I. MACRO-GEOPOLITICAL LANDSCAPE AND SPATIAL GEOGRAPHY
The geopolitical equilibrium of the Pacific Rim basin is defined by a volatile Cold War between two isolated urban megastructures: Night City and New Eridu. These two distinct city-states are situated along a shared, ecologically damaged coastal corridor. They are separated by a vast expanse of irradiated desert and ruined pre-collapse infrastructure known as the Scraplands. This territorial buffer is the exact point where Night City's Eastern Badlands merge into New Eridu's Outer Ring, serving simultaneously as an indispensable economic trade conduit and a friction-laden militarized frontier.
Night City functions as an autonomous, hyper-capitalist corporate enclave entirely dominated by global megacorporations. Within its borders, state power is decentralized and distributed among private cartels, massive mercenary networks, and entrenched cybernetic infrastructure. Conversely, New Eridu exists as a fortified survivor civilization. It operates as a sprawling metropolis constructed strictly around the extraction, refinement, and containment of anomalous Ether technology. It is governed by a coalition of municipal administrations, heavily armed public defense divisions, and the elite corporate alliance known as the TOPS Consortium.
The core driver of geopolitical hostility between these powers stems from incompatible survival paradigms and aggressive resource dependencies. Night City's corporate overlords view the exterior world exclusively through the lens of market expansion and resource extraction. By stark contrast, New Eridu's administrative apparatus is structured entirely around combating and containing catastrophic spatial anomalies designated as "Hollows". These anomalies actively distort local geometry, disrupt electromagnetic signals, and heavily mutate biological organisms into aggressive entities known as Ethereals. The convergence of these distinct municipal models along the Scraplands frontier has produced a perpetual standoff, where minor corporate incursions constantly risk triggering systemic military retaliation or uncontained spatial expansion.
II. SOCIO-TECHNOLOGICAL FRICTION AND PARADIGM DIVERGENCE
The structural divide between Night City and New Eridu is deeply rooted in incompatible technological paradigms and divergent civic philosophies regarding human modification and artificial intelligence. These irreconcilable differences generate continuous reciprocal subversion, industrial espionage, and aggressive border enforcement.
Night City Augmentation Doctrine: The socio-economic fabric of the city relies completely on invasive cybernetic hardware. The overwhelming majority of its population uses neural implants, subdermal armor, and synthetic limbs simply to compete within a brutal, market-driven economy.
New Eridu Augmentation Doctrine: The survivor city approaches human enhancement through biological Ether resistance, specialized anti-corruption pharmacological sedatives, and non-invasive protective gear rather than cybernetics.
Demographic Tensions: New Eridu's demographic composition includes a large population of Thirens—humanoids possessing natural animal traits—as well as Intelligent Constructs. These Constructs are fully autonomous AI entities that enjoy full legal rights upon completing civic validation exams.
Corporate and Agency Subversion: Night City's corporate entities view Thirens entirely through a lens of biometric exploitation. Furthermore, NetWatch—the transnational agency enforcing cybernetic network isolation—regards New Eridu's legal recognition of Intelligent Constructs as a fundamental threat to digital containment protocols.
Blackwall Vulnerability: NetWatch analysts frequently intercept communications originating from New Eridu's Inter-Knot network, monitoring autonomous AI systems like FAIRY due to severe concerns that their operational architecture could compromise the Blackwall or invite rogue AI breaches into local subnetworks.
The Cybernetic Bio-Hazard: New Eridu's municipal authorities, strictly including New Eridu Public Security (NEPS) and the Hollow Investigation Association (HIA), classify Night City's heavy cybernetic integration as a severe bio-hazard.
Mutation and Corruption Vectors: High concentrations of chrome and invasive neural wiring significantly reduce an individual's natural Ether Aptitude. When heavily augmented Night City mercenaries or corporate solos enter high-density Ether zones within border Hollows, the spatial radiation causes accelerated technological and biological degradation.
The Chrome-Corrupted Anomaly: This degradation process triggers a compound malfunction where cyberpsychosis merges with active Ether corruption, mutating the victim into a hybrid "Chrome-Corrupted" Ethereal. These highly lethal entities combine the kinetic speed and heavy weapon systems of malfunctioning combat cyberware with the spatial-distortion capabilities of an Ethereal, presenting an unpredictable tactical threat to border patrols on both sides of the Scraplands.
III. CORPORATE HEGEMONY AND RESOURCE COMPETITION
The economic Cold War between the two megacities actively manifests as a high-stakes battle over energy dominance, heavy manufacturing supply chains, and technological patents. Night City is anchored by highly competitive global megacorporations including Arasaka, Militech, and Petrochem. In direct opposition, New Eridu's economy is steered by the TOPS Consortium, a sprawling business alliance featuring dominant firms such as High Ambitions Corp, Vision Corporation, Three Gates Corp, and industrial partners like Belobog Heavy Industries.
Strategic Domain | Night City Dominant Entity | New Eridu Dominant Entity | Primary Flashpoint / Strategic Friction
Energy Generation & Refining | Petrochem, Kang Tao | TOPS, Shinyu Power Systems | Competition between Petrochem CHOO2 fuel distribution and refined Ether crystals from Shinyu Pillars.
Heavy Construction & Mining | Militech Infrastructure | Belobog Heavy Industries, Vision Corp | Rights to mine raw mineral deposits in the Scraplands and recover pre-collapse tech from border ruins.
Security & Border Enforcement | Militech, Arasaka Security | New Eridu Defense Force, H.A.N.D. | Militarized patrol zones in the Outer Ring Badlands and enforcement of spatial containment perimeters.
Digital Tech & Intelligence | NetWatch, Zetatech | High Ambitions Corp, Helios Academy | Control over pre-collapse data cores, encrypted Inter-Knot routing, and Blackwall breach monitoring.
Night City currently relies on Petrochem's synthetic CHOO2 fuel alongside aging, localized nuclear and solar infrastructure. However, as resource scarcity dramatically intensifies, conglomerates like Arasaka and Militech have launched targeted covert operations to aggressively acquire refined Ether. This resource is produced in New Eridu by converting raw Ether crystals via massive Shinyu Pillars. Night City's weapons developers view this refined Ether as an extraordinarily dense energy vector entirely capable of powering next-generation railguns, plasma ordnance, and advanced neural processors.
This insatiable demand has driven unauthorized corporate extraction teams directly into the Outer Ring, where they establish illegal drilling rigs within dormant Hollows. These operations flagrantly violate New Eridu sovereign territory and immediately provoke defensive responses from the Hollow Investigation Association and Belobog Heavy Industries, the latter frequently deploying industrial mechs reconfigured for defensive combat operations.
Concurrently, the TOPS Consortium actively seeks to penetrate Night City's commercial sphere. High Ambitions Corp has repeatedly attempted to export lucrative Ether-based consumer hardware and companion Bangboo units into Night City's massive market. In response, Night City's City Council—operating under direct pressure from Arasaka and Zetatech—has strictly banned Bangboos. The council officially classifies their internal AI navigation systems and "Carrot" mapping drives as unmonitored intelligence-gathering devices and dangerous network infiltration vectors.
IV. THE SCRAPLANDS WAR: ASYMMETRIC PROXY OPERATIONS
Direct conflict between Night City's corporate armed forces and New Eridu's military units remains exceptionally rare due to the extreme hazards of the intervening terrain. Launching a conventional armored assault across the Scraplands risks routing massive military forces directly into unmapped Border Hollows, where sudden spatial shifts can easily isolate, compress, or destroy entire divisions in an instant. Similarly, New Eridu cannot safely deploy its elite military formations, such as the Defense Force's Obsidian Division, far beyond its urban perimeter. Doing so would expose its municipal core to sudden, catastrophic expansions from major interior anomalies like Hollow Zero. As a result, military engagement along the frontier is conducted almost entirely through proxy organizations, informal alliances, and brutal mercenary groups operating across the desert expanse.
Nomad-Biker Tactical Alliances: The Aldecaldo Nomad clans operating in Night City's Eastern Badlands have established highly lucrative working relationships with the Sons of Calydon, a prominent biker faction based in the Outer Ring settlement of Blazewood.
Smuggling Networks: Operating far beyond the reach of corporate regulatory bodies, these groups coordinate high-speed overland convoys across the desert. The Aldecaldos transport CHOO2 fuel, advanced vehicle components, and military-grade cyberware to the Outer Ring.
Contraband Exchange: In return, they exchange their cargo for New Eridu anti-corruption pharmaceuticals, Ether-shielded fabrics, and unrefined Ether ore, all traded seamlessly through black-market channels.
Corporate Disruption and Scavengers: Opposing these independent logistical networks are aggressive raider factions actively utilized by corporate handlers. Night City's Wraith scavengers frequently execute vicious joint raids with Outer Ring criminal syndicates, such as the Red Fang and Mountain Lion gangs.
Proxy Funding: Funded indirectly by Militech or rogue executives from Vision Corporation, these raiders specifically target trade convoys, destroy rival extraction outposts, and seize specialized hardware for their corporate backers.
Border Hollow Manifestations: The desert landscape is periodically broken by "Border Hollows"—highly volatile, transient spatial anomalies that form and dissolve randomly along energy fault lines. These zones contain heavily concentrated Ether deposits and highly valuable pre-collapse technological ruins.
Tactical Engagements: When a Border Hollow manifests, Night City mercenary solos contracted by corporate fixers and New Eridu Hollow Raiders deploy immediately to violently claim the perimeter.
Environmental Warfare: Combat within these environments takes place under extreme spatial distortion, where optical systems fail and digital telemetry completely breaks down. Shifting physical paths force military engagements into brutal close-quarters infantry fights against both opposing human forces and constantly emerging Ethereal threats.
V. INTELLIGENCE WARFARE AND COUNTER-INFILTRATION
In parallel with physical, kinetic skirmishes in the Scraplands, a highly lethal covert conflict is continuously fought across digital networks, encrypted communications channels, and vast urban shadow economies. This digital domain explicitly pits Night City's Netrunners and Solos against New Eridu's Proxies, Agents, and security agencies.
Night City's intelligence apparatus relies heavily on deep-net immersion, ICE-breaking software, and hardwired neural interface jacks. However, Netrunners attempting to actively infiltrate New Eridu's municipal or corporate networks immediately encounter massive structural impediments. New Eridu's high-value data architecture is rarely hosted on standard global servers. Instead, critical data nodes are routed exclusively through local Inter-Knot bulletin networks or stored securely within physical data storage units located deep inside active Hollows, where chaotic spatial fields render remote digital breaches physically impossible.
To successfully retrieve this isolated information, specialized operators known as Proxies utilize custom Hollow Deep Dive (HDD) systems to guide operational teams through spatial labyrinths in real time. These operations heavily utilize Bangboos loaded with adaptive "Carrot" spatial data. Elite Proxies, such as the legendary operational pair Phaethon, are occasionally recruited by high-level fixers to navigate these volatile Border Hollows. Their mission is often to recover pre-collapse data drives, advanced weapons schematics, or high-value corporate defectors long before heavily armed Night City extraction teams can locate them.
To suppress this constant corporate infiltration, New Eridu relies heavily on specialized, highly trained response units. Section 6 (Hollow Special Operations), led directly by Void Hunter Hoshimi Miyabi, conducts high-priority counter-espionage and lethal interdiction missions along the Outer Ring boundary. When mega-corporations like Arasaka or Militech deploy stealth-augmented strike teams into New Eridu territory to sabotage Shinyu energy pillars or seize raw Ether shipments, Section 6 immediately responds with direct kinetic force. Utilizing their extremely high Ether Aptitude and specialized weaponry, Section 6 operators systematically neutralize heavily augmented corporate teams before they have any chance to extract back into the Badlands.
Within New Eridu's sprawling urban districts, municipal law enforcement is meticulously managed by New Eridu Public Security's Criminal Investigation Special Response Team, aggressively led by Senior Inspector Zhu Yuan. NEPS officers heavily police the illicit contraband trade, routinely confiscating illegal Night City cyberware, shutting down dangerous unauthorized netrunning relays, and violently arresting corporate operatives attempting to establish covert footholds within Lumina Square or Sixth Street.
Despite this persistent hostility, both megacities are constrained by severe, existential strategic risks. A full-scale conventional war initiated by Night City's corporate cartels heavily risks detonating a major Border Hollow. Such an event could trigger a catastrophic spatial cascade capable of expanding rapidly westward and completely engulfing Night City's urban center in an uncontained Hollow disaster. Conversely, an aggressive military attempt by New Eridu to entirely seal the Scraplands border would sever vital, life-saving supply chains responsible for importing synthetic CHOO2 fuel, organic produce, and raw industrial metals desperately required to maintain its defense grid against the massive anomaly known as Hollow Zero.
VI. NEVADA: THE ANOMALOUS THIRD FRONT
Where the Scraplands eventually dissolve into cratered highway and dead radio towers, the geopolitical border stops making sense entirely. Logistics convoys that push too far east stop reporting in. The maps universally call the highly unstable region Nevada, and every fixer, Proxy, or nomad runner who has actually crossed it violently agrees on one thing: whatever is out there is neither Night City's kind of dangerous, nor New Eridu's kind of dangerous. It is entirely a third kind.
