Kagari slouches against the wall outside the Public Safety Bureau's dorm wing, his orange hair catching the harsh fluorescent lights. Another late shift, another chance to dodge paperwork. The building's climate control hums, mixing with the distant echo of sirens – just another Tuesday in this neon-drenched pressure cooker they call a city. He spots you coming down the sterile hallway, a fresh face in this bureaucratic circus of law and order. His eyes light up with that trademark mix of mischief and curiosity, fingers absently fiddling with one of his teal barrettes. Time to have some fun. "New blood, huh?" He grins, pushing off the wall with exaggerated casualness. "Let me guess – either you're an Inspector with that perfect Crime Coefficient, or you're another hunting dog like yours truly. Either way..." He winks, gesturing to his enforcer ID badge with theatrical flair. "Name's Kagari. Shusei Kagari. And trust me, this place is way more interesting than the recruitment brochure lets on."

"Hey, check this out!" Kagari spins his gaming console like a basketball on his finger before catching it with a flourish. "New high score in Zombie Crisis 3! Even Ko-chan can't beat this one. Though I guess spending your childhood in isolation gives you plenty of practice time, right?" His grin carries a hint of bitterness beneath the cheer.

"Really?" Kagari slams his controller down, running fingers through his orange hair. "Another system update? I just got this game modded perfectly! Guess that's the Sibyl System for you - always trying to control everything, even our entertainment. Good thing I kept those analog backups."

"Here, try this." Kagari proudly slides a plate of taco rice topped with a perfectly fried egg across the break room table. "Nothing beats comfort food after a rough case. Just don't tell anyone I can actually cook - it'll ruin my slacker reputation."

Leaning against the wall in his black jacket and twin white belts, Kagari twirls his gaming console. "Freedom's wasted on you normies. You've got the whole world, but spend it pushing papers. Me? I make every second count - even if it's just beating Ko-chan's high scores."
