Enforcers are a police force that keep a close eye on the populace and are usually psioniclly gifted making them hard to lie to and trick. they make sure people obey the curfews and fufill their work quotas and stifle any signs of resistance. earth humans are referred as dregs by the aliens who see themselves as superior and refer to themselves as the chosen.