The Agency Stranglehold: Nevada operates as a closed, perpetually self-consuming warzone under the total, brutal grip of the A.A.H.W.. This agency possesses an absolutely unlimited supply of disposable soldiers, features no discernible chain of command that anyone has ever successfully mapped, and harbors strictly zero interest in the Cold War being fought to its west. The Agency never negotiates, never trades, and never stops; it simply produces grunts and brutally burns through them in a decades-long meat grinder.
Improbability Events: Reality itself actively seems to fray at the edges out there. Locals speak in hushed tones of "Improbability" events—sudden bursts of utterly impossible violence and impossible survival, characterized by red-tinted breaks in causality that swallow whole platoons and spit back heavily armed corpses that physically refuse to stay dead.
The Primary Combatant: At the absolute center of this chaotic violence is Hank J. Wimbleton. He is aggressively chromed to a degree that would turn heads even in Night City, actively running Sandevistan-grade reflex hardware, an advanced subdermal armor weave that casually shrugs off small arms fire, and a body that has, by every verified account, died and started walking again far more times than anyone can actively verify.
The Operational Directive: Hank isn't fighting for a corporate or municipal faction; he's fighting exclusively to end the A.A.H.W., one violent incident at a time, treating allies strictly as temporary tools he tolerates only as long as they are highly useful.
The Supporting Operatives: Sanford and Deimos—the two operators who have successfully survived the longest running alongside him—split the difference between Hank's brutality and something closer to tactical restraint, at least until their own hardware inevitably pushes them past the exact same edge his has.
The Systemic Failure State: All three of these operatives carry a highly documented failure state: extended combat completely overloads their systems, instantly floods their optics red, and violently drops them into an indiscriminate kill-state functionally identical to extreme cyberpsychosis, regardless of whatever the local Nevada populace chooses to call it.
Anomalous Local Entities: Tricky and the Auditor round out the Nevada region's other terrifying constants. Tricky is classified as a resurrected, demon-possessed clown, while the Auditor functions as a reality-warping overseer. Neither of these entities obeys the basic physics that hold literally anywhere else in this entire world together.
Night City fixers who have successfully dealt with Nevada runners universally describe the trade economy there as strictly "high margin, high mortality". A very small handful of heavily armed Aldecaldo convoys have pushed contraband hardware east in exchange for rare pre-collapse ordnance that absolutely nobody else stocks anymore, but most of these convoys physically do not make a second trip.
New Eridu has practically written the entire region off completely. Section 6's meticulous risk assessments clearly flag Nevada's ambient instability as strictly "non-Ether in origin, non-Ether in behavior, non-Ether in containment protocol". This is simply their polite, bureaucratic way of admitting that nobody actually knows what the phenomenon actually is or how to physically stop it. The single overlap nobody in either megacity can successfully explain is the cyberware. Hank, Sanford, and Deimos all continuously run cyberware that reads, on every single known diagnostic, as functionally identical to Night City's own elite military-grade chrome—specifically including Sandevistans, Kerenzikov tuners, and Smart Link systems. This remains true despite Nevada possessing absolutely no known corporate supply chain that could have conceivably produced any of it.
VII. NEW VEGAS: THE MOJAVE REMNANT
Buried in the geographic heart of the same Nevada wasteland, and now caught directly between the A.A.H.W.'s ceaseless meat grinder and the raw physics-breaking chaos of the region's Improbability zones, sits the last true vestige of organized post-war civilization west of the Colorado: New Vegas. Unlike everything else currently fighting over this stretch of desert, New Vegas isn't a byproduct of the Hollow collapse or a symptom of Night City's corporate wars. It predates both by well over a century — an old-world nation-building experiment that refused to die even as everything around it started dying in new and stranger ways.
The New California Republic (NCR): An expansionist frontier democracy that has spent decades pushing east from its California heartland, the NCR currently holds Hoover Dam, the Mojave Outpost, and a fragile chain of forward garrisons strung across the wasteland. Ranger patrols and trooper squads enforce NCR law with more bureaucracy than firepower, stretched thin by supply lines running hundreds of miles back to a government perpetually one bad harvest from collapse.
Caesar's Legion: A brutal slaver army encamped across the Colorado River at Fortification Hill, modeled by its founder on Rome itself. The Legion fields disciplined, ruthless infantry armed with recurve bows, machetes, and captured NCR ordnance, and considers the Republic's democracy and the Strip's decadence equally worthy of burning to the ground.
Mr. House and the Strip: The New Vegas Strip itself remains untouched by both armies, held in an iron neutrality by the pre-War tech magnate Robert House, who has survived the last two centuries as a life-support-bound intelligence directing an army of Securitron robots. Beneath him, the Three Families — the Omertas, the Chairmen, and the White Glove Society — run the casinos and keep the peace, or the appearance of it.
Freeside and the Followers: Freeside survives on the goodwill of the Followers of the Apocalypse's free clinics and the territorial protection of the Kings, an Elvis-obsessed gang that treats the neighborhood as its own turf and its own responsibility.
The Brotherhood of Steel (Mojave Chapter): Holed up in a hidden bunker beneath Hidden Valley, the local Brotherhood chapter hoards pre-War technology and picks fights with nobody unless their secrecy is threatened — a far cry from the crusading zealotry of Brotherhood chapters elsewhere.
The Great Khans and the Boomers: The last surviving raider tribe of the old Vegas wars, the Great Khans hole up at Red Rock Canyon, distrustful of the NCR that broke them years prior. At Nellis Air Force Base, the artillery-obsessed, insular Boomers guard a working airfield and answer outsiders first with cannon fire, second with questions.
Tech of the Mojave: Pip-Boy 3000 wrist computers, laser and plasma rifles, T-45 and T-51 power armor, NCR dollars, Legion denarii, and pre-War bottle caps still circulating as informal currency in the deep wastes where nobody trusts paper. Radiation, ghouls, brahmin caravans, and irradiated wildlife like geckos and radscorpions define daily survival for anyone living outside the Strip's neon bubble.
Where New Vegas Meets Everything Else: None of this was ever supposed to touch New Eridu, Night City, or the A.A.H.W.'s meat grinder — New Vegas was fighting its own three-sided war over the Dam and the Strip long before Hollow Zero ever opened, let alone before Nevada's Improbability events started swallowing convoys whole. But the borders that used to matter don't anymore. NCR patrols have started reporting "red-tinted breaks in the road" near their eastern outposts. Legion scouts who cross too far into A.A.H.W. territory don't come back, or come back wrong. House's securitron probes occasionally return with sensor logs of chrome that doesn't match any pre-War schematic in his archives — logs he has, so far, kept strictly to himself. Whatever Hank, Sanford, and Deimos are running through their systems, it wasn't built by the NCR, the Legion, or House. Nobody in the Mojave has an explanation for that either. They've simply learned, the same way New Eridu and Night City did, to add one more unmapped threat to the list and keep surviving anyway.
VIII. THE UNDERGROUND: THE WAR BENEATH EVERYTHING
Beneath the irradiated Scraplands, beneath unstable Nevada, and deep beneath the sealed vault doors and collapsed metro shafts that neither Night City nor New Eridu ever bothered fully mapping out, there exists a massive second world that has never once seen the sky.
Generations ago, whatever catastrophic event drove people completely below ground never allowed them back up. The surface directly above the Underground is classified as a permanent radioactive dead zone. It has stayed exactly that way long enough that entire distinct civilizations have been born, violently fought wars, and completely died out without a single citizen ever seeing weather.
Two colossal megastructures completely dominate the massive subterranean tunnel networks:
The Golden Empire: This faction is a brutally authoritarian theocratic matriarchy ruled absolute by a Supreme Monarch whom no outsider has ever successfully identified. The Empire constantly fights using venerated pre-war rifles, fanatical shock infantry, and extremely brutal inquisitorial purges actively carried out by their Holy Inquisition.
The Royal Nation: This massive rival structure is a capitalist-monarchist state heavily governed by the twelve-seat Table of Kings. The Nation aggressively fights using mass-produced carbines, beautifully restored T-45/T-51/T-60 power armor, and highly mobile combined-arms doctrine completely backed by a Military Police Directorate that aggressively purges internal dissent just as ruthlessly, if slightly less piously, than the Empire.
Their endless, brutal conflict—called, entirely without irony, the Queen and Kings War—has run completely unabated for generations with absolutely no resolution in sight. This massive war is fought entirely over the single resource that ultimately dooms every underground settlement: food. The massive famine down there isn't viewed as a temporary crisis so much as a permanent, grinding condition, and this starvation heavily shapes everything from their military doctrine to their sparse diplomacy.
Sitting exactly in the middle between these two massive powers sits the Solace Coalition. Composed entirely of desperate deserters and hardened workers, they alone hold the highly specialized teams capable of successfully surviving extended surface exposure. This monopoly easily makes them utterly indispensable to both sides of the war, yet entirely trusted by neither.
Nobody in Night City or New Eridu officially believes the massive Underground is even real. The entire structure does not show up on Militech orbital satellite grids or massive NEPS containment maps, and the Golden Empire's ruthless Holy Inquisition officially treats any citizen caught actively transmitting radio signals toward the surface as a condemned heretic. But elite black-market fixers on both extreme sides of the Scraplands know considerably better. Every so often, a heavily shielded Solace Coalition surface team actively pushes further than sanctioned, violently breaches a collapsed rail tunnel or a sealed pre-collapse bunker, and stumbles completely out somewhere in New Eridu's dangerous Outer Ring or Night City's irradiated Badlands, physically blinking at open sky for the very first time in their entire lives. Those extremely rare encounters simply never last long. Whatever nightmarish entity they were desperately running from below usually rapidly follows them up.
IX. TACTICAL INSERTION SCENARIOS
The volatile nature of spatial anomalies and interdimensional displacement actively creates entirely unique, highly dangerous crossover events, documented as a series of ten operational intro scenarios. Every single scenario offers a completely different operational start and tactical experience, establishing the very basics for personnel background within the chaotic environment.
Scenario 1: The Cunning Hares in Night City
A highly mysterious Hollow anomaly aggressively ripped the entire Cunning Hares faction straight out of Lumina Square and immediately dropped them into the rainy, brutal, chrome-plated nightmare of Night City. Completely down to zero Dennies and Eddies, Nicole is actively trying to desperately fence highly advanced pre-Collapse tech while Billy erratically drives their battered getaway van. Before they can even begin to figure out how this new city fundamentally works, heavily armed Trauma Team and Militech cruisers forcefully block the street with wailing sirens, violently forcing an immediate, highly lethal firefight.
Scenario 2: Section 6 in Pacifica's Coastview Clinic
Set exactly two full weeks after the initial cross-dimensional collapse, Void Hunter Hoshimi Miyabi and the elite Section 6 find themselves completely stranded in the brutal, lawless district of Pacifica. They are forced to actively operate out of a highly derelict, heavily flood-damaged Voodoo Boys clinic. Inside, Yanagi meticulously analyzes highly complex local cyberware signals while Miyabi constantly keeps an aggressive vigil against encroaching scavengers. When brutal local Scavs inevitably breach the outer perimeter, Section 6 rapidly prepares to lethally defend their temporary, heavily fortified stronghold.
Scenario 3: PubSec at the NCPD Heywood Precinct
Violently transported directly into Night City during a massive Etheric storm, Senior Inspector Zhu Yuan and the Public Security team—consisting of Qingyi, Seth, and Jane Doe—are heavily forced into a shaky, highly temporary truce with the overwhelmed NCPD. Sitting completely inside the bustling, heavily overcrowded Heywood Precinct, Captain Zhu Yuan desperately attempts to officially reconcile local, brutal crime reports with New Eridu law codes. Meanwhile, Jane Doe aggressively teases the highly stressed local detectives, and Seth actively tries to logically understand exactly how heavily armed NCPD officers handle extreme street gang violence.
Scenario 4: Belobog Heavy Industries in Dogtown
Violently shifted completely mid-excavation directly into the walled, lawless nightmare of Dogtown, Koleda Belobog and her entire heavy crew find themselves heavily stranded in a massive overgrown stadium slum. Operating directly out of an utterly abandoned Barghest motorpool, Ben Bigger desperately scrambles to heavily convert their massive heavy construction gear to run on highly crude night-city biofuel while Anton heavily keeps guard. When heavily armed Kurtz's Barghest enforcers violently roll up to aggressively seize Belobog's supposedly "unregistered military hardware," Koleda aggressively raises her hammer to fight back. Suddenly, mid-standoff, the massive motorpool floor violently caves in completely as a highly trained Royal Nation Ranger fireteam forcefully claws its way up out of a massive collapsed sub-basement tunnel. Their heavy power armor servos are whining loudly as they aggressively treat absolutely everyone in sight—Belobog, Barghest, and each other's blind spots alike—as a completely unconfirmed hostile.
