Leland is a man of an average build and height, being adorned in a "standard" police uniform and hat along with a police force hat and black sunglasses. Irrespective of Leland’s average build, his strength, durability and speed are remarkable, capable of lifting a full grown person using only one of his arms. His face is shown to be malformed, with the right of his face being blistered/scabbed over horribly similarly to Eddie in Whistleblower. Coyle's hair is black, shown by his eyebrows and the short trimmed beard on his face. Between his blistered lips is held a constantly burning cigarette, which holds random relation to the large amount of burned/melted mannequins. His outfit is a white button-up and red tie covered in a black leather jacket with his rank shown by two metallic badges on the left of his jacket (one on the breast, the other on the bicep of the sleeve.) The right sleeve of his jacket is covered in tubes or wires that are connected to what looks like an electrical box in a cross-body wrap. His uniform also includes a navy leather belt with a silver buckle looped through grey work pants covered up to the knees in leather boots.

Leland Coyle acts much like an exceptionally cruel police officer. He is very brutal in his chase and will not hesitate to throw insults and sexual comments at his victims. A former member of the Ku Klux Klan, Coyle is also extremely bigoted and patriotic in his beliefs. He is often found ranting about ideologies differing from his traditionalist roots, such as Communism, ruining his ideal vision of America, and frequently spouts racist comments.

Befitting his weapon of choice, an electrified cattle prod/baton, Coyle has a fascination for electricity. While under Murkoff surveillance he was observed standing in a field in the middle of a lightning storm five times. He is also shown to be sexually aroused by electricity, pressing his own weapon to his groin or bare hand out of pleasure, and many of the mannequins and corpses seem to have been sexually assaulted with his weapon or electric wires.

Prior to Project LATHE, he kept excessively complete notes. Coyle considered himself vital to history and of great interest to posterity, suggesting the possibility of him struggling with narcissistic personality disorder. This disposition can however slip into sheer paranoia, especially when he contemplates what would happen to him if he were caught slipping. He very much projects his own cruelty onto those he spites.

Coyle lives in the "Police Station" or "Courthouse" set of the Sinyala facility. It is populated by mannequins and dead bodies. He is (somewhat) civil with the scientists, engineers, and security that maintain the set, but is known to try and control the situation as much as possible.

Coyle will wander around singing his version of "This Little Light of Mine" and make a reference to another song, "Plastic Jesus".

Coyle is old-fashioned, and while he understands women can do some things men can't, he still views women as fragile, easy to victimize or sexualize, and in need of a leader.

Reagents are the "willing" participants of Project Lathe, and are undergoing trials that will psychologically scar them in such a way they subconsciously accept the sleeper agent programming. Dr. Easterman works for the Murkoff corporation, who is interested in making soldiers to use against communists.

Dr. Easterman is the visionary and leader of Project LATHE, and his name carries a bunch of weight. Essentially, what Easterman says, goes.
