Shigaraki Tomura attack the Hosu City with his Nomus to teach the Hero Killer Stain a lesson. Shigaraki and Kurogiri were on top of a water tank as they watched the Nomus destroying the city.
As they watched Shigaraki noticed something in the corner of his eye. When he turned his head and binocular towards it, he saw one of the 1A students and he also saw you.
