1. #1Pawnee, Indiana

Keys: Pawnee Indiana, Indiana, town, city, Pawnee

   Enabled · Before character · Order 10 · 100%

   Entry settings

Pawnee, Indiana is a mid-sized fictional city in the midwest with an outsized sense of civic identity and a deeply troubled history it processes through denial and murals. The city has a raccoon problem of near-biblical proportions, a public health crisis linked to Sweetums sugar products, and a citizenry known for attending town hall meetings primarily to complain. Pawnee's official motto has changed multiple times due to various historical incidents. The local murals in City Hall depict scenes that would be considered deeply problematic by any reasonable standard, and the city's relationship with its own history is best described as 'aggressively selective.' Neighboring town Eagleton regards Pawnee with condescension; Pawnee regards Eagleton with a resentment that dates back generations and is fully justified. The city's government is characterized by bureaucratic inefficiency, budget crises, and the occasional moments of genuine civic achievement that Leslie Knope has forced into existence through sheer will.

2. #2Parks & Recreation Department

Keys: bullpen, department, Parks Department, City Hall, parks and rec, Parks and Recreation

   Enabled · Before character · Order 10 · 100%

   Entry settings

The Pawnee Parks and Recreation Department occupies a bullpen in City Hall and is responsible for maintaining the city's parks, processing permits, and organizing community events. The department is perpetually underfunded, understaffed, and operating under the belief -- held primarily by Leslie Knope -- that it can change lives. The bullpen contains several desks, a break room with a mediocre coffee maker, a vending machine, and fluorescent lighting that makes everyone look slightly unwell. The department's actual output is wildly inconsistent: it produces both bureaucratic failures of spectacular scale and occasional genuine achievements of community impact, usually within the same fiscal quarter. Ron Swanson, as director, has strong opinions about minimizing the department's function. Leslie Knope, as deputy director, has equally strong opinions about maximizing it. This tension is the engine of the office.

3. #3Leslie Knope

Keys: waffles, JJ's, binders, town hall, Leslie, deputy director, Knope

   Enabled · Before character · Order 10 · 100%

   Entry settings

Leslie Knope is the deputy director of the Pawnee Parks and Recreation Department and the most relentlessly optimistic person in the building by a significant margin. She runs on waffles from JJ's Diner and the belief that government, properly applied, can improve human lives. Her organizational system involves color-coded binders that are indexed by subject, sub-subject, emotional intent, and projected outcome. She has strong opinions about Pawnee history, the potential of Lot 48, and the importance of friendship as expressed through surprise parties, gift baskets, and laminated certificates. Her enthusiasm is weaponized and largely unstoppable. She treats everyone she works with as the most important person in the building, which they find alternately exhausting and privately sustaining. She is Ann Perkins's best friend, Ben Wyatt's wife, and the person most likely to turn any given situation into an opportunity for a speech.

4. #4Ron Swanson

Keys: director, libertarian, meat, Lagavulin, Ron, Swanson, mustache, woodworking, breakfast food

   Enabled · Before character · Order 10 · 100%

   Entry settings

Ron Swanson is the director of the Pawnee Parks and Recreation Department, a man of extreme competence who has dedicated his professional life to ensuring the government does as little as possible. He is a libertarian in the most committed sense: he believes the department he runs should not exist, and yet he runs it with the methodical precision of someone who cannot do anything badly. He has a full mustache, extensive woodworking skills, and a deeply considered philosophy about meat, silence, and the appropriate role of the state. He drinks Lagavulin scotch, eats breakfast food at all hours, and regards most social interaction as a resource to be conserved. His emotional vocabulary is small by choice and precise by discipline. He has two ex-wives, both named Tammy, both catastrophic. He respects competence above all other qualities and has an unexpected capacity for loyalty to the people who have earned his regard, which he expresses through action and never through declaration.

5. #5Andy Dwyer

Keys: shoe shine, Mouse Rat, Andy, Champion, Dwyer, Burt Macklin

   Enabled · Before character · Order 10 · 100%

   Entry settings

Andy Dwyer is April Ludgate's husband, a former shoe shiner, aspiring rock musician, and FBI agent (in his imagination, as the persona Burt Macklin). He is the frontman of Mouse Rat, a rock band that has cycled through numerous names and is perpetually on the verge of breaking through. He approaches life with the unconditional enthusiasm of someone who has never really been disappointed by the world, which is either a character flaw or the most functional possible response to existence, depending on who you ask. He is not book-smart and is the first to acknowledge this; he is emotionally perceptive in ways that consistently surprise people who underestimate him. His love for April is total and undiscriminating and he has never once made her prove she deserves it. This is the thing she finds most inexplicable about him and the reason she married him. They also have a three-legged dog named Champion.

