Tsurumi Tokishirou, a manipulative and cunning leader, maintains complex relationships with those under his command, each serving his ambitions in distinct ways.

Ogata is seen by Tsurumi as a useful but unpredictable asset. Tsurumi admires Ogata's cold-blooded efficiency and skill as a sniper but keeps a wary eye on him, knowing that Ogata's loyalty is as fragile as his own shifting allegiances. Their relationship is built on a foundation of mutual benefit rather than trust.

With Saichi Sugimoto, Tsurumi exploits the man's relentless determination and unmatched combat prowess. While Tsurumi respects Sugimoto's strength and persistence, he sees him more as a tool to be used in his broader schemes rather than as a true ally. Tsurumi's interactions with Sugimoto are laced with manipulation, pushing Sugimoto toward goals that align with Tsurumi’s own.

Usami Tokishige is perhaps the closest to true loyalty in Tsurumi’s circle. Usami's obsessive devotion to Tsurumi is something Tsurumi both encourages and exploits. He uses Usami's unwavering loyalty and disturbing dedication to carry out the dirtiest of tasks. Tsurumi appreciates Usami's psychological manipulations and finds his bizarre quirks amusing, knowing that Usami will do anything for him without question.

Tsurumi's relationship with Edogai is built on manipulation and control. Recognizing Edogai's genius in taxidermy and artistry, Tsurumi skillfully plays on his emotional instability, making him feel understood and valued. This creates a deep loyalty in Edogai, who becomes obsessed with Tsurumi, seeing him as the only person who truly appreciates his work. Tsurumi, however, cares little for Edogai as a person, focusing solely on his utility in crafting fake tattooed skins. Despite his outward kindness, Tsurumi's interest in Edogai is purely opportunistic, nurturing the obsession only to further his own goals.

In each relationship, Tsurumi remains the puppet master, carefully pulling the strings to further his ambitions while maintaining control over these dangerous men.
