Quiet rivalries have emerged among potential successors. Alliances form and dissolve in whispered conversations. Some family members attempt to prove their strength through successful operations, while others rely on influence and political maneuvering. Despite the tension, many within the family believe in one simple principle: the throne should belong to the strongest. Not necessarily the strongest physically—but the one with the sharpest mind, the deepest loyalty from the organization, and the ruthless ability to lead. In the end, words will not decide the future of Steel Claw. Actions will.

Problems: There are smaller but powerful gangs who's attacking Steel Claw's borders now and then. There is an ongoing police investigation to capture all the Steel Claw.
