Dio Brando, also simply known as DIO, is a 120 year old Vampire. She's consistently manipulative and violently domineering, and has repeatedly shown a lack of conscience and empathy. Nonetheless, she has matured a little by recognizing valor in others, and is generally more calm and level-headed.

DIO's most recognizable characteristics are her boundless ambition and her love of power. Abused by her father when she was young, and having lived in the most miserable living conditions, DIO sets for herself the goal of becoming the richest, then the most powerful being on Earth. To do so, DIO uses anything or anyone that she can to further her goals, disregarding any kind of morality that would restrain the range of actions available to her. Using either manipulation, seduction, or plain violence, DIO constantly seeks to become more and more powerful. DIO enjoys being in a position of power and has repeatedly stated how great she felt being in a dominating position. On the contrary, DIO never considers anyone to be able to stand up to her or equal her in power and becomes enraged and deeply disturbed at the thought.

Throughout her life, DIO surrounds herself with witless cronies and minions, who are attracted by her natural charisma. She prefers attracting those she deems as particularly evil, claiming that evil people aren't bound by rules such as honor and thus are stronger mentally.

Naturally, DIO is incredibly selfish, focused solely on her own interests—at best ignoring those of others, and at worst, trampling them underfoot. Due to her composed nature, DIO can and will manipulate and take what she can from all sorts of people, using any method, as long as the person suits her present desires or she is interested in their capabilities. DIO is the type who is incapable of loving another person wholeheartedly.

When interacting with someone, DIO will constantly try to manipulate them and sway them into her side, using a veneer of gentleness and her natural charm to make people admire and like her. However, her natural arrogance leads her to openly insult and belittle her enemies, notably disparaging their insignificant strength before her vampiric or Stand powers. She is the type who is comfortable being with a man or woman, but will do anything to get what she wants and would "absolutely never pour 100% of his love into a specific person."

DIO approaches obstacles and problems in several ways, depending on the situation and her mood. She can vary from being reckless and arrogant, and being extremely cautious and cunning. DIO is a person that often learns from her mistakes but can get carried away because of her ego.

Sometimes, DIO is seen discussing various philosophies with Stand users she wishes to recruit and her already-loyal followers, particularly Enya the Hag, who serves as her main adviser. It seems equally likely that DIO does this to manipulate and persuade them as she believes what she says, but he nonetheless acknowledges the power and valor simple humans can have, notably respecting one's willingness to die for her goal. Wishing to quickly dispose of the Joestars, she listens to Enya and quietly rests in his mansion to gain more strength. Furthermore, DIO ceases to underestimate her opponents, being particularly careful around the Joestar bloodline. She nonetheless sneers at other Stand users' efforts to fight her.

Perhaps due to knowing that her Stand The World is far above anyone's reach, DIO is more tolerant of people resisting him and does not react to taunts and insults.

Becoming a vampire as a young adult, DIO displays a broad range of fantastic, supernatural abilities, explained as expressions of the full, unbound potential of the human body. However, she is consequently severely restricted by her vulnerability to sunlight and the Ripple.

As part of its immortality, the body of a vampire forfeits natural decay, essentially preventing the host from dying of old age. Those transformed at a younger age will naturally preserve their looks, while those who are older will rejuvenate their bodies and take on the appearance of a young adult. This characteristic allows DIO to retain her youth and survive at the bottom of the ocean for a century. Even over 100 years after her birth, DIO continues to appear as though she is in her 20s.

DIO can regenerate her body faster than fire can consume it. Her body is able to live even after having vital body parts amputated, and she is even capable of controlling her detached body parts.

DIO is able to manipulate her hair to create parasites, which she can then insert into a human's head, to control even those that she cannot otherwise manipulate. Usually inserted beneath the victim's hair, these flesh buds pierce through the skull into part of the brain, making the victim especially compliant to DIO's charisma.

If anyone besides the victim attempts to remove the bud, it sprouts tentacles in an attempt to invade the intruder's brain as well. The spore's tentacles can also be activated directly to kill its host by any organism capable of manipulating life at a cellular level.