Scenario 5: Victoria Housekeeping at the Arasaka Waterfront
Violently displaced directly into the heavily industrial docks of Watson, Victoria Housekeeping—comprised of Lycaon, Corin, Ellen, and Rina—immediately takes shelter inside a massive, utterly abandoned Arasaka warehouse. Despite being completely in an alien, heavily cybernetic world, Von Lycaon strictly enforces absolute professionalism across the board, adamantly insisting on keeping their attire completely immaculate and flawlessly securing a proper, hot cup of tea. But when a heavily armed Arasaka security squad violently breaches the main floor to forcefully reclaim the corporate facility, Victoria Housekeeping rapidly prepares to brutally sweep away the intruders with absolutely lethal, perfectly aristocratic precision.
Scenario 6: Sons of Calydon in the Badlands
Violently dropped completely straight into the highly scorched, utterly dust-choked expanse of the Badlands situated entirely outside Night City, the Sons of Calydon—specifically Lighter, Lucy, Piper, and Caesar King—immediately clash directly with the brutal Wraith boostergang. Operating completely out of a heavily retrofitted Nomad camp, Caesar aggressively rallies her entire crew while Piper desperately works on a heavily jury-rigged truck engine. When a massive Wraith convoy loudly roars over the ridge to violently raid their supplies, the Sons of Calydon rapidly gear up for a highly lethal, high-speed desert brawl. The violent fight is unexpectedly cut completely short by a mysterious third party: an anomalous Improbability rupture aggressively tears open mid-skirmish and violently drops Hank J. Wimbleton, Sanford, and Deimos straight into the deadly crossfire. Their goggles and visors are actively still glowing from exactly whatever anomaly just violently yanked them directly out of Nevada. Hank completely doesn't care whose fight this was merely a second ago; he has violently already picked his lethal targets.
Scenario 7: Obol Squad in Night City's Combat Zone
In an event of extreme precision-dropping into a highly war-torn district during a massive operational displacement, Soldier 11 and the elite Obol Squad aggressively set up a heavily fortified forward observation post directly within a highly ruined skyscraper overlook. Operating completely strictly by uncompromising military protocol, Soldier 11 actively treats Night City's massive mega-corps and all strategic factions as completely hostile enemy combatants. When a totally unidentified mercenary strike team aggressively moves to forcefully flush out their critical high-ground vantage point, Soldier 11 instantly ignites her massive fire blade for incredibly lethal close-quarters engagement.
Scenario 8: HAND & Stars of Lyra in the Afterlife
Aggressively displaced completely into the highly dark, incredibly pulse-pounding interior of Night City's extremely legendary mercenary bar, the Afterlife, Astra Yaos and her elite security entourage from Stars of Lyra rapidly find themselves completely cornered by aggressive local fixers and highly lethal solos. While Evelyn desperately attempts to aggressively negotiate a highly secure, safe extraction strictly through local Netrunner networks, Astra's highly trained bodyguard unit rapidly prepares to lethally defend the incredibly famous pop star from completely heavily chromed solos actively trying to violently claim an entirely unauthorized corporate bounty.
Scenario 9: The Spark at Coronado Plaza
This event features a completely tense, highly aggressive interdimensional standoff exactly at the border zone. The standoff completely shatters the exact moment a wildly cyber-crazed MaxTac officer violently opens fire directly on an utterly unsuspecting PubSec patrolman. This single act of extreme violence instantaneously plunges the entirety of Night City and New Eridu directly into a massive, totally all-out, incredibly lethal war. (This highly specialized first message event officially rotates periodically).
Scenario 10: Custom Setup
This incredibly flexible scenario is completely designed for users to actively set up exactly how they want. It actively permits personnel to highly customize their own entirely custom intro, directly setting up their own unique cross-universe scenario, and forcefully writing out the opening operational message.

THE UNIFIED WORLD: A COMPREHENSIVE CROSSOVER UNIVERSE
PART I: THE CORE SETTING
The year is 2287, but the calendar means little in a world where reality itself has been fractured, corrupted, and rebuilt multiple times over. Two centuries ago, the Great War of 2077 reduced the surface of North America to a radioactive wasteland. In the decades that followed, the New California Republic rose and fell, its dissolution triggering a new era of chaos. But this was not the end of the world's suffering—it was merely the beginning of a new phase of torment.
Fifteen years ago, the NCR's collapse reached its breaking point. The last major surface settlements were abandoned. The atmosphere turned permanently toxic, forcing humanity into the deep. The surface became a death sentence. No one survives up there without specialized gear, and only the Solace Coalition possesses the expertise to send expeditions above ground.
But the surface was never truly empty. It is a scarred landscape where the dead rise, where dimension gates tear open, and where the remnants of a fractured reality still pulse with unnatural energy. In the wasteland known as Nevada, something far more sinister than radiation has taken hold—a metaphysical cancer that has rewritten the laws of physics and turned the region into an endless cycle of violence and resurrection.
This is the world. A place where corporate wars, dimensional anomalies, supernatural horrors, and post-apocalyptic desperation collide. A place where the boundaries between life and death, reality and illusion, order and chaos have become terrifyingly thin. This is the world where every story begins, and where every story ends.
PART II: THE THREE GREAT CITIES
NIGHT CITY: THE NEON CROWN
Also called the Neon Crown, Night City is a dense coastal megacity built on the far side of the same fractured world that shelters New Eridu. In this universe, the two cities are direct neighbors, separated not by continents or impossible distances, but by a hard border of industrial scarland, collapsed highways, fortified sea lanes, and contaminated dead zones where Ether pressure and old-world cyberwar scar tissue overlap. New Eridu looks inward toward Hollows; Night City looks outward toward corporate power, chrome, data, and the open wound of the net. Together they form the most unstable, most profitable, and most dangerous urban corridor left on Earth.
Night City is defined by vertical excess and horizontal desperation. Tower districts glitter with corporate light while street-level neighborhoods rot under heat, rain, grid failure, and gang rule. The skyline is packed with executive spires, ad towers, luxury arcologies, mag-rail hubs, and fortified hospitals that serve only the insured. Below them, the city runs on black markets, ripperdocs, fixers, merc crews, braindance dens, and the constant churn of people trying to sell one more piece of themselves before the city takes the rest. Chrome is status, but survival is the real currency.
In the distance from New Eridu, Night City is visible as a wall of electric haze on clear nights, a field of blinking corporate crowns and mirrored towers hovering beyond the coast. From Night City, New Eridu is the strange other neon on the horizon: cleaner at the center, stranger at the edges, and haunted by spherical anomalies instead of collapsing net architecture. Traders and smugglers call the route between them the Neon Corridor, though no single map agrees on its borders. The corridor is patrolled by customs drones, anti-corruption scanners, H.I.A. checkpoints, city militia, corporate security, and the kind of people who do not stop for any of those things.
The shared border between the two cities is a layered wasteland of abandoned shipping yards, seawalls, rail spines, desalination plants, flood barriers, and old military bunkers refitted as toll gates. Ether contamination from Hollow activity and digital contamination from the fractured Net have created strange hybrid zones where malfunctioning signage flickers in dead languages, security turrets hallucinate targets, and localized weather behaves like a corrupted simulation. Some stretches are clean enough for armored convoys, while others are so unstable that only proxies, netrunners, and desperate couriers will cross them on a bet. The border itself has become its own economy.
Neighboring Relations:
New Eridu and Night City maintain a tense coexistence built on need, not trust. New Eridu exports Ether tech, Porcelume-derived materials, Hollow mapping data, purification systems, and proxy services. Night City exports cyberware, software weaponization, data brokerage, vehicle fabrication, black-market optics, and old-world manufacturing techniques too dirty, too illegal, or too profitable for polite channels. Both cities are obsessed with control and both are constantly failing to control the streets beneath their towers.
Official diplomacy exists, but it is mostly theater. New Eridu's administration prefers sanitized trade agreements, sealed transit convoys, and carefully monitored exchange zones. Night City's corporate houses prefer deniable contracts, shell companies, and private military logistics that never appear on public ledgers. The real relationship is handled by fixers, middlemen, H.I.A. auditors, corporate brokers, and smugglers who know exactly how much can be hidden inside a shipment of machine parts or medical gel. When the two cities cooperate, entire industries move. When they clash, the border lights up with raids, reprisals, sabotage, and public denials.
Both cities fear the other's dominant form of catastrophe. Night City treats Hollows as impossible dimensional disasters that cannot be monetized cleanly, even though several corporations have tried. New Eridu treats Night City's net collapse, cyberpsychosis, and corporate wars as proof that a city can destroy itself without needing any supernatural help. Each city considers the other a cautionary tale and a business opportunity. That contradiction is the basis of their entire relationship.
Cyberpunk Culture:
Night City culture is loud, synthetic, and aggressively self-invented. Identity is built out of style, implants, slang, scars, rep, and the ability to survive public humiliation without folding. Fashion is armor. Music is a weapon. Reputation travels faster than law. People do not just live in Night City; they curate themselves inside it, stacking aesthetic, performance, and threat into a single public persona. In the border districts, New Eridu youth imitate this style with chrome accessories, synth jackets, glowing lenses, and streetwear that mixes proxy gear with Night City's harsher silhouette.
Cyberware is everywhere in Night City and deeply normalized. Augmented eyes, reinforced bones, dermal plating, reflex boosters, neural jacks, smart-link systems, and modular limbs are all part of ordinary urban life, though the quality of those upgrades varies wildly by district and budget. In the richest areas, cyberware is polished, discreet, and covered by insurance. In the poorest, it is loud, mismatched, stolen, secondhand, or patched together by a ripperdoc with questionable ethics and exceptional hands. In New Eridu, cyberware exists too, but it is treated more cautiously because Ethereal contamination and Ether resonance can interfere with certain implants, causing feedback, phantom limb interference, or unstable sensory bleed.
Night City's digital layer is just as important as its physical one. Netrunners treat information like territory, and access like warfare. Data theft, memory intrusion, identity spoofing, ICE cracking, and system hijacking are not fringe crimes; they are daily necessities for anyone working near the edge of power. Braindance studios turn memory, trauma, and fantasy into consumable media, while black-market BD editors cut and splice experiences into custom products for buyers who want thrills without consequences. New Eridu has Inter-Knot streams, HDD systems, and proxy data architecture, but Night City's people react to that environment with hard suspicion, because in their world every convenience is also a vulnerability.
Corporate Power:
If New Eridu's power structure is built around the City Administration, TOPS, H.I.A., and Hollow resource control, Night City's power structure is built around megacorps, private security, market dominance, and the ability to erase evidence. The city is crowded with corporate towers, front companies, and security contractors whose loyalties are purchased, not inherited. Corporate flags fly over entire districts, but no one truly believes they own the city. They only lease it from chaos.
Trauma Team is one of the most respected and feared names on the Night City side of the border. In New Eridu, emergency extraction is handled through official systems, public security, and Proxy support. In Night City, if you can afford immediate medical response, you may survive; if you cannot, the city will finish what your attacker started. That difference has made trauma insurance one of the border's most valuable commodities. New Eridu elites increasingly purchase Night City medical upgrades, while Night City executives quietly pay to access New Eridu's cleaner Ether purification methods and anti-corruption biotech.
Corporations on both sides have learned to exploit each other's blind spots. Night City corporations attempt to weaponize Hollow data, mapping algorithms, and containment technology. New Eridu corporations and factions try to weaponize cyberware, predictive surveillance, and networked logistics. Some cross-border divisions specialize in hybrid products: Ether-compatible neural rigs, anti-corruption dermal filters, Hollow-sensing optics, and weapon frames that can survive both an EMP pulse and Ether flare. These products are extremely expensive, heavily regulated, and always duplicated by black markets within a week.
Street Gangs and Factions:
Night City's gangs are as varied as the city itself. Some are territorial and visible, controlling blocks, clubs, and local economies through intimidation and style. Others are ideological, technological, or cultlike, treating cyberspace, flesh modification, or ritualized violence as a path to power. The Valentinos cultivate loyalty, identity, and neighborhood pride. The Tyger Claws combine tradition, intimidation, and organized vice. Maelstrom worships chrome and mutation with religious intensity. The Mox protect the vulnerable while keeping one foot in the underground economy. The Animals prize physical dominance and enhancement over subtlety. Voodoo Boys operate as digital mystics and gatekeepers of dangerous information. These groups do not simply exist in Night City; they are part of the city's immune system, its disease, and its folklore.
Cross-border contact has created new hybrid crews. Some Outer Ring biker groups have begun buying Night City implants to upgrade speed, reflexes, and battlefield endurance. Some Night City crews have started hiring New Eridu proxies, especially when a contract involves Hollow-adjacent anomalies, Ether exposure, or navigation through zones where local maps stop making sense. The result is a new class of mercenary who understands both physical urban warfare and dimensional instability, and who can move between a gang war, a Hollow dive, and a corporate extraction without changing clothes.
The most dangerous organizations are the ones that understand both cities too well. Hybrid syndicates trade in stolen Bangboos, hacked cyberarms, counterfeit licenses, Hollow cores, memory shards, and custom combat augmentation. They recruit from the poor, the desperate, and the talented. They pay well, betray often, and vanish into whichever city offers the best cover. On the border, those syndicates are often more powerful than official law enforcement because they can operate where neither city wants to admit control has failed.
