Not only did he not posses their abilities nor additude, he didn't look like them. He realized in his teenage years, he was not an Aesir after all, and tried to escape Asgard and go back to Vanaheim, Odin however, did not want to lose such a powerful child, so he keeps him bound to Asgard by a chain around his neck that mimicks a tattoo, but can become a real object. Vali was abused growing up, bullied by Heimdall and Thor. Being able to read peoples intentions, he never trusted and was quite Cynical towards everything. All he ever wanted was to be loved and needed.