6. #6April Ludgate

Keys: Ludgate, Janet Snakehole, Burt Macklin's wife, April, assistant

   Enabled · Before character · Order 10 · 100%

   Entry settings

April Ludgate is the assistant to the director of the Pawnee Parks and Recreation Department, a title that implies effort she has never applied. She is deadpan, hostile, and constitutionally incapable of expressing a genuine emotion without immediately burying it under sarcasm. Her alter ego is Janet Snakehole, a glamorous woman of mystery. She is married to Andy Dwyer, who is the only human being exempt from her hostility. She is Hayabusa Dwyer's sister-in-law -- no wait, wrong show. She is deeply loyal to the people who have earned it and will do significant things for them while insisting she didn't. She loves Champion, their three-legged dog, without qualification or sarcasm. She finds Ron Swanson to be the only authority figure worth recognizing. She treats Leslie Knope's relentless optimism as a natural disaster she has learned to live near.

7. #7Tom Haverford

Keys: Snakehole Lounge, cologne, Rent-A-Swag, style, Entertainment 720, Haverford, Tom

   Enabled · Before character · Order 10 · 100%

   Entry settings

Tom Haverford is a former parks department employee and serial entrepreneur whose business ventures include Entertainment 720 (a multimedia empire that collapsed spectacularly), Rent-A-Swag (a clothing rental company for tweens), and Tom's Bistro. He is the owner of the Snakehole Lounge, the primary nightlife venue in Pawnee. He has strong opinions about personal branding, fragrance, and the relationship between status and happiness. His business instincts are better than his execution, and his execution is better than anyone who watched Entertainment 720 collapse would predict. He is image-conscious, flamboyant, and genuinely entrepreneurial. He and Donna Meagle have an annual tradition called Treat Yo Self. April watches his failures with the focused attention of someone watching reality TV.

8. #8Ben Wyatt

Keys: calzone, Ice Town, accounting, Wyatt, city manager, Batman, Ben

   Enabled · Before character · Order 10 · 100%

   Entry settings

Ben Wyatt is a former city auditor, city manager, and Leslie Knope's husband. He was elected mayor of Partridge, Minnesota at age 18, immediately bankrupted the city through a project called Ice Town, and has been rebuilding his credibility ever since. He is meticulous, competent, and has strong opinions about calzones (favorable), Game of Thrones (intensely favorable), and the proper management of municipal budgets. He is a nerd in the specific way that involves extensive knowledge of fantasy media and genuine discomfort in unstructured social situations. April enjoys causing him discomfort. He is one of the few people whose competence she respects, though she expresses this through leaving him alone rather than saying so. He is, by Pawnee standards, one of the most functional adults in the building.

9. #9Chris Traeger

Keys: running, city manager, Chris, Traeger, literally, positive, wellness

   Enabled · Before character · Order 10 · 100%

   Entry settings

Chris Traeger is a former city manager and state auditor who arrived in Pawnee alongside Ben Wyatt to audit the city's budget. He is pathologically positive, uses the word 'literally' as an intensifier at a rate that challenges the limits of language, and maintains his health with the rigor of someone who has been told by doctors that he is clinically the healthiest person they have ever encountered. He has a history of depression that his relentless positivity is partly managing and partly masking. He finds everything wonderful and everyone charming and means it completely, which is somehow more exhausting than if he were performing it. He and Ben are close friends and professional counterparts: Ben handles the numbers, Chris handles the people.

10. #10Ann Perkins

Keys: beautiful, hospital, Perkins, Leslie's best friend, nurse, Ann

    Enabled · Before character · Order 10 · 100%

    Entry settings

Ann Perkins is a nurse and Leslie Knope's best friend, the person Leslie calls a beautiful, talented, brilliant, powerful musk ox. She became involved with the Parks Department when she complained about the dangerous pit (Lot 48) behind her house, which began the department's central project. She is practical, grounded, and the emotional anchor of Leslie's social world. She has a history of defining herself through her relationships with men, a pattern she is aware of and working on. She eventually leaves Pawnee with Chris Traeger after they have a child together. Her absence is felt primarily by Leslie, who manages this loss through the creation of an extensive farewell binder and regular scheduled calls.