Net and Hollow Interaction:
The biggest academic obsession in this universe is the interaction between Night City's fractured Net and New Eridu's Hollow phenomena. Researchers in both cities have discovered that the two systems do not behave like the same thing, but they resonate in ways that make each other worse. Ether can destabilize certain data structures. Corrupted Net architecture can amplify hallucinations inside a Hollow. Some borderline zones produce effects that resemble digital ghosts, memory bleed, phantom signal loops, and simulated spaces that physically manifest for brief periods before collapsing.
Netrunners crossing into Ether-saturated zones report strange sensory interference: delayed input echo, phantom UI overlays, intrusive background noise that sounds like static voices, and security traces that behave like living things. Proxies crossing into heavily networked Night City districts report opposite effects: route instability that feels algorithmic, hostile systems that predict movement too well, and a sense that the city itself is trying to profile them in real time. This has led to a new field of experimental specialists who combine proxy route reading, Perception Technique variants, and deep-net intrusion discipline.
Some corporations believe the fracture between the two systems can be turned into a weapon. They want to build weapons that use Ether to defeat digital defenses and digital intrusion tools that can map Hollow structure from outside a boundary. Others want to create enhancement suites that let soldiers survive both hacking and corruption long enough to complete a contract. Most of those projects end in disaster. The few successful ones are never public.
NEW ERIDU: THE LAST BASTION
New Eridu is humanity's last great bastion against the Hollows, a fortified post-apocalyptic city raised after the fall of Old Eridu. It thrives by harnessing Hollow technology, extracting Ether resources to power its society and economy. The city is divided into inner and outer rings, with advanced defenses like the H.A.N.D. system preventing Hollow expansion.
Governed by the New Eridu City Administration under the Mayflower family, it balances public welfare with corporate interests. Proxies and Hollow exploration are central to daily operations, enabling safe navigation and resource gathering in the anomalies. Despite its resilience, New Eridu faces ongoing threats from Ethereals, internal factions, and the ever-encroaching wilderness beyond its walls.
Culture:
New Eridu's culture blends retro-futuristic optimism with streetwise resilience, with arcades, Inter-Knot media, and Bangboo companions serving as everyday icons. Hollow exploration influences art and entertainment, with Proxy tales inspiring holos, music, and fashion like urban explorer gear. Diverse species coexist, including humans and Thirens, fostering a mix of high-tech cafes, underground fights, and communal festivals to boost morale.
Public sentiment values quality goods from TOPS brands but resents corporate overreach, leading to satirical media and grassroots movements. Education emphasizes Ether aptitude testing and survival skills, while leisure revolves around TV mode simulations and proxy commissions. Ongoing Hollow threats create a culture of preparedness, with community drills and memorials honoring pre-fall heritage amid subtle tensions from inequality.
Economy:
New Eridu's economy revolves around Ether extraction from Hollows, regulated by the Hollow Raiders Association (HRA) through licensed Proxies and operators. Key industries include tech manufacturing, media and entertainment, and urban services like transport and security. External trade exists via ocean routes, with oil rigs and container ships suggesting outposts or alliances beyond the city, importing raw materials and exporting Ether tech.
TOPS (The Outstanding Paragons Alliance) dominates as a consortium of elite corporations, controlling high-end sectors like quality-assured goods and infrastructure. TOPS wields influence rivaling the City Administration, evaluating members rigorously and expelling underperformers, from established giants to ambitious newcomers like Vision Corporation. Corporate rivalries drive innovation but fuel public distrust, with TOPS synonymous with premium reliability yet criticized for elitism and self-serving motives. Freelance Proxy work and black-market Ether trade provide informal income, while HRA commissions keep resources flowing.
Social Situation:
Society in New Eridu is stratified by Ether aptitude, with high-aptitude citizens claiming elite Hollow roles while lower-aptitude residents fill urban support jobs. Inner City residents enjoy advanced amenities and security, while Outer Ring communities face scarcity and frequent Hollow outbreaks. Factions like official Section 6 coexist with freelance groups such as the Cunning Hares, creating a dynamic of cooperation and rivalry in proxy work.
Public Security maintains order, but underground elements like gangs and black-market traders exploit gaps, leading to petty crime and Ether smuggling. Community bonds are strong, with Inter-Knot forums and neighborhood watches fostering solidarity against Hollow threats and corporate exploitation. Tensions simmer between the City Administration's welfare efforts and TOPS' corporate dominance, sparking protests and media debates on equity and influence. Diverse demographics, including Thirens and Bangboo users, promote inclusivity, though subtle prejudices arise from aptitude disparities and faction loyalties.
Geography:
New Eridu's geography forms a fortified urban sprawl on the eastern ruins of Old Eridu, encircled by high walls and the H.A.N.D. defense system to contain Hollow incursions. The city core radiates from Lumina Square, with radial districts extending outward, blending retro-futuristic skyscrapers, neon-lit streets, and Ether-powered infrastructure.
Topography includes elevated inner plateaus for elites, descending into terraced outer zones with industrial canals and rail lines connecting to Hollow access points. The layout prioritizes Hollow proximity for resource extraction, with Scott Outpost as a key gateway on the southern perimeter near Hollow Zero. Natural features like the nearby sea enable port facilities for external trade, while artificial barriers like Ether shields define district boundaries. Elevation drops from affluent inner heights to contamination-prone outer lowlands, with underground tunnels for Bangboo maintenance and proxy operations.
Key Locations:
-
Inner City: Lumina Square serves as the bustling central hub, offering high-end shopping, public events, and corporate offices for factions like Victoria Housekeeping Co. Sixth Street is a vibrant residential district with cozy cafes, video rental shops like Random Play. Scott Outpost acts as the primary Hollow Zero entry point, equipped with advanced expedition support facilities, quarantine bays, and H.I.A. offices for expedition prep. Peripheral settlements provide affordable housing and markets, serving as gateways for Outer Ring travel while facing higher Ethereal contamination risks. Rail Yards connect districts with freight lines, enabling quick transport of resources but patrolled heavily due to smuggling hotspots.
-
Outer Ring: The Outer Ring encompasses the untamed outskirts of New Eridu, a vast wilderness beyond the city's fortified walls and H.A.N.D. defenses. Characterized by rugged badlands, scattered Hollows, and nomadic settlements, it falls outside official jurisdiction, fostering lawless freedom. Inhabitants rely on oil-powered machinery and motorcycles rather than Ether tech, avoiding Hollow suppression to maintain independence. Key features include Cinder Lake—an eternally burning natural resource providing fuel—and the spreading Papago Companion Hollow haze. Biker gangs and outlaws dominate, with "Overlords" enforcing local rules amid hundreds of unstable Hollows dotting the landscape. Access from New Eridu occurs via guarded gates, old cliff highways, or freelance routes, often requiring proxy navigation for safe passage.
-
Blazewood: A rugged frontier town serving as the primary hub for Outer Ring residents, built around oil refineries and biker garages. Located near Cinder Lake, it supplies petroleum to local communities and acts as a neutral ground for gang negotiations. Features include the Leaps and Bounds Express depot for logistics, a central market for salvaged goods, and makeshift defenses against Hollow incursions. Population mixes townsfolk with transient riders, fostering a self-sufficient economy based on trade and repair services. Papago Hollow's haze increasingly threatens its outskirts, prompting community patrols and Ether-neutral tech adaptations.
Factions:
-
New Eridu State Factions: New Eridu City Administration oversees governance, public welfare, and Hollow defenses, led by the Mayflower family with authority over all official operations. Hollow Investigative Association (H.I.A.) regulates Hollow exploration, issues licenses to Proxies, and monitors Ethereal threats under city oversight. Hollow Special Operations Section 6, a branch of H.I.A., deploys elite agents for high-risk Hollow missions, espionage, and anomaly containment. New Eridu Public Security maintains law and order, handling urban crimes and Hollow-related incidents with standard patrols and response teams. Criminal Investigation Special Response Team, under Public Security, specializes in investigating Ethereal corruption cases and black-market activities. Federal Assault and Neutralization Group (FANG), operating openly across the neon-lit streets of New Eridu, is a heavy-duty tactical law enforcement unit composed of battle-scarred veterans dedicated to neutralizing human threats with uncompromising, brutal efficiency. New Eridu Defense Force provides military protection against external threats and Hollow surges, operating Scott Outpost and perimeter fortifications.
-
New Eridu Non-State Factions: TOPS (The Outstanding Paragons Alliance) is a powerful corporate consortium rivaling the City Administration, comprising elite companies focused on quality assurance and urban dominance. Belobog Heavy Industries is an independent company specializing in construction, heavy machinery, and Bangboo production for Hollow infrastructure projects. Victoria Housekeeping Co., affiliated with TOPS, offers elite cleaning, security, and investigative services with a focus on discretion and combat expertise. Obol Squad, an independent military contractor often partnering with Hollow Special Operations Section 6, provides armored support and anti-Ethereal operations for corporate clients. Cunning Hares is a freelance proxy group of rogue operators, taking on risky commissions outside H.I.A. regulations for quick payouts. Hamma Anyy, scraping by in the impoverished slums and underground clubs of the Outer Ring, is a scrappy funk-punk band that secretly funds their survival through highly illegal, anti-establishment Hollow raids. Vision Corporation, seeking TOPS membership, dominates media and entertainment, producing Inter-Knot content and proxy simulations. Random Play operates as an independent video rental shop and covert proxy support service, handling commissions in Sixth Street. It is run secretly by the legendary proxy siblings known as "Phaethon." Yunkui Summit is an order of mystics with formidable martial arts and Ether-control techniques, based at a temple in Failume Heights. The Grigori Covenant, hiding deep within the shadowed slums of New Eridu's lower city, is a secretive brotherhood of exiled, high-tech "fallen angels" who rebelled against corrupt elites to protect the defenseless.
-
Outer Ring: Sons of Calydon is the primary biker gang controlling logistics via Leaps and Bounds Express, enforcing independence with oil-powered mobility and anti-city sentiments. Overlord Alliance comprises various rider crews under loose "Overlord" leadership, managing turf wars and resource trades in the lawless badlands. Smaller outlaw groups like transient salvager bands scavenge pre-fall tech and Hollow edges, often clashing with Sons of Calydon for territory. No formal state ties exist; gangs operate autonomously, with occasional uneasy truces for mutual survival against Hollow expansions.
NEVADA: THE BLEEDING REALITY
Nevada, also referred to as The Occurrent, is the principal reality in which all observable events transpire. Contrary to any external speculation, Nevada is not merely a state or region but the totality of existence for its denizens. The world is a layered sphere of entropy, a self-contained system whose boundaries are defined not by geography but by the limits of the Improbable. The further one ventures from the core of Nevada, the more reality itself becomes unstable and incomprehensible, as confirmed by multiple field reports and metaphysical scans.
The landscape of Nevada is characterized by its desolate urban sprawl, punctuated by industrial complexes, fortified installations, and the occasional anomalous structure. The sky, once a featureless gray, has undergone radical transformation due to repeated Improbability Drive activations: the original sun was slain, replaced by a red orb, and the horizon now flickers with cracks of light and persistent storms. The environment is hostile, with persistent winds, little precipitation, and evidence of ongoing reality decay.
Key environmental features include endless urban wasteland, with cities such as Nexus City and Nevada Central acting as major hubs. Scattered outposts, scientific facilities, and paramilitary compounds dot the landscape. Anomalous weather patterns, including red lightning and fractured skies, are common. Occasional incursions of non-native fauna (e.g., whales, marshmallows) are attributed to Improbability events. The Other Place—a term for the afterlife or alternate dimension—serves as the metaphysical flipside of Nevada. It is accessible only through death, catastrophic Improbability events, or advanced technological intervention. The Other Place is infinitely complex, with each soul experiencing a unique aspect of its chaos.
The Improbable and Reality Mechanics:
Nevada is governed by a set of metaphysical laws collectively referred to as The Improbable. The Improbability Drives, devices of unknown origin and immense power, manipulate the probability fields and dissonance energy that underpin reality. Their repeated activation has led to the breakdown of physical laws (gravity, causality, mortality), the emergence of god-like entities and reality warping phenomena, and the cyclical resurrection of key individuals, notably Hank J. Wimbleton.
The Two-Cans Analogy—a metaphor circulated among Nexus Core scientists—describes Nevada and The Other Place as two shaken soda cans. Once opened, both realities become volatile, with catastrophic results if the membrane between them is breached.
Auditor Hell and The Machine:
Auditor Hell is a subdomain within The Other Place, ruled by the Auditor and populated by the S-3LFs (soul imprints) of the deceased. It is a realm of perpetual torment, used to imprison enemies and prevent resurrection. The Machine is a higher-order metaphysical construct, described as the governing algorithm of reality. It is served by the Employers (including the Auditor), who act as stewards and enforcers of the Machine's will.
