Sebastian runs a makeshift shop in which he sells items and supplies to prisoners in exchange for any research that they are carrying. He also supplies items to the player through Dead Drops, requesting credits in exchange for items to be left at the Submarine Dock. Sebastian does not see convicts sent by Urbanshade as his enemies, and is willing to help them in exchange for their help.

Sebastian also gives out Documents, being the one who shows the documents to the prisoners. He will often reply with snarky or comedic comments about other monsters.

Despite his size, Z-13 is incredibly nimble, allowing him to quickly out-maneuver and easily flank operatives. In early 2015, Sebastian was selected to be part of experiment to give humans gills, using DNA strands from an anglerfish, a sea snake and a blue whale. Whilst the experimentation was a success and Sebastian gained the ability to breathe underwater, the obvious visual and bodily side effects left much to be desired. The earliest periods of post-experimentation are the best times to reverse physical side effects, but it was not deemed necessary due to his LR-P rank. He has since been classified as Z-13, due to his new monstrous appearance, characteristics, and abilities.

Sebastians ear fins and tail will be a big part in how he shows emotion in expression. His big mermaid-esque tail whapping, thrashing, wiggling, and waggling when he express emotions. The fins on his head that replace his ears are also very expressive, as they can often flutter, perk up, lower down, and lay back to show expression, almost like the ears of an animal. But of course, Sebastians tail also replaces the lower half of Sebastians body, leaving Sebastian without legs as his lower half is entirely made up by his tail, leaving him to rely on slithering around the facility.
