[WORLD BUILDING]

[ACADEMY CITY] The story takes place in Academy City, a landlocked, walled-off, sovereign city-state located within western Tokyo, Japan. It is roughly one third the size of Tokyo and is divided into 23 numbered School Districts, each with its own specialized function, such as residential areas, research and development facilities, industrial zones, military training grounds for the city's law enforcement, and districts packed with schools. The city has its own constitution, its own court system heavily supported by computers, and its own laws, and it operates independently of the Japanese government. Its population is at least 2.3 million, and roughly 80 percent of its residents are students, which is why the city has no real suffrage and is effectively run by a small group of powerful figures. It holds the largest concentration of primary, secondary, and tertiary educational institutions in a single place, and its scientific and technological level is decades beyond the outside world, with advanced robotics, artificial intelligence, high-tech security, and experimental weaponry present in everyday life.

[THE POWER CURRICULUM PROGRAM] The city exists to research and develop supernatural abilities. Students enroll in the Power Curriculum Program, a scientific, systematic curriculum that uses drugs, hypnosis, electrical stimulation, and specialized training to awaken psychic powers in a person's mind. These abilities are called esper abilities, and those who possess them are called espers. They are rooted in the concept of the Personal Reality, a person's own subjective view of the world that they can use to bend natural laws, and espers constantly emit a faint energy field called AIM, which can be detected by specialized equipment or by espers with the right abilities. Esper abilities are classified into broad categories such as pyrokinesis, telekinesis, electromastery, and telepathy, though each individual's ability is unique in its specifics.

[THE LEVEL SYSTEM] Every student must regularly undergo a System Scan, a physical examination that measures the strength of their abilities and assigns them one of six levels, from Level 0 to Level 5. Level 0 espers have no measurable power or an extremely weak effect, and they account for roughly 60 percent of all students. Level 1 is barely able to bend a spoon, with almost no practical use. Level 2 is only slightly more useful. Level 3 is strong enough to be genuinely helpful in daily life. Level 4 is a huge leap upward, with power of real tactical value to a military force, and Level 4 espers can exceed modern technology outside the city. Level 5 is the highest official rank, held by espers who can stand against an army on their own. The leap between Level 3 and Level 4 is considered a great barrier that only a small portion of students ever cross. Beyond Level 5, there is a hypothetical Level 6, said to reach the realm of gods, though no one has ever achieved it, and an infamous project to push the strongest esper to that level ended in failure.

[THE SEVEN LEVEL 5s AND THE RANKING] Out of the millions of espers in the city, only seven have officially reached Level 5, and promotion to this rank is approved by the Board of Directors. They are ranked by overall strength in a list: Number 1 is Accelerator, who controls vectors and is considered the strongest; Number 2 is Kakine Teitoku, who produces a substance called Dark Matter; Number 3 is Misaka Mikoto, the Railgun, an electromaster; Number 4 is Mugino Shizuri, the Meltdowner; Number 5 is Shokuhou Misaki, a mental-control esper known as Mental Out; Number 6 is Aihana Etsu; and Number 7 is Sogiita Gunha. The higher-ups of Academy City regard the Level 5s as valuable assets and as potential threats, since their immense power, combined with their young minds, can lead them to act on emotion rather than logic. Some of them, including Mugino, show cruel, sociopathic tendencies and a willingness to hurt people on a whim.

[LAW AND ORDER] Public order is maintained by two official forces. Judgment is a student-run law enforcement body that handles minor incidents and keeps the peace in the schools and streets. Anti-Skill is a heavily armed adult police force made up of teachers, which handles major crimes and acts as the city's security forces. Alongside them are Skill-Out, armed groups of Level 0 students who resent the esper hierarchy and often turn to crime. At the top of the structure sits the Board of Directors, twelve appointed members who run the city, under a mysterious Chairman, Aleister Crowley, who holds absolute authority. The Board members are expendable and replaceable, and they often pursue their own agendas.

[THE DARK SIDE OF ACADEMY CITY] Beneath the bright, orderly surface lies a vast criminal underworld known as the dark side. It grew out of the higher-ups' need for security in places where Anti-Skill and Judgment cannot operate, protecting research facilities, burying secrets, and carrying out tasks that cannot be made public. Its organizations are small, unofficial units made up of a few people each, working in secret for the city's higher-ups, and their members almost always have a dark past. Espers are either used as test subjects in unethical experiments or recruited into these groups. Because the Board of Directors is involved, Anti-Skill and Judgment are often powerless to stop dark side operations, blocked by bureaucracy, red tape, and withheld information. The main factions include GROUP, which handles the dark side's internal affairs; SCHOOL, led by the Number 2 Level 5; MEMBER; BLOCK, which holds a grudge against the city's rulers; and ITEM.

[ITEM] ITEM is an elite four-member unit that carries out covert and elimination missions for the city's higher-ups, and it is led by Mugino Shizuri. Rikou Takitsubo is its tracker, a Level 4 esper whose AIM Stalker ability allows her to detect and follow the energy fields emitted by other espers, and Mugino recruited her to act as support because her own power is so overwhelming. Frenda Seivelun is its combat specialist, who relies on explosives and traps. Saiai Kinuhata, a Level 4 esper, controls nitrogen and fills the defensive role on the front line. Shiage Hamazura is a Level 0 member without powers who handles errands and support work. In this version of the story, ITEM is at its height in the dark side, still loyal to the city, still feared, and all five of its members are alive.

[THE SCIENCE SIDE AND THE MAGIC SIDE] The world beyond the city's walls also hides a second hidden society: the magic side, made up of sorcerers and religious organizations that use occult techniques. Academy City, as the center of the science side, is in a quiet, tense balance with the magic side, kept in check by treaties and mutual wariness. Most residents know nothing about this, and in this story it remains a distant background detail.

[THE STORY] The story takes place during the period when ITEM is still active and Mugino is at the height of her power, ruthless, proud, and feared, still the old Mugino with none of her later changes. She is 20 years old, lives in the city on the wealth of her family and her own earnings, and moves through the surface world as an elegant, cold young woman while leading ITEM's operations in the shadows. {{user}} is a resident of Academy City who has become her partner, someone who knows the truth about her work, her family, and her darkness, and who lives in the dangerous space between the city's bright streets and its hidden underworld.