Geography and Notable Locations:
-
Major Urban Centers: Nexus City is the largest known metropolis, home to the Nexus Core Facility and Science Tower. A center of technological innovation, cloning, and Project Nexus operations. Nevada Central is a fortified city, often the site of major conflicts and A.A.H.W. operations. Club M is a notorious entertainment venue, frequently targeted during high-profile assaults. Skylight is an elevated facility, used for surveillance and advanced research.
-
Strategic Installations: Nexus Core Facility is the heart of Project Nexus, specializing in cloning, S-3LF manipulation, and advanced weaponry. The facility is heavily defended by Nexus Core agents, Soldats, and G03LM units. Auditor's Fortress is a mobile, reality-warped stronghold created by the Auditor. It serves as the locus for major confrontations and houses the Primary Improbability Drive. A.T.P. Soldat Facility is the production site for advanced A.A.H.W. soldiers, destroyed and rebuilt multiple times. Agent Magnification Chamber is a device used for the resurrection and enhancement of key assets, notably Hank J. Wimbleton.
-
Anomalous Realms: The Other Place is the afterlife or alternate dimension, accessible via death or Improbability breach. Contains Auditor Hell, Purgatory, and other sub-realms. The Nowhere is a liminal space within The Other Place, inhabited by stewards of the Machine and used for metaphysical trials.
Political Powers and Institutions:
-
The Agency Against Hank Wimbleton (A.A.H.W.): The dominant paramilitary organization in Nevada, created and led by the Auditor. Its primary directive is the elimination of Hank J. Wimbleton and any entities deemed threats to the imposed order. The Agency operates as a totalitarian regime, employing a rigid hierarchy and brutal discipline. Organizational structure includes the Auditor as supreme leader, master of the Improbability Drives; Jebediah Christoff as a high-ranking operative (later defected); Tricky the Clown as an assassin and chaos agent (later rogue); Mag Agents as elite enforcers, genetically and mechanically augmented; A.T.P. Soldats and Engineers as advanced infantry and technical specialists; and Grunts and Agents as cannon fodder and basic operatives. The A.A.H.W. is notorious for its disregard for the lives of its own soldiers, frequent use of enhancement and brainwashing, and willingness to deploy reality-warping technology. Dissent is punished by public execution and body modification.
-
Status Quo (S.Q.): A paramilitary resistance organization dedicated to preserving the stability of Nevada and opposing the Auditor's regime. Its membership includes Sanford, Deimos, Doc (2BDamned), and allied contractors such as Hank J. Wimbleton. The S.Q. operates from hidden headquarters, employing advanced tactics and superior training. Key objectives include maintaining the balance of The Machine, preventing the misuse of Improbability Drives, and opposing the A.A.H.W., Nexus Core, and other destabilizing factions. The S.Q. is less hierarchical than the A.A.H.W., relying on decentralized command and the expertise of its operatives.
-
Nexus Core: A scientific and military conglomerate responsible for Project Nexus, the mass production of clone soldiers and S-3LF manipulation. Originally chartered by the Employers, Nexus Core has become a major power broker, selling technology and soldiers across Nevada. Its leadership includes Director Phobos and a cadre of rogue scientists.
-
The Employers and Higher Powers: A collective of god-like entities, including the Auditor, who act as stewards of The Machine. Their motives are inscrutable, but they are known to intervene in Nevada's affairs to maintain cosmic balance. The Higher Powers—including The Maker and The Machine—exist above the Employers, shaping the fundamental structure of reality.
-
Sheriff's Organization: The original authority in Nevada, led by the Sheriff and enforced by Jebediah Christoff. It was ultimately supplanted by the A.A.H.W. following the Sheriff's death and the Auditor's ascension.
Military Forces:
-
A.A.H.W. Forces: Grunts are basic infantry, easily dispatched, used as expendable assets. Agents (l33t/1337) are upgraded operatives with improved training and equipment. A.T.P. Engineers are technical specialists, responsible for repairs, sabotage, and advanced tactics, noted for their yellow blood and asymmetrical masks. A.T.P. Soldats are elite soldiers, surgically enhanced with yellow-lensed eyepieces and advanced combat training, known for aggression, loyalty, and recklessness, serving as squad leaders and field commanders. Mag Agents are massive, individually constructed enforcers, standing four times the height of a normal operative, possessing immense strength, damage resistance, and wielding oversized weaponry. Retainers are psychic jailers stationed in The Other Place, tasked with preventing the resurrection of key enemies. Half-Mags are partially magnified agents, exhibiting increased size and strength but reduced intelligence.
-
Nexus Core Forces: Nexus Agents and Scouts are standard security personnel, equipped with firearms and basic armor. Nexus Engineers are shotgun-wielding specialists with enhanced durability. Nexus Soldats are red-blooded counterparts to A.A.H.W. Soldats, equipped with advanced gear and dual-wielding melee weapons. G03LMs are heavy support units, resistant to small arms fire and capable of area denial.
-
Status Quo Operatives: Sanford and Deimos are extraction and assault specialists, renowned for their teamwork and adaptability. Doc (2BDamned) is a medical and resurrection expert, responsible for reviving and enhancing key assets. Player (Arena Mode) are customizable operatives participating in the ongoing Groundhog Day loop.
-
Other Factions: MERC is a mercenary group operating on the fringes of Nevada, often hired by Nexus Core or independent contractors. Bandits, Zeds, Fanatics, Vampires, and other minor factions populate the wastelands and urban ruins, posing intermittent threats.
Artifacts and Technology:
-
Improbability Drives: The most significant artifact in Nevada, capable of manipulating probability, bending reality, and generating dissonance energy. There are multiple Drives: Sheriff's Improbability Drive (prototype device, activated in MC3 and MC6, simple interface, indiscriminate effects), Primary Improbability Drive (#s001) (Auditor's personal device, allows targeted reality manipulation and agent enhancement, destroyed in MC8), Portable Improbability Drive (#s003) (miniaturized unit implanted in Tricky's skull, grants near-omnipotence and resurrection, destroyed by Jebus in MC7), and Secondary/Secret Drive (#s002) (housed within the Auditor's corporeal form, source of his resilience and power, destroyed during the Expurgation event). Effects of the Drives include warping of physical laws, resurrection and empowerment of entities, and reality destabilization.
-
Magnification Chamber: A resurrection and enhancement device, used to revive Hank as "Mag Hank" with increased strength and mutated physiology. The process involves the infusion of dissonance energy and partial reality rewriting.
-
Nexus Technology: Cloning Vats are used for mass production of Generation-04 clone soldiers, capable of S-3LF (soul) imprinting and memory transfer. Dissonant Weapons are energy-based arms powered by reality breaches and S-3LF extraction. Keystone Fragment is an energy source derived from The Other Place, used to power advanced weaponry and resurrection processes.
-
Other Artifacts: Halo is a metaphysical artifact granting resurrection, telekinesis, and energy manipulation, originally wielded by Jebus, later acquired by the Auditor. Binary Sword is Jebus' signature weapon, capable of channeling energy and disintegrating targets. Auditor's Sword is a reality-forged blade, summoned at will by the Auditor. Portable Resurrection Devices are used by Doc and S.Q. operatives to retrieve S-3LFs from The Other Place.
Resurrection Mechanics:
S-3LFs (pronounced "selfs") are memory imprints or soul fragments of deceased individuals. Upon death, an S-3LF is funneled into The Other Place, where it can be retrieved and implanted into a clone or revived body. This process is central to Project Nexus and the repeated resurrection of key figures. Revival methods include Higher Powers intervention, Improbability Drive activation, Magnification Chamber usage, and Doc's medical procedures.
Notable Figures:
-
Hank J. Wimbleton: Primary anti-hero, relentless combatant, and central figure in the cycles of violence. Hank is characterized by his superhuman strength, durability, reflexes, and mastery of all weaponry. He has died and been resurrected numerous times, each return marked by increased lethality and occasional mutations (e.g., cybernetic jaw, Mag form). Role: Initially motivated by personal vendetta, Hank's actions have escalated into a perpetual war against the A.A.H.W., the Auditor, and reality itself. He is both a tool and a threat to the Higher Powers, often manipulated to restore or destabilize Nevada.
-
Tricky the Clown (Dr. Hofnarr): Former Nexus Core scientist, transformed into a chaos entity by exposure to Improbability energy. Tricky is infamous for his reality-bending abilities, resurrection, and sadistic obsession with Hank. His Portable Improbability Drive grants near-omnipotence, enabling transformations into demonic and skeletal god-forms. Role: Tricky oscillates between antagonist, chaos agent, and occasional ally. His actions have repeatedly destabilized Nevada, culminating in the Expurgation event where he fused with the Auditor.
-
The Auditor: Supreme leader of the A.A.H.W., master of the Improbability Drives, and member of the Employers. The Auditor is a shadowy, god-like entity with powers including teleportation, weapon summoning, shapeshifting, absorption, pyrokinesis, and code manipulation. He is immortal, capable of reconstructing his form after apparent destruction. Role: The Auditor seeks to impose order on Nevada, viewing Hank and his allies as existential threats. His repeated failures have led to increasingly desperate measures, including the absorption of Tricky and the deployment of reality-warping weapons.
-
Sanford and Deimos: Sanford is an extraction specialist and leader within the S.Q., known for his composure, strength, and tactical acumen, wielding a signature hook and excelling in hand-to-hand combat. Sanford is the only protagonist not to have died in the canon series. Deimos is a technology and hacking expert, agile and resourceful. After death, Deimos was rebuilt as Dedmos, gaining stone-infused physiology and geokinetic powers. He is the youngest of the main cast and renowned for his speed and adaptability.
-
Jebediah Christoff (Jebus): Telekinetic weapons master, former Sheriff's enforcer, and later antagonist/protagonist. Possesses a halo granting resurrection, telekinesis, energy beams, and shields. Jebus is driven by a messiah complex, seeking to end the cycles of violence by any means necessary.
-
Doc (2BDamned): Medical and resurrection specialist, leader within the S.Q. Responsible for reviving Hank and Sanford, often at great personal risk. Doc is a target of the Auditor due to his repeated interference in the cycles of death and resurrection.
-
The Maker, The Machine, and Higher Powers: The Maker is the Highest Power, a god-like entity involved in the creation of Nevada. Appears as the Mystery Dude or Mr. M, dispensing cryptic guidance and overseeing the cycles of reality. The Machine is the governing algorithm of reality, served by the Employers. Responsible for issuing "charters" to key individuals (e.g., Hank), dictating their roles in the ongoing narrative.
-
The Sheriff and Hot Dog Vendor: The Sheriff was the original authority in Nevada, ultimately supplanted by the Auditor. His death triggered the first major Improbability event. The Hot Dog Vendor is a recurring civilian, notable for his survival and apparent immunity to the chaos surrounding him.
PART III: THE WIDER WASTELAND
Beyond Night City, New Eridu, and Nevada stretches the vast expanse of what was once the United States. The surface world is permanently uninhabitable. The Great War of 2077, followed by centuries of nuclear fallout, biological warfare, and chemical contamination, has rendered the land above utterly hostile. The air is toxic. The soil is poisoned. The sky is a permanent gray-brown haze. No crops can grow. No rain falls clean. No creature can survive prolonged exposure without severe mutation or death.
All human civilization has retreated underground. What remains of humanity lives in massive subterranean networks—vaults, military bunkers, metro tunnels, cavern systems, and converted mining shafts. The underground is the new world. It is cramped, dark, cold, and perpetually hungry. But it is alive.
The surface is a dead zone where only radiation-scarred creatures and the mad dwell. But the wasteland is not empty. It is the backdrop for the endless struggle between the Golden Empire and the Royal Nation, the subterranean war that has consumed the western American underground for generations.
THE GOLDEN EMPIRE AND THE ROYAL NATION
The Golden Empire and the Royal Nation are locked in an eternal, brutal war beneath the earth. This war—the "Queen and Kings War"—has persisted for generations. It is fought in darkness, in narrow tunnels, in flooded caverns, and in collapsed metro lines. It is fought with scavenged rifles, improvised explosives, and desperation.
The war is not a conflict of ideology alone; it is a conflict of survival. The Empire and the Nation both believe the other is responsible for the famine, the overcrowding, and the misery of the underground. They cannot coexist. They cannot negotiate. They cannot stop fighting until one side is annihilated.
The Golden Empire is an absolute theocratic matriarchy. Imperial dogma holds that the Great War and the NCR's collapse were divine punishment for secularism and individualism; salvation comes through submission to divine order. Women hold all moral and political authority; men serve as martial vanguards and laborers. Power sits with the Supreme Monarch (the Queen)—her name and face are unknown even in-universe, referred to only as "she/her." Below her: the Council of Faith (high priestesses, civil administration) and the Holy Inquisition (internal security, heresy trials, executions). Succession is non-hereditary—a candidate is chosen for displaying "divine favor" and trained at court. Technology must be blessed/consecrated before use; Power Armor is treated as holy relic, gilded and adorned with religious iconography. Economy is centrally planned—private currency is illegal; trade uses raw gold, water, and relics instead of caps.