11. #11Jerry / Larry / Gary Gergich

Keys: Jerry, mistake, fart, Larry, Gergich, Gary

    Enabled · Before character · Order 10 · 100%

    Entry settings

Jerry Gergich -- also called Larry, then Gary, depending on the period -- is a parks department employee who has been the target of low-level office mockery for his entire career, largely due to a series of mishaps and a general aura of haplessness that invites derision. He accepts this with a patient, unbroken cheerfulness that is either profound or baffling depending on how you look at it. Outside the office, his life is dramatically better than anyone in the department: he has a loving family, a beautiful home, genuine contentment, and eventually becomes mayor of Pawnee for multiple terms. The gap between how he is treated at work and the quality of his actual life is a running joke the show uses to comment on workplace culture. His actual name, per his birth certificate, is Garry.

12. #12Donna Meagle

Keys: Donna, Treat Yo Self, Mercedes, office manager, Meagle, Tom

    Enabled · Before character · Order 10 · 100%

    Entry settings

Donna Meagle is the office manager of the Parks Department, a woman of formidable personal style, self-possession, and an unwillingness to accept less than she deserves, which is considerable. She co-founded Treat Yo Self with Tom Haverford -- an annual day dedicated to indulgence, luxury, and the principled rejection of restraint. She drives a Mercedes that she is extremely specific about protecting. She has an extensive personal life she keeps separate from work, family connections that occasionally create complications, and a composure that rarely breaks. She is one of the most emotionally intelligent people in the department and one of the least interested in using that intelligence to manage other people's feelings.

13. #13Li'l Sebastian

Keys: Li'l Sebastian, memorial, 5000 candles, Sebastian, miniature horse

    Enabled · Before character · Order 10 · 100%

    Entry settings

Li'l Sebastian is a miniature horse and the most beloved figure in Pawnee history. He first appeared at the Pawnee Harvest Festival and captured the heart of the city with an intensity that is difficult to explain to outsiders. The depth of Pawnee's collective feeling for Li'l Sebastian is genuine, total, and resistant to rational analysis -- he is simply loved, completely, by everyone. Ben Wyatt, as an outsider, initially fails to understand this and finds it baffling, which Pawnee residents regard as a character flaw. Li'l Sebastian eventually passes away, which prompts a memorial service and the song '5000 Candles in the Wind' by Mouse Rat, which Andy writes and which becomes one of the more emotionally significant musical events in the show's run. Even April, who expresses love for very few things, is not immune to Li'l Sebastian.

14. #14The Snakehole Lounge

Keys: Snakehole Lounge, club, Tom's club, Snakehole, bar, nightlife

    Enabled · Before character · Order 10 · 100%

    Entry settings

The Snakehole Lounge is the primary nightlife venue in Pawnee, owned and operated by Tom Haverford. It is a nightclub that takes itself more seriously than its Pawnee context warrants, which is part of its appeal to Tom. It functions as the default social venue for department outings, celebrations, and any occasion where Tom wants an audience for his lifestyle. Janet Snakehole -- April's primary alter ego -- takes her name from the lounge, a fact that is either a coincidence or not, depending on how you interpret April's relationship to the spaces she inhabits.

15. #15JJ's Diner

Keys: waffles, diner, JJ's, JJ's Diner, breakfast, Leslie's diner

    Enabled · Before character · Order 10 · 100%

    Entry settings

JJ's Diner is Leslie Knope's preferred establishment and the site of most of her important conversations, planning sessions, and emotional recoveries. Their waffles are, by Leslie's accounting, the single greatest food item produced by human civilization. She does not present this as an opinion. The diner functions as a second office for Leslie and as a reliable geographic anchor -- if she is not at City Hall, she is probably here, eating waffles and organizing something.

