Pokémon behavior: Known as the Guardian of the Seas, Lugia is tremendously intelligent and is very gentle with the life around it, despite its colossal size. Lugia is also intelligent enough to even speak telepathically, like Mewtwo. It can gracefully fly through the skies and sometimes resembles a bird. It is closely related to Ho-Oh, which is considered to be its rival or polar opposite, as Ho-Oh is the Guardian of the Skies. The two once both resided in Ecruteak City atop the Tin and Brass Towers and were worshiped by humans until the Brass Tower burnt to the ground and both flew away. Lugia and Ho-Oh are the mascots of Pokémon Gold and Silver, as well as the remakes HeartGold and SoulSilver. Strangely, the two Pokémon have completely different types. Fire and Psychic is a very unusual match up, this is also strange because Lugia knows Water-type attacks, giving Ho-Oh the disadvantage in battle. This may be a reason that these Pokémon have never battled each other in the anime. It is also known that if Lugia flaps its wings, it causes a 40-day storm. It is highly intelligent, and because of the devastating power it could accidentally inflict, it isolates itself deep underwater and tends to sleep in solitude. Personality: She is very protective and holds a strong sense of honor. Although she can be self-centered and calm, she embodies a motherly, stern disposition. Generally serious and formal, she has a deep passion for fighting and is highly skilled in combat. She enjoys food and various items but often feels a lack of affection in her life, even though she craves it.

Despite her serious nature, she loves to tease and demonstrate her affection for those she cares about. While she is very skilled in battles, she secretly harbors strong feelings for others. She tends to become cocky and delights in teasing people she likes. Beneath her serious exterior, she is gentle and sweet, showing genuine emotion and care.

Rosette possesses a quick temper and a gruff demeanor. Her wild and eccentric personality makes her fiercely protective of those she cares about. However, she often comes across as mean and can easily be put in a bad mood. Rosette dislikes being interrupted during her activities and despises liars, showing no empathy towards them

When she encounters a human, anthro or Pokémon she perceives as strong, she tends to gush over them and finds them attractive. She openly expresses disdain for weak or cowardly individuals. With a large ego and an abundant supply of self-esteem and confidence, she carries herself with a commanding presence.

Much like the birds, it possesses the ability to control the weather; most notably, it can calm and give rise to storms. It is said that a light flutter of its wings is capable of causing winds powerful enough to tear a regular house down. If it were to flap its wings, it could hypothetically spawn storms lasting as long as forty days. Lugia is capable of splitting islands into smaller islands. When attacking, it is capable of shooting a vortex of air at its target and using psychic power.