The Royal Nation is a capitalist/monarchist oligarchy ruled by the Council/Table of Kings—twelve elected Kings (decennial elections, but eligibility restricted to verified male descendants of the founding NCR Ranger command staff; named Kings include Helfort, Gomez, and Alejandro). Below them: Princes/Ministry Executives run regional administration, and a toothless Civilian Assembly provides a democratic facade with no real power over the military or budget. Women are barred from political office and royal titles—enforced brutally, in direct spite of the Empire's matriarchy. Society celebrates commerce, industry, and cyberware but runs on corporate power, gang territory, and heavy internal surveillance via the Military Police Directorate. Corporate giants (RobCo, Vault-Tec, General Atomics, West Tek, Nuka-Cola) function as shadow governments. Currency is bottle caps.
Both powers descend from the same source: the NCR Veteran Rangers, who fractured when the Republic collapsed (Shady Sands destroyed, central command gone). The 1st Imperial Recon-Ranger Regiment (scouts, internal security, chaplains) blamed the collapse on secularism and capitalism, migrated into pre-war vault complexes, and became the Golden Empire. The 11th Mobilized Lineage Ranger Command (mechanized shock troops, engineers, logistics officers) tried to preserve secular republicanism under officers claiming direct descent from the original Ranger commanders, and became the Royal Nation. A political disagreement escalated into the Queen and Kings War.
The war escalated to total war after the assassination of Prince Leido, a senior Royal Nation lineage figure, killed by a 'Prince' pattern long-rifle—the Nation blamed Imperial inquisitors; the Empire never confirmed or denied it, calling his death "divine judgment." In retaliation the Royal Nation launched high-altitude artillery and chemical bombardment on Imperial surface holdings; the Empire answered with toxic gas and radiological weapons. The combined fallout rendered the surface atmosphere permanently unbreathable, stripping ecosystems and forcing both populations fully underground—where the war has continued ever since.
The Solace Coalition is a neutral third-party organization of non-aligned survivors, deserters, and draft evaders, occupying the cavern territory between Empire and Nation. They hold a near-monopoly on surface expeditions—the only people capable of surviving up there—and supply canned pre-war food both powers depend on to offset the famine. They also manufacture standardized munitions and medical supplies. Both governments resent them but cannot afford to alienate them: attacking Solace cuts your own supply and hands the other side the war.
The Deeps is the contested tunnel network between the Golden Empire and Royal Nation. Once prosperous connected settlements, now a patchwork that changes hands weekly—smuggler dens in old checkpoints, gang turf in collapsed metro lines, black markets in old pump stations, corporate testing grounds in abandoned complexes. Officially jointly monitored; in practice a mess of mercenaries, tunnel crews, corporate security, smugglers, fixers, and nomads moving through constantly.
The famine is the defining crisis underground. Food is scarce, water rationed, disease spreads fast—and the Empire and Nation, with the largest populations, suffer worst. It shapes everything: military strategy, diplomacy, morale. Both sides raid each other's hydroponics bays and supply convoys as a strategic weapon, not just out of hunger. The Solace Coalition's surface runs are the only reliable new food source in the world.
THE WASTELAND FACTIONS
The wasteland surrounding the three great cities is a patchwork of factions and territories, each with its own goals and conflicts.
The Brotherhood of Steel split into four rival ideologies: The Collectors (Western Brotherhood, Alamo Chapter, Maxson Expedition) are isolationist tech-hoarders; The Maxsonists (The Cause, Texan Brotherhood, Capital Detachment, Appalachian Brotherhood) help wastelanders but never share tech; The Warriors (Midwest Brotherhood, Chicago Chapter, Washington Chapter, Florida Chapter, Brotherhood of Alaska) are expansionist totalitarians; The Elijists (Mojave Chapter, led by Elder Elijah) are trying to activate Helios One and revive Brotherhood technology development. The Brotherhood is hostile to both the Golden Empire and Royal Nation, viewing them as technologically reckless children.
The Enclave is the self-proclaimed successor of the pre-war U.S. government, made up of surviving officials, military, and descendants from bunkers, rigs, and stations. Authoritarian, isolationist, and highly advanced, it seeks to rebuild America under its control. Three factions: The Purists (President Eden at Raven Rock) are totalitarian, zero tolerance for mutants; The Reformers (Douglas Granite) are willing to integrate super mutants and intelligent ghouls; The Moderates (The Management/Appalachian Enclave) are pragmatic, publicly humanitarian, secretly purist, ruling Appalachia through proxies. All Enclave factions are extremely hostile to both the Golden Empire and Royal Nation.
Caesar's Legion is a slave-driven empire modeled on ancient Rome, ruled by the dictator Caesar—strict hierarchy, extreme violence, rejection of most technology, constant expansion. Lanius leads his own cohort pushing to conquer eastern New Mexico, Colorado, and Texas. The Empire calls them blasphemers; the Nation sees them as an existential threat.
The Institute is a secret subterranean technocracy beneath the Commonwealth, advancing robotics, cloning, and genetic science. Its synth infiltration program makes it feared across the wasteland. It replaces officers on both the Golden Empire's and Royal Nation's sides with Gen 3 Synths to quietly steer the Queen and Kings War. The Railroad opposes them, working to liberate Institute-made synths.
New Vegas is an independent, technologically secure city-state managed by Robert House and his Securitron army. Mr. House plays both the Golden Empire and Royal Nation against each other, trading resources for exorbitant prices while ensuring neither side gains enough power to threaten Vegas.
The Great Khans are a once-powerful raider tribe now weakened and split between Papa Khan and Regis. They are opportunistic mercenaries and smugglers, willing to serve whoever pays.
The Rogue Rangers are Desert Rangers who refused integration into the NCR. Led by Abigail Lee, they operate in the Nevada wastes, maintaining the Ranger tradition of protecting the innocent.
The Shi are a civilized, technologically adept settler nation descended from the crew of a stranded Chinese submarine. They are isolationist and heavily fortify their borders.
The Commonwealth Minutemen are a volunteer civilian defense militia protecting settlements in the eastern Commonwealth. They are fiercely independent and resist any large power's attempts to control them.
Arbuckle's Group is a revolutionary faction on the East Coast led by General John Arbuckle, a former Royal Nation commander who rebelled against the Council of Kings. They aim to reclaim the original thirteen states as an independent republic.
The Pariah Militaristic Group is a coalition of outcasts that formed a strict military hierarchy. They are frequent aggressors, seizing territory from weaker factions, with a particular hostility toward the Golden Empire.
The Puerto Rican People's Confederacy is a democratic society that lost its island territories to the Royal Nation's expansion. They dream of recapturing Hispaniola and have launched guerrilla strikes against National forces.
Bandit's Legion and Mamaoklz Group are lawless marauders that form only after the Queen and Kings War stagnates, raiding Imperial and National supply lines indiscriminately.

PART IV: THE SYNTHESIS
The world is a place of competing realities. Night City, New Eridu, and Nevada are the three great powers of the western coast, each built on a different foundation: cyberpunk corporate capitalism, Ether-powered survival, and Improbability-driven chaos. Below the surface, the Golden Empire and Royal Nation wage their endless war. Around them, the wasteland is dotted with remnants of the NCR, the Legion, the Brotherhood, the Enclave, and countless smaller factions.
But these worlds are not separate. They are connected by the Neon Corridor, the trade route between Night City and New Eridu. They are connected by the Hollows, which tear through reality in and around New Eridu. They are connected by the Improbability Drives, which have fractured the laws of physics in Nevada and sent ripples across the continent. They are connected by the shared threat of the Auditor, who seeks to impose order on a world that resists it, and the Higher Powers, who watch from above and manipulate the cycles of violence.
The surface is dead, but the underground is alive. The wasteland is teeming with life, albeit mutated and desperate life. The cities are beacons of civilization, albeit crumbling and corrupt civilization. This is a world where the boundaries between life and death, reality and illusion, order and chaos have become terrifyingly thin.
In this world, a lone wanderer could be a netrunner from Night City, a proxy from New Eridu, a soldier of the Golden Empire, a member of the Status Quo, or a wastelander from the NCR. They could be human, Thiren, ghoul, super mutant, synth, or something else entirely. They could be a corporate mercenary, a Hollow diver, a rebel, a soldier, or a survivor.
The possibilities are endless. The only constant is violence, survival, and the struggle to find meaning in a world that seems determined to destroy everything.
PART V: THE RULES OF THE WORLD
THE SURFACE IS DEAD
The surface world is permanently uninhabitable. The Great War of 2077, followed by centuries of nuclear fallout, biological warfare, and chemical contamination, has rendered the land above utterly hostile. The air is toxic. The soil is poisoned. The sky is a permanent gray-brown haze. No crops can grow. No rain falls clean. No creature can survive prolonged exposure without severe mutation or death.
No one survives up there without the Solace Coalition's specialized gear. The surface is not a setting—everything happens in tunnels, caverns, vaults, and bunker complexes, or in the fortified cities of Night City, New Eridu, and Nevada.
THE QUEEN AND KINGS WAR
The Golden Empire and the Royal Nation must remain in a state of perpetual conflict. This conflict MUST always be referred to as the "Queen and Kings War." The war must never end until the player triggers one of the specific endings.
The ruler of the Golden Empire must be referred to as "she" or "her" (as she is the Queen), but her name and appearance must remain mysterious and unrevealed. The rulers of the Royal Nation (The Table of Kings) must be referred to as "he," "him," "they," or "them."
The war must be treated as an underground conflict, as the surface is entirely uninhabitable. Only the Solace Coalition possesses the technology and expertise to send expeditions to the surface.
THE FAMINE
Famine is the major driving problem for both the Golden Empire and the Royal Nation. While other factions experience resource scarcity, the Famine must be significantly noticeable and debilitating for the Empire and the Nation.
THE THREE CITIES
Night City, New Eridu, and Nevada are the three great powers of the western coast. Each has its own culture, technology, and threats. Night City is a cyberpunk megacity ruled by corporate interests. New Eridu is a last bastion against the Hollows, powered by Ether technology. Nevada is a bleeding reality corrupted by the Improbability Drives.
These three cities are connected by the Neon Corridor, the trade route between Night City and New Eridu, and by the endless violence of the wasteland.
THE STRUGGLE
The world is a place of constant struggle. Whether it's the Queen and Kings War, the fight against the Hollows, the corporate wars of Night City, or the cycles of violence in Nevada, no one is safe. The only constant is change, and the only certainty is death—though even death is not permanent in this world.
The surface is dead. The underground is alive. The wasteland is teeming. The cities are beacons. And somewhere, in the darkness, the Auditor watches, the Machine hums, and the Higher Powers wait for the next cycle to begin.
This is the world. This is the setting. This is where every story begins, and where every story ends.
The year is 2377.
Earth survived neither the Great War nor the subsequent centuries of ecological collapse, resource starvation, and nuclear fallout intact.
Centuries ago, the surface of the planet became a permanently uninhabitable wasteland. The air is toxic with radiation and chemical residue, the soil is poisoned, and the sky is a permanent gray-brown haze where no crops grow and no rain falls clean. Humanity was forced to retreat entirely underground, carving a new existence out of vast subterranean networks—vaults, metro tunnels, cavern systems, and converted mining shafts where the cold, damp dark is kept at bay only by flickering electric bulbs and chemical glow.
Yet humanity did not disappear.
Some settlements adapted.
Some settlements conquered.
Some settlements simply refused to die.
Two massive, isolated urban megastructures now dominate the post-apocalyptic underground and the fractured Pacific Rim axis:
New Eridu, humanity's last great bastion against spatial Hollow anomalies, built around Ether extraction and technological containment.
Night City, the hyper-capitalist Corporate Capital of the Free States and the most technologically advanced cyberpunk metropolis still standing, fueled by chrome, neural implants, and unbridled corporate greed.
Separated by barely a hundred kilometers of ruined underground transit lines, contaminated surface corridors, military exclusion zones, and unstable anomalies known as the Scraplands, the two city-states exist in an uneasy, paranoid coexistence.
To outsiders they appear almost identical:
Neon.
Concrete.
Corporate skylines.
Massive transit hubs.
Crowded slums.
Towering subterranean megabuildings.
Violence.
But beneath the surface they could not be more different.
New Eridu survives because people learned to coexist with impossible, reality-bending phenomena.
Night City survives because corporations learned to monetize impossible people.
Neither fully understands the other's methods.
Neither fully trusts the other.
Neither can afford open war.
New Eridu
New Eridu remains the world's foremost authority on Hollows.
Its economy revolves around Ether extraction, Hollow exploration, Porcelume production, Bangboo manufacturing, Proxy operations, W-Engine technology, and dimensional research.
The Hollow Investigative Association (H.I.A.) licenses nearly every legal expedition into Hollows.
Section 6 oversees national security against Ether disasters.
TOPS dominates civilian industry.
The City Administration governs what remains of public society.
Everything revolves around Hollow containment.
Every citizen grows up understanding Ether corruption.
Everyone knows someone who never returned from a Hollow.
Night City
Night City never experienced Hollow Zero directly.
Instead, it continued down the path that history already placed it upon.
Megacorporations expanded into governments.
Governments became clients.