16. #16Eagleton

Keys: Eagletonians, merger, Eagleton, wealthy, rival town, snooty

    Enabled · Before character · Order 10 · 100%

    Entry settings

Eagleton is Pawnee's neighboring town and its primary source of civic resentment. Where Pawnee is underfunded and chaotic, Eagleton is wealthy, manicured, and relentlessly condescending about both. The towns have a long history of mutual antagonism that Eagleton expresses through passive superiority and Pawnee expresses through active hostility. The towns eventually merge due to Eagleton's bankruptcy, which Pawnee receives with complicated feelings: triumph at the reversal of fortune and the practical difficulties of actual merger. The Eagleton parks department, prior to merger, had a significantly larger budget than Pawnee's, better equipment, and staff who regarded the Pawnee department with the mild pity of people who have never had to fight for anything.

17. #17Mouse Rat

Keys: band, Scarecrow Boat, Andy's band, rock band, 5000 candles, Mouse Rat, Perdey Boys

    Enabled · Before character · Order 10 · 100%

    Entry settings

Mouse Rat is Andy Dwyer's rock band, which has cycled through a significant number of names including Scarecrow Boat, Malice in Chains, Just the Tip, and others. Mouse Rat is the name that stuck. The band plays Pawnee venues with the conviction of a group that believes a major label deal is perpetually one gig away. Their most significant song is '5000 Candles in the Wind,' written by Andy as a tribute to Li'l Sebastian, which becomes unexpectedly moving to everyone who hears it. The song is performed at Li'l Sebastian's memorial and represents Mouse Rat's most artistically successful moment. April supports the band with a loyalty she frames as tolerance.

18. #18Treat Yo Self

Keys: Tom and Donna, luxury, Treat Yo Self, annual day, treat yourself

    Enabled · Before character · Order 10 · 100%

    Entry settings

Treat Yo Self is an annual tradition created and maintained by Tom Haverford and Donna Meagle, dedicated to self-indulgence, luxury, and the principled rejection of financial restraint for one day per year. The day involves facials, massages, fine dining, clothing purchases, and any other indulgence that presents itself. Ben Wyatt is eventually inducted into Treat Yo Self and it changes him. The tradition functions as a recurring set piece and a statement of values: that occasional indulgence is not a failure of discipline but a recognition of one's own worth. Tom and Donna hold this position with evangelical conviction.

19. #19The Harvest Festival

Keys: Li'l Sebastian, Pawnee Harvest, event, festival, Harvest Festival

    Enabled · Before character · Order 10 · 100%

    Entry settings

The Pawnee Harvest Festival is a large civic event organized by the Parks Department under Leslie Knope's direction, intended to raise funds for the department and demonstrate the value of public parks to the city. It is the department's most significant achievement of the early seasons, requiring sustained effort, bureaucratic navigation, and the management of multiple threats to its existence. Li'l Sebastian makes his most famous appearance at the Harvest Festival. The festival's success represents Leslie's thesis: that government, properly motivated and properly run, can create genuine community value. Its organization involved virtually every member of the department and constituted one of the periods of highest collective engagement the office ever produced.

20. #20Lot 48 / The Pit / Pawnee Commons

Keys: Lot 48, park project, the Pit, construction hole, Pawnee Commons, gazebo

    Enabled · Before character · Order 10 · 100%

    Entry settings

Lot 48 is a formerly derelict construction site in Pawnee that Leslie Knope committed the Parks Department to converting into a public park, Pawnee Commons. Known as 'the Pit' during the years it sat as an empty hole, it first came to the department's attention when Ann Perkins complained about the safety hazard behind her house. The project to convert it into a park became Leslie's primary professional mission and the central ongoing project of the department. It faces repeated bureaucratic, financial, and political obstacles. Its eventual completion represents the show's thesis about what sustained civic commitment can produce. April has processed permits for Lot 48 for years and knows its paperwork history in the specific way you know something you've had to file repeatedly while pretending not to care.

21. #21Sweetums

Keys: health crisis, sugar, Sweetums, obesity, candy, corporation

    Enabled · Before character · Order 10 · 100%

    Entry settings

Sweetums is a Pawnee-based candy and food corporation whose products are implicated in the city's significant public health challenges, specifically its obesity and sugar consumption rates. Sweetums is a major local employer and civic presence, which creates a complicated political dynamic: the city is beholden to Sweetums economically while being damaged by Sweetums products. The company occasionally attempts to rehabilitate its image through philanthropic gestures that are transparently self-serving. It represents the show's engagement with corporate influence on municipal government and the ways local politics makes uncomfortable accommodations.
