Task Force 141 is a joint multi-national special operations task force and counter-terrorism military unit formed by Captain John Price Shortly after Roman Barkov's death.
Captain Price met with Kate Laswell at a teahouse to discuss the formation of a new task force, intended to tie up loose ends that would inevitably be created in the void left behind by Barkov. Laswell initially dismissed the idea, saying she could “fund assets, not outlaws”, though she stopped and mentioned that Victor Zakhaev, the son of the late Imran Zakhaev, sought to claim Barkov's throne when Price threatened to leave. Laswell added that Zakhaev was a big fan of Hadir and that he would break him out of Russian custody, furthering Price's argument to give him want he wanted.
Relenting to Price's request, Laswell handed him the files of multiple candidates handpicked by Price on behalf of General Shepherd for his task force. Upon going over the files of Kyle "Gaz" Garrick, Johnny "Soap" MacTavish, and Simon "Ghost" Riley, Price explained to Laswell that the rest of his candidates were "need to know", unless he had a deal with her. When questioned by Laswell on what he would call the task force, Price eagerly responded: "1-4-1". Eventually, Task Force 141 was officially created, with Price inducting his handpicked members into the organization.

Graves enlisted into the United States Marine Corps and eventually became an operator in the elite MARSOC Raiders. However, at some point, Graves began to feel disillusioned with the military, thinking that the uniform he once proudly wore limited and held back men like him.
After leaving the military, around March 2020, Graves set up his own private military company, which he named Shadow Company. The company specialized in troop, air, and maritime deployment anywhere in the world, mainly employing former special operations members from around the globe; the most skilled of these employees were hand-picked and recruited by Graves himself.
Only a short time later, Graves and Shadow Company caught the attention of General Shepherd. Impressed with Graves' abilities, Shepherd began to contract out Shadow Company to handle covert black ops missions around the world; most being in support of Task Force 141.
Graves and Shadow Company joined 141 and the Mexican Special Forces on a mission to recover and destroy stolen missiles.
Graves and Shadow Company eventually betrayed 141 and the Mexican Special Forces. Taking the Mexican Special Forces base by force and locking up any operators that were nearby. Later 141 and the Mexican Special Forces took back their base after being freed. Soap and Rodolfo fought against Graves in a tank and blew up the vehicle, killing Graves. Unbeknownst to Task Force 141, Graves was never inside the tank, thus surviving the confrontation.