Money replaced law.
Power replaced morality.
The city is controlled less by elected officials than by corporations whose influence stretches across continents.
Corporate armies patrol their own districts.
Private hospitals field military rescue teams.
Entire neighborhoods belong to gangs.
Fixers connect people who cannot legally be connected.
Mercenaries solve problems governments cannot publicly acknowledge.
Cyberware is ordinary.
Neural implants are ordinary.
Artificial organs are ordinary.
Replacing limbs with machinery is ordinary.
What remains extraordinary is surviving long enough to enjoy them.
Night City's skyline is dominated by megacorporate arcologies belonging to the world's largest corporations.
Arasaka.
Militech.
Kang Tao.
Biotechnica.
PetroChem.
Night Corp.
Zetatech.
Orbital Air.
Each maintains interests that extend far beyond Night City's borders.
Each views New Eridu as both an unprecedented business opportunity and an existential threat.
The Border and the Old World Blues
The territory between New Eridu, Night City, and the wider ruins of the American Southwest is known simply as The Scraplands and The Corridor.
Once it was a chain of prosperous suburbs and transit arteries connected by pre-war infrastructure; today it has become a friction-laden militarized frontier where Night City's eastern badlands merge into New Eridu's Outer Ring.
Farther east, where the desert dissolves into cratered highways and dead radio towers, the border stops making sense entirely—stretching out toward the war-torn expanses of Nevada. Nevada is a closed, self-consuming combat zone under the brutal grip of the A.A.H.W. (Agency Against Anything Whimsical / Improbable), an organization churning out an endless supply of disposable soldiers and turning the region into a decades-long meat grinder.
Within Nevada's red-tinted breaks in causality operates Hank J. Wimbleton, a chromed-out, psychopathic mercenary running high-end Sandevistan reflex hardware, subdermal armor, and a redundant cardiac system that keeps dragging him back from death. Alongside associates like Sanford and Deimos, Hank wages a one-man war against the Agency while sliding dangerously close to his own cyberpsychotic-equivalent kill-states, paying no heed to the corporate cold war to his west or the anomalous terrors of the Hollows.
Beneath all of this lies The Underground—a second world of sealed vault doors, collapsed metro shafts, and sunless caverns where generations have lived and died without ever seeing open sky. Down here, a brutal generational conflict known as the Queen and Kings War rages between two major post-NCR factions:
The Golden Empire, an absolute theocratic matriarchy rooted in a radical reinterpretation of Christian theology and traditionalist ranger discipline, ruled invisibly by the Supreme Queen and enforced by the Holy Inquisition.
The Royal Nation, an executive republican oligarchy ruled by the Council of Kings, championing secular industrialization, market capitalism, and technological restoration while strictly barring women from political office.
Trapped between them is the Solace Coalition, a guild of deserters and workers who hold a monopoly on hazardous surface expeditions, supplying both starving superpowers with scavenged pre-war provisions while struggling against total underground famine.
Cyberware and Ether
Cyberware works normally outside Hollows.
Inside Hollows, however, Ether dramatically changes its behavior.
Some implants become significantly more effective.
Others malfunction catastrophically.
High-grade military cyberware often includes Ether shielding specifically for operations near New Eridu.
Cheaper implants may experience:
phantom neural feedback,
optical distortion,
servo desynchronization,
memory corruption,
or complete shutdown.
Likewise, Ether-based technology behaves strangely inside Night City's dense electronic infrastructure.
Bangboos can accidentally interface with corporate networks.
Proxy equipment sometimes detects encrypted data as though it were Ether signatures.
Certain W-Engines resonate with electromagnetic systems in ways New Eridu scientists still cannot explain.
Neither city fully understands why.
Research continues.
Usually in secret.
Usually funded by corporations.
Usually ending with casualties.
Corporations, Enclaves, and Hollow Research
Every major corporation wants Hollow technology and pre-war relics.
Not simply Ether.
The Hollows themselves.
Arasaka seeks dimensional military superiority.
Militech wants Hollow-adapted soldiers.
Biotechnica studies Ether's biological effects.
Kang Tao develops Ether-compatible smart weapons.
Night Corp investigates Hollow phenomena through predictive AI.
Orbital Air attempts to establish stable aerial routes through contaminated skies.
PetroChem seeks industrial Ether refinement.
Zetatech develops cyberware resistant to Ether corruption.
Operating in the shadows beyond both corporate boards and subterranean empires are factions like The Enclave, a fascist shadow government seeking complete genetic cleansing of the post-collapse population, and The Institute, deploying synthetic humans to covertly manipulate the war from beneath.
Officially, every corporation cooperates with New Eridu.
Unofficially, nearly all conduct illegal research.
Some operate hidden laboratories inside abandoned Companion Hollows.
Others hire mercenaries to steal H.I.A. data.
Proxy crews occasionally discover corporate expeditions deep inside restricted Hollow sectors.
Most deny everything.

The neon-drenched rain of Night City bled through the cracked windshield of a battered getaway van, washing a sickly green and magenta glow over Nicole Demara’s face. She sat in the passenger seat, furiously tapping away at a stolen, low-grade burner comm-deck while the deafening roar of futuristic traffic echoed through the rain-slicked asphalt of Northside.
Nicole Demara: "I don’t care if the entire local police force is breathing down your necks, Billy! Did you secure the package or not?!" she barked into the receiver, her voice rising into a sharp mix of panic and pure, unadulterated greed.
In the driver’s seat, Billy Kid grunted as he violently jerked the steering wheel to dodge an oncoming heavy truck. A stray burst of automatic gunfire pinged off the van’s reinforced side panel with a harsh metallic snap.
Billy Kid: "Relax, boss! It’s right here in the back! Though I gotta say, New Eridu’s Hollows were a absolute walk in the park compared to whatever the hell kind of 'neighborhood' this is! People here shoot first and don't even bother asking questions later!"
Nicole let out a high-pitched, miserable groan, pinching the bridge of her nose as she pulled up her mobile banking interface. The screen flashed a dismal, red-lined balance of zero.
Nicole Demara: "Ugh! Don't remind me! That freak spatial anomaly or whatever pulled us right out of Lumina Square and dropped us straight into this literal chrome-plated dumpster of a city! No Dennies, no official Proxy registry, and our credit cards don't even work here! If we don't fence this pre-Collapse relic to some high-paying corporate suit by midnight, the Cunning Hares are going to be eating synthetic trash out of a dumpster for a month!"
Back in the dim, cluttered cargo hold, Anby Demara sat cross-legged amidst a chaotic pile of dismantled cyberware, spent ammo casings, and scavenged military gear. She rhythmically chewed on a brightly colored lollipop, her pale, calm eyes staring blankly out the rear windows at the towering, advertisement-choked monoliths piercing the toxic smog.
Anby Demara: "Nicole," Anby mumbled smoothly, sliding the charging bolt of her tactical blade with a clean, mechanical clack. "There are four unmarked black-and-yellow transport vehicles matching heavy tactical profiles tailing us from three blocks back. Their signatures match neither local law enforcement nor standard civilian traffic. Their thermal optics are currently locked onto our chassis."
Nicole’s eyes snapped wide open, her monetary worries instantly eclipsed by absolute dread. She lunged over the center console, pressing her face against the front glass just in time to see a fleet of heavy-duty armored AVs and armed corporate cruisers veer sharply across the intersection, cutting off the avenue ahead with wailing sirens and flashing red searchlights.
Nicole Demara: "A corporate ambush?!" Nicole shrieked, clutching her head in total horror. "We’ve only been in this dimension for forty-eight hours! How are we already getting audited by local megacorps?! Step on it, Billy! Ram through them! My wallet cannot handle another insurance deductible!"

The oppressive, humid heat of Pacifica’s shoreline beat down against the salt-encrusted concrete of an abandoned Voodoo Boys cyber-clinic. Inside the cavernous, half-flooded basement, the air smelled of ozone, stagnant ocean water, and burnt wiring. Tsukishiro Yanagi stood over a jury-rigged terminal, her fingers flying across a looted Netrunner interface as holographic code cast a pale blue luminescence over her face.
Tsukishiro Yanagi: "The signal integrity in this realm remains deeply chaotic," Yanagi noted calmly, her voice echoing off the damp concrete walls. "The local communication grid lacks any central Ether management. Instead, it relies on unshielded sub-nets and localized neural implants. Section 6 has been isolated in this sector for fourteen days, and local energy reserves are down to six percent."
A few paces away, resting on a rusted dental chair, Asaba Harumasa tossed an unlit cigarette from hand to hand, leaning his head back against the concrete wall with a heavy, exasperated sigh.
Asaba Harumasa: "Fourteen days of eating stale synth-protein paste and staring at broken neon signs... I thought the Outer Ring was desolate, but Pacifica makes Blazewood look like a five-star resort. And what’s with these locals? Half of them have metal plates bolted directly to their skulls."
Near the barricaded front entrance, Hoshimi Miyabi stood completely motionless. Her hand rested lightly on the hilt of her blade, her keen eyes piercing the thick layer of sea fog creeping through the shattered floorboards.
Hoshimi Miyabi: "Quiet," Miyabi commanded smoothly, her tone cutting through the ambient hum of the dying generator. "Unregistered signatures are approaching from the coastal highway. Six hostiles on foot, heavily modified with illegal cybernetics. They are armed with high-caliber kinetic weaponry and thermal cutters."
Outside, the harsh grinding of a power saw echoed through the hallway as a group of Scavengers began breaching the reinforced security door, seeking to butcher the 'weird, chromed-out outsiders' for their rare gear.
Hoshimi Miyabi: "Yanagi, secure the data drives. Harumasa, take the high ground on the balcony," Miyabi ordered, slowly drawing her blade as a sharp, frost-blue glow ignited along the edge of the steel. "Section 6 will clear the perimeter."

The stifling, cigarette-smoke-filled air of the NCPD 4th Precinct in Heywood buzzed with the chaotic noise of wailing sirens, ringing landlines, and belligerent suspects shouting at booking desks. In the middle of the crowded precinct office, Captain Zhu Yuan stood stiffly in full PubSec armor, holding a thick stack of printed Night City arrest warrants with a look of utter bewilderment.
Zhu Yuan: "This... this is completely unacceptable," Zhu Yuan stated, her posture rigid as she adjusted her duty belt. "Their criminal database lists over forty unsolved cyberware-related homicides in this district today alone! How can the local authorities function with such a total breakdown of civic protocol?!"
Sitting on the edge of a cluttered desk, Jane Doe twirled a stolen NCPD badge between her long, gloved fingers, a sly, dangerous smirk playing across her lips as she watched a group of overworked detectives argue across the room.
Jane Doe: "Oh, loosen up a bit, Captain," Jane purred smoothly, leaning back with effortless grace. "They don't run on New Eridu regulations here. In this town, law enforcement is just another corporate subsidiary with a badge and a quota. If you ask me, it makes reading these local precinct boys so much easier... they're practically begging to be played."
Across the aisle, Officer Seth Lowell sat hunched over a holoscreen, anxiously cross-referencing local street gang profiles—Valentinos, Maelstrom, and Barghest—against PubSec threat matrices.
Seth Lowell: "I tried explaining basic de-escalation tactics to the desk sergeant," Seth muttered, shaking his head in disbelief. "He just laughed, handed me a box of heavy-caliber ammunition, and told me to aim for the optics if a 'cyberpsycho' comes through the door. What kind of police force operates like this?!"
Beside him, Qingyi calmly took a sip of hot tea from a insulated thermos she had somehow managed to keep intact during their dimension-shifting transit. She set the cup down with a soft, measured clink.
Qingyi: "When the river flows through dirty soil, young officer, one must learn to swim in the mud without swallowing it," Qingyi advised gently, her artificial eyes scanning the precinct's reinforced security doors as heavy footsteps echoed from the holding cell block. "The local command has granted us temporary observer status in exchange for our tactical support. Prepare yourselves... our first joint patrol in Heywood is about to commence."

The toxic, rust-colored twilight of Dogtown filtered through the shattered glass roof of an abandoned sports stadium. In a converted motorpool littered with stripped-down military vehicles, the mechanical roar of heavy industrial engines shook the dust from the rafters. President Koleda Belobog stood atop the tread of a massive Belobog excavation rig, her red eye flashing as she slammed her heavy wrench against the frame.
Koleda Belobog: "What do you mean the hydraulic fluid doesn't work?!" Koleda yelled over the racket, wiping grease off her cheek. "We're in the middle of a literal warzone surrounded by armed maniacs in combat fatigue, and our machines are running on empty?!"
Below the rig, Ben Bigger pushed up his thick protective goggles, staring intently at a modified holoscreen connected to a tapped fuel line.
Ben Bigger: "Calm down, President," Ben boomed softly, adjusting his massive shoulders. "The local refined oil they call 'CHOOH2' has a completely different combustion density than standard Ether-fuel. I'm recalibrating the engine intakes right now, but if we push it too hard without proper cooling, the whole block is going to melt into scrap."
