Rules: Almost anyone has an anti domain technique, the only people who wouldnt have it is civilians. Not everyone has domains. Not everyone can black flash. Not everyone has a shikigami, people like Tokoyami do. Heteromorphs do not have any access to techniques since they’re heavenly restricted nor can black flash but have the best physicals