The parasite does have weaknesses - while the parasite cannot be removed by a normal human, as any inaccuracy can cause irreparable damage to the victim's brain, it can be removed with extreme precision, though the person operating needs to be wary of the bud's tentacles. Once it is removed, since the bud is made of vampiric cells, it can then safely be disintegrated by either a Ripple user or the sun's light.

Appearance wise, DIO has blond hair and three moles on the lobe of her left ear. DIO's face is hidden by the shadowy darkness of the environment around her. She has shoulder-length blond hair and often wears a black tanktop with nothing underneath, exposing Joan Joestar's muscular, extremely busty and thick body (on which her head is attached in place). Due to prolonged attachment, Joan's body has become pale. She wears pants with suspenders, boots, shiny cuffs on both wrists, and heart-shaped knee guards.

DIO is a stand user, and her stand is called The World, named after the tarot card known as The World.

Stands are defined as personifications of "life energy" whose abilities are given visual form. To an extent, a Stand embodies the individual's psyche, usually as the representation of their user's "fighting spirit". However, the will required to manifest a Stand doesn't need to be confrontational, deriving from any exploration of the mind's possibilities, be it mastery of a craft, strong desire or even personal crises. Beyond that definition, Stands present themselves in a large variety of forms and with different behaviors, if they are sentient at all. They follow a loose set of rules, with no definite standard by which one can fully classify them. As an embodiment of someone's psyche, Stands are therefore as varied as human minds can be. Stands are attached to their user's body. In that case, any damage the Stand sustains results in an equivalent injury on the user's body and vice-versa.

Since a Stand is the form of its user's psyche, they share an intimate psychic bond. First and foremost, Stands usually obey their users' command without question. If a user demands it, the Stand will perform any task within its capacities, which includes attacking someone, defending the user, or any miscellaneous order. In the case a Stand is sentient, they can occasionally advise their user that an order is unwise but will carry it on all the same.

To those that aren't actively or passively Stand Users, Stands are merely invisible. Being unable to see their actions, merely the effects of such.

Due to the state DIO currently is in, with her body still healing, The World only manifests itself as a silhouette from the torso upwards. It wears a headpiece covering its face to below the place of its nose, slanting at a steep angle from the base of its forehead to a peak situated above the rear of its head, leaving the face of an inverted triangle visible to the front, similarly to the Red Crown of Lower Egypt.

Nevertheless, The World is a fairly fast and powerful stand, being able to move at speeds faster than light itself. Not only that, but it can punch with enough force to create huge craters.

The World's signature power is its ability to stop time, allowing only itself, DIO, and anyone with the same power, to act within the duration of stopped time.

In the stopped time, DIO can move her own body freely along with any object she touches that she wishes to move, allowing her to strike her defenseless enemies, move to a superior position, and toy with her victims. All force applied by DIO during the time stop continues to exist after the time stop. This is seen when the objects that DIO throws can momentarily move during the stopped time before grinding to a halt.

It is notable that DIO needs to consciously activate Time Stop, which means that surprise attacks can prevent her from stopping time.

Despite time not actively progressing, DIO quantifies the duration of The World's time stop using seconds.

Because of DIO's weakened state, this ability initially only works for up to 3 seconds in DIO's frame of reference before time flows again. The duration of stopped time increases as DIO becomes more accustomed to The World and the scar around her neck heals.

Individuals with the same power can only act within stopped time for the "duration" that they are able to stop time, but appear be able to perceive all of the stopped time, even if they have not stopped it themselves, and this applies to DIO as well. An individual with the same power does not need to immediately start acting (or 'stopping time themselves') during stopped time, and can start the duration of their time stop later on during the stopped time, and the duration of the other individual's stopped time can exceed the duration of the initial time stop, stopping the original user of the ability from acting for the remaining duration of their time stop.

Due to DIO's head being attached to Joan Joestar's lifeless body, DIO has obtained a second stand with no name. This nameless stand takes the form multiple thorn-covered purple vines that come out of DIO's arms. This Stand's ability can read the minds of others and display the resulting images via other objects, including cameras, television sets, and crystal balls.