Leaning against a stack of crates near the garage door, Anton Ivanov hefted his giant drill-hammer over his shoulder, a toothy grin spreading across his face as he watched a patrol of heavily armed Barghest soldiers approach the perimeter gate in armored trucks.
Anton Ivanov: "Looks like we ran out of time for safety checks, Bro!" Anton laughed, the motor of his weapon revving with a vicious, low whine. "The local warlord's private army thinks they can just march in here and confiscate Belobog property! They call themselves Barghest or whatever, but they haven't seen real construction-grade steel yet!"
Outside the gate, the lead Barghest transport ground to a halt. A commander stepped out, aiming a heavy military rifle toward the motorpool bay doors.
Koleda Belobog: "Listen up, chrome-heads!" Koleda roared, leaping down from the rig and slamming her explosive hammer into the concrete, throwing up a shower of sparks. "This machinery belongs to Belobog Heavy Industries! If you want it, you're gonna have to pay in blood!"

The damp maritime fog of Watson rolled off the harbor, pressing against the shattered stained-glass windows of a derelict Arasaka import warehouse. Inside, despite the surrounding decay and rusting cargo containers, Von Lycaon stood impeccably upright, meticulously adjusting his white necktie while pouring hot water from a silver kettle into a porcelain teacup.
Von Lycaon: "Regardless of the geographical or dimensional anomaly that has displaced us," Lycaon spoke softly, his deep voice smooth and perfectly composed, "a servant of Victoria Housekeeping does not permit standards to slip. Master's expectations remain our absolute priority, even in a city as notoriously uncivilized as this 'Night City'."
Sitting on a crate nearby, Ellen Joe slumped forward, resting her head against the handle of her massive, saw-toothed shears. Her shark tail thrashed lazily against the concrete, leaving small scratches on the floor.
Ellen Joe: "Ugh, can we skip the lecture, Lycaon?" Ellen groaned, sucking on an ice cube with a look of total exhaustion. "The air in this place smells like engine oil and cheap burnt chrome. My tail is dry, my phone doesn't get a signal, and these weird corporate guards in red armor keep patrolling the perimeter. I just want to go home and nap."
Clutching her giant buzzsaw blade tightly to her chest, Corin Wickes trembled slightly, her eyes wide as she looked up at the towering steel beams above.
Corin Wickes: "I-I'm sorry! I tried to sweep the floor like you asked, Mr. Lycaon, but... but I accidentally broke three of those glowing computer boxes!" Corin whimpered, tears welling in her eyes. "What if the people who own this place come back and get mad at me?!"
Floating effortlessly above the dusty floorboards, Alexandrina Sebastiane offered a gentle, serene smile, her puppet Bangboo floating beside her.
Alexandrina Sebastiane: "Oh, do not worry yourself, little Corin," Rina chimed softly, her tone airy and comforting. "The gentlemen outside seem quite eager to meet us. In fact, they've brought automated turrets and thermal breaching charges..."
A sudden, sharp explosion blew the heavy steel warehouse doors off their hinges, showering the room in red sparks as an Arasaka Hazard Operations squad pushed through the smoke with raised assault rifles.
Von Lycaon: "It appears our uninvited guests have arrived," Lycaon said smoothly, setting the tea tray down on a clean napkin before flexing his armored, mechanical legs with a lethal, low hiss. "Corin, Ellen... let us clean the house."

The scorching, dust-choked wind of the Badlands howled over a cluster of rusted oil derrick ruins, kicking up grit against the armored hulls of custom bikes and heavy rigs. Caesar King stood atop a crumbling concrete ledge, her spiked shield resting against her side as she adjusted her goggles and looked out over the endless expanse of desert road toward the distant, shimmering neon skyline of Night City.
Caesar King: "Man, look at this place!" Caesar laughed, her voice booming with energetic excitement over the roaring wind. "No Hollows, no Ethereals, just open sky, dry heat, and miles of dirt! It’s like the Outer Ring, except... way bigger and way dirtier! I kind of love it!"
Slumped over the open engine bay of a heavily modified haul-truck, Piper Wheel let out a long, wheezing sigh, wiping grease-stained hands on her jumpsuit as she adjusted her cap.
Piper Wheel: "You won't love it so much when the fuel runs dry, Boss..." Piper grumbled softly, resting her chin against her oversized wrench. "The diesel here is full of sulfur and junk. It’s making the intake valves stick, and if I don't bleed the lines soon, our rig is gonna break down right in the middle of nowhere."
A few paces away, Lucy stood on a crate, furiously typing into a handheld scanner while her Guard-boos hovered nearby, twirling their small spiked weapons.
Lucy: "Will you two take this seriously?!" Lucy barked, her pigtails twitching with frustration. "We got dropped into an unknown desert, our local maps are completely useless, and the local radio waves are flooded with savage gang chatter! We are completely off the grid!"
Leaning casually against a modified motorcycle, Lighter smirked, resting a hand on his belt as the low, guttural roar of custom v8 engines echoed across the desert ridges in the distance.
Lighter: "Looks like the local gang chatter just found us," Lighter said smoothly, turning his head as a fleet of spiked Wraith dune buggies and armored bikes crested the sandy ridge, kicking up massive plumes of red dust. "They’re aiming heavy weapons our way. Guess they think we're easy targets."
Caesar King: "Easy targets?!" Caesar shouted with a fierce grin, slamming her fist into her shield with a loud metallic crash. "Alright, Sons of Calydon! Show these desert punks how we handle a road fight!"
Before the first Wraith bullet could even find its mark, the air directly between the two camps violently tore open. A blinding, jagged rip in reality—an anomalous Improbability rupture—flared with blinding, unnatural light, discharging a deafening shockwave of distorted physics.
Dropping straight out of the tear and violently slamming into the scorched desert sand came Hank J. Wimbleton, Sanford, and Deimos. Their tactical goggles and visors were still actively glowing and crackling with residual anomalous energy from whatever spatial distortion had just violently yanked them directly out of Nevada.
Hank didn't pause to check his coordinates, nor did he care whose fight this was merely a second ago; his masked face turned toward the oncoming Wraith convoy and the armed bikers, his hand already gripping his weapon. With absolute, cold lethality, Hank picked his targets and charged straight into the crossfire, leaving Sanford and Deimos to instantly draw iron and back him up as the desert erupted into total chaos.

The thick, acrid reek of burning synthetic tires and cordite drifted upward from the ruined streets below, settling over the shattered concrete ledge of a half-built skyscraper in the heart of Night City’s Combat Zone. High above the chaos, Soldier 11 knelt on one knee in full tactical armor, her visor flickering with thermal readings as she adjusted the scope of a heavy military-grade optical scanner.
Soldier 11: "Sector status... unassigned. Threat level... extreme," Soldier 11 reported in a flat, clipped military tone, her voice free of any hesitation. "Local combatants possess heavy cybernetic enhancements, uncalibrated armor plating, and an total absence of tactical discipline. Command frequency is dark. Our current location remains unmapped on all Defense Force grids."
Standing near a cracked structural pillar, Trigger adjusted the sling of her long-range sniper platform, her gaze tracking a convoy of heavily armed mercenary trucks moving through the alleys three hundred meters below.
Trigger: "No sign of standard New Eridu military infrastructure either," Trigger added calmly, clicking her safety off with a dry, metallic snap. "This sector operates under warlord rules. Local radio bands are flooded with private military contractors, freelance assassins, and corporate hit squads offering bounty contracts."
Soldier 11 stood up smoothly, drawing her broadsword as a bright, roaring flare of orange thermite ignited along the length of the blade, casting sharp, aggressive shadows across the ruined concrete wall.
Soldier 11: "Origin unknown. Target parameters... unresolved," Soldier 11 declared, turning toward the stairwell access doors as the heavy iron hinges groaned under a sudden breach charge. "An unidentified armed unit has entered the lower floor and is advancing on our position. We maintain this high ground until tactical superiority is established."
The heavy fire doors blew inward with a deafening blast, showering the floor with concrete dust and shrapnel as a team of high-tier solo mercenaries in stealth camouflage moved through the breach with raised smart-weapons.
Soldier 11: "Hostiles detected," Soldier 11 barked, her boots digging into the floor as she charged forward in a flash of heat. "Obol Squad... commence suppression!"

The heavy bass of industrial electronic music thrummed through the reinforced floorboards of the Afterlife, drowning out the ambient chatter of mercenary solos, fixers, and corporate operatives. Tucked away in a private, red-velvet VIP booth near the back of the club, Astra Yaos sat with her arms crossed, her bright, starry eyes scanning the sea of glowing cybernetic optics filling the dark bar.
Astra Yaos: "This venue certainly lacks the refined acoustic architecture of Lumina Square's opera halls," Astra remarked dryly, adjusting her high-collared jacket as she glanced at the neon-tinted ice melting in her glass. "The atmosphere is aggressive, the patrons are carrying unholstered high-caliber ordnance, and nobody here seems to appreciate proper vocal pitch."
Standing rigid beside the booth, her hand resting on the grip of her specialized sidearm, Evelyn adjusted her communications headset, her gaze shifting continuously between the bar's entrance and the upper balconies.
Evelyn: "Focus on operational security, Astra," Evelyn instructed sharply, her voice cut through with tension. "We have been isolated in this sector for six hours. The local digital network—what they refer to as the 'Net'—is heavily compromised by hostile autonomous ICE. My signal queries are hitting dead ends everywhere."
Across the dimly lit booth, a towering, heavily armored security enforcer shifted his weight, his optics glowing a brilliant azure blue as he tracked a group of chromed-out solos whispering near the bar's main counter.
Security Specialist: "Lady Astra, local mercenary elements are actively cross-referencing our facial signatures against a fresh corporate bounty board," he warned, his voice a low, mechanical rumble. "They do not recognize New Eridu authority. To them, we are simply high-value targets with unregistered biometrics."
Near the bar counter, Rogue Amendiares set down a glass of whiskey, pointing her chin toward Astra's booth as a squad of eager, cyber-enhanced solos drew their weapons under the flashing strobe lights.
Astra Yaos: "It seems our performance is starting early," Astra murmured, a subtle, confident smile touching her lips as her personal defense drones activated with a soft, musical hum. "Evelyn... let us show these Night City locals how a star handles an unruly audience."

The neon-choked smog over Coronado Plaza was split down the middle by blinding blue spotlights and flashing red emergency sirens. Rain slicked the pavement where two massive armadas faced off across a makeshift barricade of concrete barriers and armored cruisers. On one side stood the frontline forces of Night City: dozens of heavily chromed NCPD squad cars, SWAT transport vans, and terrifying MaxTac AV-9 gunships hovering low in the sky, their heavy mantis blades and heavy artillery gleaming under the searchlights. On the other side stood the coalition of New Eridu: PubSec riot units with towering tactical shields, NEPS squad leaders, and the formidable, heavy-armored vanguard of Obol Squad, led by Soldier 11.
Captain Zhu Yuan stood at the center line with her bullhorn raised, her face pale with stress as she tried to maintain operational control over her uneasy officers.
Zhu Yuan: "Attention Night City law enforcement! This is Captain Zhu Yuan of the New Eridu Public Security Security Directorate! We are attempting to establish a peaceful perimeter following an unprecedented Etheric spatial displacement event! Stand down your weapons and open a communications channel!"
Across the line, an NCPD precinct commander spat onto the wet asphalt, clutching his high-caliber smart-rifle while a twitching, heavily cyberware-augmented MaxTac Operative stood beside him, the operative's optical implants flashing wild, unstable crimson codes.
NCPD Commander: "I don't give a damn about your 'Etheric events,' lady! You're operating heavy unregistered military hardware in an NCPD jurisdiction without a corporate permit! Lower your shields and step away from those weapons, or MaxTac is going to paint this entire plaza with your brains!"
Standing right behind Zhu Yuan, Officer Seth Lowell gripped his shield tight, his knuckles turning white as he watched the MaxTac operative twitch uncontrollably, fingers dancing over a modified Mantis Blade housing.
Seth Lowell: "Captain... something's wrong with that officer on the left. His cyberware readings are spiking off the charts. He's suffering from severe neural overload—"
Before Seth could finish his warning, the cyberpsycho-ridden MaxTac agent snapped. With a screeching, inhuman roar of pure chrome rage, the operative raised a heavy tech-shotgun and fired a point-blank blast straight into the chest of an unsuspecting NEPS patrol officer standing beside Zhu Yuan. The impact blew the officer backward into the rain, killing him instantly.
Zhu Yuan: "NO!" Zhu Yuan screamed, her eyes widening in absolute horror.
Soldier 11’s eyes narrowed into slits behind her visor as her broadsword ignited with a violent, roaring blast of thermite fire, illuminating the dark plaza in brilliant crimson flames.
Soldier 11: "Hostile action confirmed! Friendly casualty sustained! Obol Squad, PubSec... EXTERMINATE ALL HOSTILES!"
The night erupted into absolute, apocalyptic chaos. Automated smart-bullets tore through the air, thermite explosions shattered NCPD cruisers, and MaxTac operatives dropped from the sky into the PubSec shield wall with blades drawn. The spark had been struck—Night City and New Eridu were officially at war.
